RFQ Scope of Requirements: Supply and Delivery of Laboratory Equipment for MAF Biosecurity

The United Nations Development Programme (UNDP), supporting the Ministry of Agriculture and Fisheries (MAF) in Samoa, is seeking quotations from qualified suppliers for the comprehensive equipping of its Biosecurity Laboratory. The primary objective is to enhance the nations capacity for entomological research, pest surveillance, and biosecurity diagnostics by providing essential laboratory and field equipment. To align with the distinct supply chains in the scientific market and maximize competition, the requirement is divided into two specialized lots.

Lot 1: Capital Laboratory Equipment
This lot comprises the core analytical and operational hardware for the laboratory. It includes high-precision optical instruments essential for detailed specimen identification, such as a trinocular research microscope with a Wi-Fi-enabled digital camera for analysis and data sharing, and robust stereo microscopes for routine examination. The lot also includes durable, ergonomic laboratory drafting chairs to furnish the workspace for safe and effective daily operations. Suppliers must provide equipment that is reliable, user-friendly, and backed by a minimum 12-month warranty and accessible technical support.

Lot 2: Specialized Entomology Field & Prep Gear
This lot covers a wide range of specialized consumables and tools critical for the entire lifecycle of entomological work—from field collection to laboratory preservation and study. This includes equipment for capturing specimens, such as various insect traps (light, sticky), aspirators (pooters), and killing jars. It also contains supplies for rearing and observation, like professional insect rearing cages. For specimen preparation and archival, the lot specifies ultra-fine headless micropins, archival-quality Pigma pens, and waterproof identification labels. These items must meet specific technical standards (e.g., chemical resistance, archival quality) to ensure the integrity of scientific research.

All goods across both lots must be delivered new and unused, strictly conforming to the minimum technical specifications outlined. Delivery is required on a DAP (Delivered at Place) basis to the MAF Biosecurity Main Office in Apia, Samoa.
