Description
The United Nations Procurement Division (UNPD), on behalf of the United Nations Mine Action Service (UNMAS), is currently seeking expressions of interest from qualified vendors for the provision of personnel for high-risk environments related to mine action, explosive ordnance disposal and explosive ordnance risk mitigations operations listed below.
The contract, with an expected duration of three (3) years plus two (2) optional extension periods of one (1) year each, may include, but is not limited to, provision of high-risk labor (HRL) to locations such as South Sudan, Syria, Abyei, Central African Republic, Libya, Lebanon, Western Sahara, Democratic Republic of Congo, Somalia, Iraq, Afghanistan, and Ethiopia.
This initiative also aims to inform interested parties about the forthcoming formal procurement process, known as the Request for Proposals (RFP), for the provision of these services.
Specific Requirements/Information
The scope of work for Technical Mine Action (MA) & EO Threat Mitigation Personnel may include, but is not limited to, the following profiles:
-Mine Action Operations/Quality Assurance Personnel: The MA OPS/QA personnel ensures the effective implementation of mine clearance activities by overseeing operational planning, safety compliance, technical standards adherence, and quality assurance to safeguard personnel and maximize the impact of demining efforts. Some certifications depending on the role may be: IMAS EOD Level 2, 3, 3+, IEDD, Mine Detection Dog and Mechanical Demining Machines)
-Explosive Ordnance Disposal Specialists/Mentors: The EOD Specialist is responsible for the safe identification, clearance, and disposal of explosive hazards, ensuring operational safety, risk mitigation, and compliance with technical standards in mine action and security operations. (IMAS EOD Level 2, 3, or 3+ depending on the requirements)
-Ammunition Technical Officers (ATO Certification): The ATO is responsible for the safe storage, inspection, maintenance, and disposal of ammunition and explosives, ensuring compliance with technical regulations and operational safety standards. In most circumstances the ATO deploys in support of a Weapons and Ammunition Management project, working closely with Troop Contributing Country (TCC) personnel, or national counterparts.
-Improvise Explosive Device Disposal Specialists/Mentors (IEDD Certification): The IEDD Specialist is responsible for detecting, analyzing, and neutralizing IED threats, ensuring operational safety, mitigating risks, and developing counter-IED strategies in high-threat environments. In most UN contexts this specialist works in support of TCC personnel or national counterparts.
-High Risk Search Specialist: The HRS specialist is responsible for advising and instructing personnel in advanced search techniques for detecting explosive threats, ensuring operational readiness, safety, and compliance with counter-IED and mine action protocols. An HRS Certification may be required.
-Dual Sensor Detector Trainers: The DS Detector Trainer is responsible for instructing personnel in the effective use of advanced detection technologies, combining ground-penetrating radar and metal detection to enhance mine clearance operations and ensure operational safety.
-Electronic Counter Measure Technicians: The ECM Technician is responsible for deploying, maintaining, and calibrating electronic systems designed to detect, disrupt, and neutralize remote-controlled explosive threats, ensuring operational security and force protection in high-risk environments.
-Remote Operating Vehicle Technicians (Subject specific certification): The ROV Technician is responsible for maintaining, operating, and troubleshooting remotely controlled robotic systems used for explosive ordnance disposal, surveillance, and hazardous environment operations to ensure mission effectiveness and safety.
-Explosive Ordnance Risk Education Specialists: The EORE Specialist is responsible for designing and delivering awareness programs that educate communities on the dangers of explosive hazards, promoting safe behaviors and reducing risks in conflict-affected areas.
-Construction Engineers (Civil Engineer Degree): The Construction Engineer is responsible for planning, designing, and overseeing infrastructure projects, ensuring structural integrity, safety compliance, and efficient execution in both civilian and high-risk operational environments. This work will in many cases be in support of Weapons and Ammunition Management (WAM) activities in the construction of ammunition storage areas (ASA's).
-Safety and Security Advisors: The Safety and Security Advisor is responsible for assessing risks, developing security protocols, and ensuring the safety of personnel and operations in high-risk environments through threat analysis, crisis management, and strategic planning.
-Monitoring and Evaluation Officer: The M&E Officer is responsible for assessing project performance, measuring impact, and ensuring compliance with objectives by collecting data, conducting analysis, and providing strategic insights for informed decision-making.
Support Services Personnel
-Logistics Specialists: The Logistics Specialist is responsible for coordinating procurement, transportation, inventory management, and supply chain operations to ensure efficient resource allocation and timely delivery in humanitarian, development, or operational settings.
-Drivers: The Driver is responsible for safely transporting personnel, equipment, and supplies, ensuring efficient logistical support, vehicle maintenance, and compliance with security protocols in operational environments.
-Mechanics (Diesel and/or Gasoline Certification depending on requirements): The Mechanic is responsible for inspecting, maintaining, and repairing vehicles and machinery, ensuring operational efficiency, safety, and reliability in various settings, including humanitarian and field operations.1. 2. Under the long-term agreement framework, the selected Contractor(s) will receive a specific Terms of Reference (ToR) for each assignment, outlining the required qualifications and experience, along with any role-specific certifications. These project-specific ToRs will also include details such as duty station, estimated duration of the assignment, and other relevant information.
3. The UN anticipates deployments to last between 1 and 12 months, and in exceptional cases may be extended based on needs.
