Description
The International Labour Office (ILO) is seeking an individual to undertake an assignment as an External Collaborator. The assignment will provide technical support to the Employment Service Agency (ESA) of North Macedonia in assessing its current information system environment and identifying improvements required to strengthen digital support for employment service delivery and implementation of the Youth Guarantee. The External Collaborator will review existing information systems, digital services, business processes, monitoring and reporting arrangements, and interoperability mechanisms. The assignment will assess the extent to which current systems support registration, profiling, case management, service delivery, employer engagement, monitoring and reporting, including requirements related to Youth Guarantee implementation. Based on the assessment findings, the External Collaborator will identify functional, technical and organisational gaps, develop prioritised functional and technical requirements, and prepare a Technical Readiness Dossier to support future system modernisation and digital transformation efforts. The assignment will involve consultations with ESA management, IT staff, operational units and relevant stakeholders, as well as validation of findings and recommendations.
