Description
1. Background and Purpose: The United Nations Office at Nairobi (UNON) on behalf of UNEP invites qualified interested firms to submit their Expression of Interest (EOI) to participate in the upcoming competitive bidding exercise to establish a Long Term Agreement for the safeguarding, repackaging, loading, stowage and domestic and international transport of PCB contaminated equipment and oils from multiple locations within the Southern African Development Community (SADC) region to designated disposal facilities. An internal process is currently ongoing to confirm the final disposal location(s) from among identified facilities. The treatment or destruction of the waste at the disposal facilities is not part of this scope and will be managed under a separate arrangement. This Expression of Interest (EOI) is issued solely for the purpose of identifying entities that meet minimum eligibility and capability conditions to be invited to participate in a subsequent solicitation process. 2. Indicative Scope of Services (Summary Only): The envisaged scope of services includes: • Safeguarding and repackaging of PCB contaminated equipment and oils • Draining of transformers and preparation of equipment for transport • Labelling, weighing, inventory updates and waste acceptance documentation • Loading, stowage and securing of waste into transport vehicles and shipping containers • Domestic transport and international shipment by road and/or sea • Basel Convention notification and trans boundary shipment procedures • Delivery of waste to designated disposal facility(ies) (to be once confirmed) Final disposal, treatment or destruction of the waste is expressly excluded from this scope. A single approved and licensed waste management facility will be selected for final use. The disposal is anticipated to take place at one of the following locations: • Clayville, Olifantsfontein, South Africa (within the SADC region and Mainland Africa) • Gauteng, South Africa (within the SADC region and Mainland Africa) • Saint-Vulbas, France (outside Africa and the SADC region) • Belgium (outside Africa and the SADC region) 3. Indicative Nature and Quantity of Waste: Based on existing inventories, the waste to be safeguarded and transported consists primarily of: • PCB contaminated oils • Decommissioned transformers (including oil) • Capacitors containing PCB oil • Miscellaneous PCB contaminated solid wastes The estimated total quantity of PCB contaminated waste is approximately 477 metric tonnes for the duration of the project. These quantities represent cumulative, project wide estimates derived from existing inventories and are provided for information purposes only. They will be confirmed through safeguarding, weighing and waste acceptance procedures. 4. Eligibility to Respond: This EOI is open to legally registered entities with experience in hazardous waste safeguarding and transport, including PCB contaminated materials, and with the capability to transport such waste in compliance with applicable national and international regulations. Specific Requirements/Information Submission Requirements: Interested entities are invited to submit a completed and signed Annex A – EOI Screening Checklist (Yes/No) and return via email to jecinta.cheruiyot@un.org with a copy to unon-procurement-rfx@un.org. No technical proposals, methodologies, work plans, staffing details or pricing information shall be submitted at this stage. Participation in this EOI does not create any right, expectation or entitlement to be invited to the solicitation stage or to be awarded a contract. Vendors expressing interest must be registered with the United Nations Global Marketplace (UNGM) at minimum of Basic Registration Level. Vendors not registered in UNGM will not be eligible to paricipate in the tender Exercise at a later stage. Details of the technical evaluation criteria and other particular requirements will be provided under at the tender stage. Vendors possessing the following attributes are strongly encouraged to participate: (a) Inclusive of persons with disabilities, (b) A demonstrated commitment to achieving gender equality, (c) Woman-owned business status, (d) Originating from developing countries, countries with economies in transition, or least developed countries. An Expression of Interest does not guarantee paricipation in the request for proposal as only suitably qualified vendors will be invited to pariticpate.
