New clarification added: QUESTION (Knowledge Product Expectations):As requested during the meeting, could UNOPS clarify the expected level of analytical depth for the final case studies and publication?Specifically, should the outputs focus primarily on:Documentation of implementation experiences and lessons learned;Policy-oriented analysis;Investment-ready models and financing considerations; orA combination of the above. ANSWER (REVISED):Each case analysis is expected to combine practical documentation and light analytical insight. It should cover four core components: project background, including key challenges and solutions; implementation pathway and innovative practices; multidimensional impacts, including social, environmental and economic benefits; and replicability and scalability. Where relevant, cases may also include policy, financing, or investment considerations, but full investment-ready project preparation is not expected.

New clarification added: QUESTION (Expected scale of the Global Call):To support realistic resource planning, could UNOPS provide an indicative expectation regarding:the anticipated number of submissions;the expected number of shortlisted cases; andthe anticipated number of final validated case studies to be included in the repository and publication?ANSWER: Anticipated number of submissions: For the number of case collections and submissions, we do not have a requirement as long as the pre-screening cases for review and the selected final case studies meet the requirements.Expected number of shortlisted cases: The expected number of shortlisted cases is 60. It is suggested that the service provider will conduct an initial pre-screening to identify 60 cases for expert evaluation. Anticipated number of final validated case studies: The anticipated minimal number of final validated case studies to be included in the repository and publication is at least 15 cases, this is also expected for COP31 deliverable with updates and further selections to follow.

New clarification added: QUESTION (Publication format):Could UNOPS confirm the expected scope of the publication deliverables, specifically:the expected number of printed hard copies;whether printing and international distribution are part of the contractor's scope; andwhether only digital design files are required if printing is managed separately by UNOPS.ANSWER (REVISED): UNOPS does not require printed hard copies under the TOR. Printing and international physical distribution are not part of the contractor’s scope. The contractor is expected to provide digital design, layout, and publication-ready files for the digital publication, digital repository, and selected case studies. If any printing is later required, it would be managed separately by UNOPS.

New clarification added: QUESTION (COP31 timeline):It was indicated during the meeting that a first set of case studies should be available in time for COP31. Could UNOPS clarify:the expected number of case studies to be completed before COP31;whether these are expected to be fully validated and publication-ready; andwhether this represents an interim milestone in addition to those already included in the TOR.ANSWER: The target for COP31 is to have an initial set of at least 15 selected case studies ready for digital sharing and presentation, subject to timely mobilization, availability of suitable submissions, and completion of necessary quality checks. These are intended as an interim COP31 output, not the final full publication. The final publication and complete repository will be developed through the remaining project implementation period, in line with the TOR.

New clarification added: QUESTION (Outreach in China): The Terms of Reference describe the initiative as a global programme while also referring to outreach through "global + China networks".Could UNOPS clarify whether:China is considered a priority geography for the call;specific outreach activities are expected in China; anddedicated Chinese-speaking outreach personnel would be sufficient, rather than requiring Chinese language capability across the technical team?ANSWER: The initiative is global and welcomes submissions from all geographies, including China. Bidders may propose proportionate outreach through relevant Chinese networks where this can help identify high-quality cases. Dedicated Chinese-speaking outreach or communications capacity may be sufficient; Chinese language capability is not required across the full technical team. Experience working with Chinese counterparts will be considered a plus.UNOPS has now removed the specific inclusion of network requirements in China in the revised RFP. Please refer to Section II: Schedule of Requirements (Rev.1) for more details

New clarification added: QUESTION: Under project details of the TOR, it states "Selected cases will be developed into standardized and comparable formats and disseminated through a structured digital repository, a digital publication, and targeted knowledge-sharing activities". Can a website be used as the digital repository? ANSWER: The digital repository is expected to be presented through a simple, public-facing showcase webpage displaying the selected case studies and final knowledge products. A fully bespoke standalone website or complex web platform is not required. Bidders may propose cost-efficient, configurable, open-source, or static webpage solutions, provided the content is structured, accessible, and suitable for public dissemination. UNOPS will coordinate final hosting/publication through UNOPS or other relevant official channels.

New clarification added: QUESTION (Digital platform):During the meeting, UNOPS indicated that further clarification would be provided regarding the submission platform. Could UNOPS confirm whether preference will be given to configurable open-source or low-code solutions, provided that they meet the required functionality, security and user management requirements?ANSWER:Yes, existing configurable or open-source platforms are also acceptable. We do not require customized platforms for the submission platform and database system. But we do expect customized showcase webpage to display the digital repository and final knowledge products.

New clarification added: QUESTION: Chinese language requirements for key personnel During the pre-proposal meeting, it was indicated that Chinese language capability is primarily intended to support outreach and communication activities. However, the Technical Evaluation Criteria currently assign points for Chinese language proficiency for the Team Leader and both Technical Experts. Could UNOPS please clarify whether the Chinese language requirement will remain applicable to all key experts as currently stated in the RFP, or whether it will be limited to the personnel responsible for outreach and stakeholder engagement?ANSWER: Given the expectations for the Chinese language requirements during implementation, UNOPS has now removed the specific inclusion of Chinese language and network requirements in this RFP. Please refer to Section II: Schedule of Requirements (Rev.1) for more details. As indicated during the pre-bidding meeting, Chinese language capability is primarily intended to support outreach and communication activities. If the potential service provider has the language proficiency and experiences in collaborating with Chinese counterparts will be considered a plus.

New clarification added: QUESTION:Could you please confirm whether this funding covers 100% of the Full Economic Cost (FEC)?If not, are there specific costs that are excluded? If so, I would be grateful if you could outline them.Additionally, could you please provide an indication of the expected budget range and the duration of the project?ANSWER:UNOPS will cover the FEC associated with project delivery, including both direct costs (e.g. remuneration fee of the experts) and indirect costs (e.g. overhead and administrative expenses). Except for expenditures related to travel, or service provider and guest participation expenses for the organization of the COP 31 side event, if it arises in the execution stage.Bidders are encouraged to ensure that any indirect costs included in their financial proposals are reasonable and proportionate to the scope of the assignment, as excessive indirect costs may significantly increase the overall price and affect the competitiveness of the offer. UNOPS cannot disclose specific funding amounts or expected budget ranges. Bidders are requested to submit their financial offer based on their assessment of the requirements and scope of work as outlined in the tender package.

New clarification added: QUESTION:On the instruction to offerors, Format and signing of proposals: it states "The Proposal shall be typed and shall be signed in indelible ink by the Offeror or a person or persons duly authorized to bind the Offeror to the contract"..Does this mean E-signatures are not allowed and we have to hand sign the documents before submitting?ANSWER:A wet signature in indelible ink is required only for paper-based proposal submissions. As this tender accepts proposals exclusively through the eSourcing platform, an electronic signature (including a scanned handwritten signature or a digital signature) is acceptable in lieu of a wet signature.
