New clarification added: Q7:   Dear UNOPS team, In Form D_Technical specifications for goods for the 900L steam sterilyzer in line 39 saying "The installation of Sterilizer devices will be carried out in accordance with standards, loading and unloading sides will be separated with stainless steel panels to create service areas, and materials required for this separation process must be provided by the contractor." Please clarify this requirement. A7:  Dear Bidder, the contractor shall install the sterilizers in strict compliance with manufacturer specifications and industry standards. For pass-through (double-door) units, the contractor must provide and install stainless steel barrier panels to securely separate the loading and unloading zones, establishing clean and soiled service areas as per the facility plan. New clarification added: Q6:   Dear UNOPS Procurement Team, we kindly request clarification regarding the qualification requirements related to demonstrating previous performance experience.Could you please advise whether a bidder may rely on the performance experience of its parent company, subsidiary company, or other affiliated entity to satisfy the experience and past performance requirements of this tender? If this is permitted, we would appreciate clarification on:What type of relationship between the bidder and the affiliated entity must be demonstrated (e.g., parent company, subsidiary, sister company, common ownership)?What supporting documentation should be provided to substantiate such a relationship?Whether a formal commitment, guarantee, or other legally binding document from the affiliated entity is required.Whether contracts performed by the affiliated entity may be submitted as evidence of the bidder's technical and performance experience.A6:  Dear Bidder, For the purpose of this solicitation, bidders shall demonstrate compliance with the qualification requirements based on their own experience and capacity. Where the Bidder intends to rely on the experience, capacity or resources of another entity (including a parent company, subsidiary, affiliate, sister company or any other related entity), such entity must be formally participating in the bid, for example as a Joint Venture partner, consortium member, subcontractor or other arrangement expressly disclosed in the bid submission, where permitted by the solicitation documents. In such cases, the Bidder shall clearly demonstrate the nature of the relationship between the entities and provide supporting documentation evidencing the legal and operational linkage, as well as the availability of the relevant resources and experience for the performance of the contract. The Evaluation Team will assess compliance strictly in accordance with the requirements of the solicitation documents and the information submitted in the bid.

New amendment added #1: The ITB has been amended in order to replace the document titled "Section_III_Returnable Bidding Forms_Form D_Technical specifications for goods" with the document titled "Section_III_Returnable Bidding Forms_Form D_Technical specifications for goods_Rev. 1" that introduces amendments to the certain requirments stipulated in red font.

New clarification added: Q5:  Dear UNOPS team, please clarify whether any additional registration, recognition, or validation of such certificate within the national certification system of the Republic of Uzbekistan is required.A5:  Dear Bidder, any registration, authorization, permit or certification required under the laws and regulations of the Republic of Uzbekistan for the importation, registration, use, installation or operation of the offered goods shall remain the responsibility of the Contractor. As stated in Annex III: Schedule of Requirements, Clause 1.3, the Contractor is responsible for verifying and obtaining any applicable registrations, authorizations or waivers required by the competent authorities of Uzbekistan. Accordingly, bidders are encouraged to independently verify any local regulatory requirements applicable to their offered products.

New clarification added: Q4:   Dear UNOPS team, regarding the requirement to provide evidence of an appropriate Quality Management System (preferably ISO 9001 or equivalent), please clarify whether a valid ISO 9001 certificate issued by a certification body accredited by an IAF-recognized accreditation body is acceptable for compliance with this requirement.A4:  Dear Bidder, It is sufficient to provide ISO 9001 issued by Notification body registered within IAF system.

New clarification added: Q3:   Dear UNOPS team, the solicitation document requires bidders to demonstrate relevant experience during the last three years. Could you please confirm whether this requirement may be met by submitting two qualifying contracts that were both successfully completed in 2025 and fall within the specified three-year period?A3:   Dear Bidder, the requirement specifies a minimum of three years of presence on the market, encompassing activities within the last three years. Therefore, all activities reflecting engagements during this three-year period will be considered compliant with the requirement.

New clarification added: Q2:  Dear UNOPS team, the reference is made to the Form D (Technical Specifications), Item #1 – Steam Steriliser, 600L.1. Line 19 of the Comparative Data Table ("Together with the for every sterilizer, the following items manufactured by the same company must be supplied free of charge") reads: "Transport trolleys 2 pcs. Shinva: If single door device, we can have 1 trolley, if double door device, we can have 2 trolley."  This line appears to contain a vendor-specific reference ("Shinva") embedded within what should be a manufacturer-neutral UNOPS requirement. We would appreciate confirmation of the following:a) Whether this notation is an inadvertent carryover from a specific manufacturer's prior input during specification drafting, or whether it reflects an intended UNOPS requirement applicable to all bidders regardless of brand;b) What the definitive, manufacturer-neutral quantity of transport trolleys is required to be supplied free of charge under this line item, expressed independently of any single door/double door configuration; andc) Confirmation that this requirement applies equally and identically to all manufacturers' equivalent equipment, consistent with the principle of equal treatment among bidders.2. Line 4 of the same Comparative Data Table ("Features: Double-door; Load from one side, unload from the other...") is followed by the unresolved notation "DOUBLE OR SINGLE DOOR DECISION," which appears to be an internal drafting placeholder rather than a finalized requirement. Are bidders required to include installation, commissioning, training and other related services, or should the offer cover the supply of equipment only?A1: Dear Bidder, you are required to include in their offers all goods and related services specified in the solicitation documents. As indicated in Form C: Price Schedule Form, bidders shall provide pricing not only for the equipment itself, but also for:In-country logistics services (Section B); andRelated services (Section C), including installation or assembly, calibration (where applicable), testing and commissioning, and end-user training.Furthermore, the requirement to provide installation and related services is explicitly stated in Section IV: Contract Forms – Annex III: Schedule of Requirements, including but not limited to:Clause 1.10, which states that after delivery of the goods, the Contractor shall arrange for and carry out the related services, including installation, assembly, calibration (where necessary), testing and commissioning, and end-user training activities;Clause 3.2 (Assembly and Installation Services), which requires the Contractor to perform installation, calibration, testing, commissioning and handover activities;Clause 3.3 (On-Site User Training Services), which requires the Contractor to provide user and service training; andClause 3.4 (Warranty and After-sales Services), which requires the Contractor to ensure warranty and after-sales support through a local representative or partner.
