UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for an Action Research to Enhance Citizens’ Access to Land Information in the Context of the Two-Tier Local Government Apparatus.

To support citizens in accessing land information more easily and to promote good practices in public disclosure of land information across localities within the new context of the two-tier local government system, UNDP in Viet Nam is seeking an experienced national research institution, research-based consulting firm, or non-governmental organization to collaborate on and conduct an action-oriented review of land information transparency.

This review will mark the fifth round[1] of UNDP’s support to enhancing public access to land information for all citizens in Viet Nam. Empirical and policy studies conducted since the country embarked on robust economic reforms in the early 1990s[2] show that land conflicts—particularly since the first comprehensive Land Law came into force in 2004—have been driven by increasing land scarcity and rising land values associated with fast-paced industrialization, modernization and urbanization in Viet Nam. Furthermore, empirical research results from PAPI[3] and PCI[4] data and in-depth studies regarding land governance suggest that a lack of transparency in land planning and acquisition schemes, low state-defined land pricing frameworks, and rent-seeking behaviors among land registrars have been key drivers of land conflicts, especially in suburban areas across major cities and industrial provinces.

OBJECTIVES OF THE ASSIGNMENT

Overall objective: To support provinces in Viet Nam with enhancing access to land information for citizens and improving land governance through regular external reviews of land information disclosure.
