Training module development

Background

Since 2001, Better Factories Cambodia has joined with workers, employers and government to improve working conditions and boost the competitiveness of the garment industry. Originally, the project was linked to an innovative trade agreement between the Royal Government of Cambodia (RGC) with the United States that provided market access in return for improving working conditions in the garment sector. After the expiration of the trade agreement in 2004, the Cambodian Government, together with unions and employers, requested the ILO to continue with the implementation of the programme.

As its longest running programme, Better Factories Cambodia (BFC) is in many ways the driving force behind Better Work and has inspired the establishment of the programme in nine other countries. Central elements of the programme’s approach began in Cambodia: from cultivating social dialogue through worker-management committees, to offering factories tailored advisory services to help them solve their own labour rights’ challenges or using public reporting to spur improvements in factory working conditions and workplace environment across the industry. The programme currently covers over 550 factories and has close collaboration with over 200 of those factories where it helps systems of social dialogue to help solve workplace issues.

The UN Special Envoy’s visit to Cambodia in November 2022 reaffirmed the commitment to commuting safety as a national priority, leading to the launch of the of the UN-ILO Joint Initiative titled “Policy Reform for Safe Journeys for Cambodian Factory Workers.” Partnering with the AIP Foundation, industrial actors and national stakeholders, this initiative aims to reduce road crash injuries and fatalities among factory workers and young people. Building on existing efforts, the project seeks to scale up a comprehensive framework for worker safety, while advocating for the nationwide adoption of road safety policies.

Objective

The support this effort, the objective of this assignment is to develop and disseminate a training module and campaign materials focused on safe travel to and from the workplace, particularly for factory workers, construction workers, and their communities, and. The module will address key behavioural road safety issues including helmet use, compliance with traffic rules, and drink-driving awareness.

To reinforce consistent messaging and maximize outreach, it will incorporate existing educational materials developed by the ILO–BFC.

The assignment is expected to take place between 25 June to 15 August 2026.

Scope of work and deliverables

Under the supervision of Better Factories Cambodia (BFC), the selected consultant or firm will be responsible for the following:
Deliverable 1: Produce one (1) training module on road safety The consultant will produce a comprehensive training module utilizing existing ILO content for raising awareness of road safety among factory and construction workers. The module will capture:

• Content developed in both Khmer and English, with an accompanying knowledge assessment quiz.
• A design structured to accommodate different organizational sizes, allowing for either trainer-led group sessions or self-guided individual viewing.

Deliverable 2: Distribution and rollout the consulting firm will ensure the module reaches the target audience by:

• Distributing the completed module through the IBC's existing Road Safety Training Program trainings and network, reaching member companies and external stakeholders.

Qualification and Selection Criteria

Education, requirement and Experience

• Have at least four years of experience and an excellent understanding of module development.
• Expertise in occupational safety and health (OSH) or road safety advocacy is highly desirable.
• Experienced in producing training materials for industrial workers, vulnerable groups, or factory management.
• Fluency in English and Khmer, with excellent writing and translation skills.

Duration

The assignment is scheduled to run from 25 June to 15 August 2026. The timeline may be adjusted in consultation with BFC, but all final deliverables must be submitted no later than 15 August 2026.

Submission of Proposal

Interested firms are requested to submit an expression of interest by 19th June 2026, including a

• A technical and financial proposal, detailing the approach, work plan, and budget
• A portfolio showcasing previous relevant work
• A list of production team members involved in the project

All intellectual property rights arising from the execution of these Terms of Reference are assigned to IFC and ILO.
