New clarification added: The request for heat exchanger selection indicates the flow rate in t/h. But according to the heat balance, we see that these data correspond to the flow rate in m3/h. Depending on the change in water temperature, the density of water changes, and therefore the flow rate in t/h does not correspond to the flow rate in m3/h. According to the heat balance, for a given power and temperature, the flow rate in m3/h is 361.49 / 399.47 m3/h, as in the request, and in t/h it is 345.14 / 384.96 t/h.Please advise what flow rates in which units of measurement to accept?If we accept the flow rate as indicated in your technical request, according to the heat balance, this significantly increases the heat exchanger capacity to 18.06 Gcal/h __CLARIFICATION RESPONSE__ Dear Bidder, Thank you for your clarification request.We confirm that the values 361.49 and 399.47 represent the volumetric flow rate in m3/h. The schedule of requirements will be amended accordingly to reflect this change. The primary governing parameters remain the fixed Heat Load and Temperature Profile. Please perform your sizing calculations based on these parameters, using the flow rate values as m3/h. With best regards, Procurement Team

New clarification added: In the technical requirements of the tender documentation, there is a requirement to provide confirmation of compliance with ISO 15547-1.We would like to draw your attention to the fact that ISO 15547-1 applies to welded or shell-and-tube heat exchangers, primarily used in the oil and gas and process industries, and is not applicable to gasketed plate heat exchangers for HVAC systems.The subject of supply under this tender consists of gasketed plate heat exchangers intended for heating systems with a working pressure of up to 16 bar and temperatures up to 150 °C, for which other relevant standards and regulations are applicable.Therefore, we kindly request that you consider removing the requirement to provide confirmation of compliance with ISO 15547-1, as it is not relevant to the type of equipment specified in this tender. ____CLARIFICATION RESPONSE____ Dear Bidder! Thank you for your request. Thank you for your clarification request. Following the review of your query, please be advised that the requirements specifications will be amended to remove the mandatory requirement for ISO 15547-1 compliance. Specifically, clauses 1.2.5.2 and 8.4.2 will be revised to read as follows: "1.2.5.2. Heat exchanger units, including their main components (plates and frames), must comply with the requirements of DSTU 3949-2000 or equivalent European (EN) or international (ISO) standards. Compliance must be confirmed by the manufacturer’s official technical documentation (data sheet, manufacturer’s declaration of conformity, etc.) clearly indicating compliance of the offered heat exchanger type/model with the declared standard (harmonized with EN or ISO frameworks)." "8.4.2. Manufacturer’s Declaration of Conformity confirming that the heat exchanger units as a whole, as well as their main components (plates and frames), comply with the requirements DSTU 3949-2000 or equivalent European (EN) or international (ISO) standards.The Manufacturer’s Declaration of Conformity shall be issued on the manufacturer’s official letterhead and shall be signed by a duly authorized representative of the manufacturer.At minimum, the Declaration shall contain: manufacturer’s full legal name and address; unique identification of the offered equipment (model/type designation); explicit reference to DSTU 3949-2000 or equivalent European (EN) or international (ISO) standards; confirmation that the heat exchanger units and their pressure-retaining components have been designed, manufactured, inspected, and tested in accordance with the declared standard; date of issue and signature of the authorized representative. This Declaration must be supplemented by typical material certificates for the main components (plates and frames) confirming that their chemical composition and mechanical properties are suitable for the specified operating conditions." New clarification added: Form E: Technical Proposal Form We have a question regarding the “UNOPS Minimum Technical Requirements” 3.1 Warranty period (minimum): five (5) years from the date of acceptance of delivery.3.2 Warranty service. During the warranty period, the Supplier or its authorized service center shall provide maintenance, repair, and/or replacement of the goods no later than thirty (30) calendar days from the date of receipt of a written or electronic notification from the authorized party. All costs associated with warranty service shall be covered by the Supplier.Is it possible to adjust these terms? No manufacturer can provide such a 5-year warranty. Replacement within 30 calendar days is also an unrealistic timeframe, as the equipment is not a stock item but a custom order with a manufacturing and delivery time of more than 30 days. Please let us know if it is possible to amend this clause. ____CLARIFICATION RESPONSE____ Dear Bidder! Thank you for your request. Clauses 3.1 and 3.2 of the Schedule of Requirements will be amended to read as follows: "3.1 Warranty period (minimum): thirty-six (36) months from the date of acceptance of delivery or twenty-four (24) months from the first operational start. 3.2 Warranty service. During the warranty period, the Supplier or its authorized service center shall provide maintenance and repair of the Goods no later than thirty (30) calendar days from the date of receipt of a written or electronic notification from the authorized party. In the event that the Goods require replacement, the replacement period shall not exceed the delivery period specified in the Purchase Order. New clarification added: Please provide information about the excess water pressure on the first and second sides of the heat exchanger.Water boils at 100°C, in the technical specifications water is 150°C, at excess pressure it will not boil, this data is needed for accurate calculation of the equipment. __CLARIFICATION RESPONSE__ Dear Bidder! Thank you for your request. Please be informed that the Design Pressure of the equipment shall strictly comply with Clause 1.2.1.4 of the Technical Specifications (1.6 MPa). However, for the purpose of thermal and hydraulic calculations of the heat exchanger, please use the following values of the operating gauge pressure: - Primary (boiler) circuit: 0.6 MPa; - Secondary (district heating network) circuit: 1.0 MPa.
