Description

The United Nations Development Programme (UNDP) invites proposals from firms to update and develop the existing Community Development Plans (CDPs) that serve as foundational frameworks for local growth and resilience. However, these plans require enhancement to incorporate climate risk considerations and adaptive strategies. This consultancy under the Tonga Coastal Resilience Project (TCRP, 2024–2031) aims to strengthen and update the CDPs by integrating climate risk data into practical, visual, and participatory planning tools. Through pilot testing in Ha’apai and Tongatapu, the initiative seeks to make community planning more climate-responsive and inclusive.

The selected firm is expected to undertake tasks aimed to overarching goal by;

  1. To update existing Community Development Plans (CDPs) by making them climate responsive for selected coastal communities in Tonga.
  2. Provide clear methodologies for integrating climate risk information into Community Development Plans.  
  3. Strengthen the capacity of communities and stakeholders to undertake climate-informed planning. 
  4. Establish practical mechanisms to inform future CDP revisions and local decision-making
