Description
This assignment comprises two interrelated components. First, it involves a comprehensive assessment of active labour market policies and programmes (ALMPs) in Haiti through the design and application of an evidence-based analytical framework. The consultancy will map and document all existing and planned programmes, detailing target groups, geographic coverage, delivery modalities, financing sources, implementing partners, and programme scale. This will be complemented by stakeholder consultations, desk reviews, and analysis of policy and legal frameworks, institutional coordination mechanisms, and implementation capacities. The assessment will identify gaps, inefficiencies, and opportunities to strengthen targeting, coherence, and alignment with labour market needs, while also exploring linkages with social protection systems in coordination with ongoing work by development partners. Second, the consultancy will support the development and validation of a national emergency employment programme. This will include defining priority pillars—such as short-term job creation, skills development, employment services, and enterprise support—developing a Theory of Change, proposing concrete interventions and indicative budgets, and identifying priority target groups and geographic areas. The process will be supported through inclusive consultations and a multi-stakeholder workshop to validate the programme’s scope, priorities, and implementation arrangements.
