New clarification added: Bidder's Question:We would like to request that item #1 (Ultrasonic Cleaner, Free Standing) and item #2 (Rapid Reader Incubator for Steam Sterilizer) be removed from Lot #7, as these items are devices not medical furniture. If a separate lot is not possible, we suggest moving them to another appropriate lot, such as Lot #5 with the Rotary Heat Sealing Machine (Sealer, Pouch). These two items are independent of the medical furniture included in Lot #7 and do not fall within the typical scope of suppliers and distributors specializing in CSSD furniture. Keeping them within the same lot may unnecessarily limit participation.UNOPS Answer:Please note that the items will remain in Lot #7 as currently structured. The lots are divided based on the standardization of brand names, and all other CSSD equipment and furniture are combined together. Please note that a Manufacturer Authorization Form (MAF) is not required for these items, which ensures that participation is not limited.Regards

New clarification added: After reviewing the Bidder Eligibility requirements, we kindly request clarification on the following points:Regarding this eligibility requirements and the mentioned countries , kindly advise if these countries are eligibility requirements for the bidder only or also for the ( Source ) (The country from which the commodity is shipped.) , As restricting the source (The country from which the commodity is shipped) to these eligible countries will imply all recommended brands will be non-compliantPlease clarify clearly the eligible countries for ( Source ) (The country from which the commodity is shipped)UNOPS Response: The eligibility list (Low-Income Countries, Lower-Middle-Income Countries, the United States, and the Cooperating/Recipient Country) applies to both the Bidder's Nationality and the Source of the commodities. However, in accordance with USAID Geographic Code 937 rules regarding local procurement and standard commercial availability, a commodity is considered compliant with the source requirements if it is purchased from and shipped by a local vendor operating within an eligible Code 937 country (such as Jordan), even if the item was originally manufactured in a non-Code 937 country. Therefore, if the recommended brands are regularly stocked, sold, and shipped by a supplier legally registered and operating within an eligible country (e.g., Jordan or the US), the Source requirement is fully met, and the items are compliant. Please clarify the Eligible Countries for the ( manufacturer ) UNOPS Response: There is no restriction on the country of manufacture, provided that the manufacturer does not originate from a USAID Prohibited Source country. The product qualifies under Code 937 regulations regardless of where it was manufactured, as long as it is supplied and shipped through a vendor/distributor located within an eligible Code 937 country.Regarding the Definition of Nationality "Nationality: The country of legal registration of the supplier"Please confirm that the term "supplier" in this context refers to the Bidder submitting the proposal.UNOPS Response: Confirmed. In the context of the "Nationality" criteria, the term "supplier" refers directly to the Bidder (the legal entity) submitting the proposal. If the proposal is submitted by a Partnership, Consortium, or Joint Venture, all partners and any proposed subcontractors must independently meet these nationality eligibility requirements.Regarding the below Term :"Eligibility Declaration : Bidders must submit an eligibility declaration confirming that the goods are shipped from a country included in the eligibility list."Please identify the eligibility list for the source where the goods are shipped , As if you mean by Eligible Countries as mentioned in point (1-Nationality ) in the Bidder Eligibility this will imply all recommended brands will be non-compliantUNOPS Response: The eligibility list for the Source is indeed the same list referenced in Section 1 (USAID Geographic Code 937, which includes Low-Income, Lower-Middle-Income countries, the United States, and the cooperating country, Jordan). As clarified in Response #1, this does not render your recommended brands non-compliant. The "Eligibility Declaration" requires you to confirm that the goods are being shipped to the final destination from a commercial supplier/vendor located within an authorized Code 937 country (e.g., shipped from a distributor's warehouse in Jordan or the US), not that the factory where the goods were originally manufactured is located there.

New clarification added: Bidder's Question:Regarding Lot # 2, Kindly Find Below Clarifications :- Specs 12.d : We respectfully request a revision of the technical specification requiring a built-in compartment for chemical detergents in the Washer Disinfector. The Washer Disinfector offered by our company utilizes an automated detergent dosing system supplied from external detergent containers rather than an integrated built-in compartment. This design is widely adopted by leading manufacturers and provides the same functionality, dosing accuracy, and operational performance. We would like to emphasize that the primary purpose of this requirement is to ensure the proper storage, supply, and automatic dosing of detergents during the washing and disinfection process. This objective is fully achieved through the external dosing system without any impact on cleaning efficacy, process validation, user safety, or equipment performance. In our standard installation configuration for pass-through washer disinfectors, the detergent dosing unit and chemical containers are typically installed in a dedicated external cabinet located underneath the pass-through window. This arrangement provides easy access for operators, facilitates routine replacement of chemical containers, and simplifies maintenance activities while maintaining a clean and organized working environment.Furthermore, the use of an external dosing unit offers several operational advantages, including:· Easier replacement and replenishment of chemicals.· Greater flexibility in selecting detergent container sizes.· Simplified maintenance and servicing.· Reduced risk of chemical residue accumulation within the machine.· Improved accessibility for operators and service personnel. Therefore, limiting the specification to a built-in detergent compartment may unnecessarily exclude technically equivalent solutions that fully satisfy the intended functional requirements.Accordingly, we kindly request that the specification be amended as follows:“Built-in compartment for chemical detergents or an equivalent automatic detergent dosing system utilizing external detergent containers and dosing unit.”or “Automatic chemical dosing system for detergents, whether through a built-in compartment or an external dosing unit, provided that accurate and reliable dosing is ensured.” This amendment will allow technically equivalent systems while maintaining the required performance, safety, and operational standards. UNOPS Answer:This amendment is not accepted. Please commit to the tetender requirements.Regards

New clarification added: Bidder's Question:Regarding LOT # 1 , Kindly find below Clarifications :- Specs 1.E : We respectfully request a revision of the technical specification requiring a separate steam supply for the chamber and jacket. The sterilizer offered by our company utilizes a validated steam distribution design whereby steam is supplied to the jacket first and subsequently transferred from the jacket to the chamber. This engineering approach is widely adopted by leading sterilizer manufacturers and provides equivalent sterilization performance to systems employing separate steam supplies. We would like to emphasize that this design:Does not affect sterilization efficacy or cycle performance.Ensures uniform steam distribution and temperature control within the chamber.Meets all required sterilization parameters and operational requirements.Provides reliable and safe operation in accordance with applicable international standards.Represents an equivalent technical solution that achieves the intended functional and performance objectives of the specification. Therefore, we kindly request that the specification be amended to allow equivalent steam supply configurations, as follows: “Separate steam supply for chamber and jacket, or an equivalent validated steam distribution system that ensures full compliance with all sterilization performance requirements.”Alternatively:“Separate steam supply for chamber and jacket, or steam supply to the jacket with subsequent steam transfer to the chamber, provided that all required sterilization performance criteria are achieved.” This amendment will allow the participation of technically equivalent systems without compromising performance, safety, or compliance with international sterilization standards. - Specs 3.b We respectfully request a revision of the technical specification requiring a pressure transducer to measure steam pressure inside the steam generator. The sterilizer offered by our company is equipped with a pressure switch and pressure gauge for monitoring and controlling steam pressure within the generator. This configuration provides continuous pressure indication, operational control, and safety protection, ensuring reliable generator performance and compliance with the required operating parameters. We would like to emphasize that the primary objective of this requirement is to ensure accurate pressure monitoring and safe operation of the steam generator. The combination of a pressure switch and pressure gauge achieves these objectives effectively and provides an equivalent functional solution. Therefore, restricting the specification to a pressure transducer only may unnecessarily limit technically equivalent designs that meet the same operational and safety requirements.Accordingly, we kindly request that the specification be amended as follows:“Steam generator pressure monitoring system utilizing a pressure transducer or an equivalent arrangement, such as a pressure switch and pressure gauge, capable of ensuring accurate pressure monitoring, control, and safe operation of the steam generator.” This amendment will allow technically equivalent solutions while maintaining the required performance, safety, and reliability standards. UNOPS Answer:This amendment is not accepted. Please commit to the requirements. Regards

New clarification added: Bidder's Clarification Request – LOT 3: Low Temperature H2O2 / Plasma Sterilizer, Double DoorRegarding LOT 3 – Low Temperature H2O2 / Plasma Sterilizer, Double Door, we kindly request the following clarifications and amendments:1. Specification No. 21 – Required Consumablesa. Item 1: "H2O2 cartridges/bottles sufficient to complete a minimum of four hundred (400) standard lumen cycles."We kindly request adding the term "cassette" to the description to accommodate technologies that utilize H2O2 cassettes rather than bottles.b. Item 12: "Plasma / H2O2 Biological Indicator – Qty. (30 boxes of 50)."The requested quantity appears significantly higher than typical operational requirements. Furthermore, most commercially available biological indicators are supplied in boxes containing approximately 30 units rather than 50 units. Therefore, we kindly request revising the required quantity to approximately 5–6 boxes of 30 units, which would better reflect actual clinical consumption and market availability.2. Form C – Price Schedule Form (LOT 3 Evaluation Criteria)We kindly request a review and amendment of the evaluation methodology used in the Total Cost of Ownership (TCO) calculation for Plasma Sterilizers. The Plasma Sterilizer utilizes an electrode located inside the sterilization chamber, which generates plasma and ensures uniform energy distribution throughout the chamber. This process effectively reduces residual hydrogen peroxide (H₂O₂) to below 0.3 ppm. The electrode is insulated from the chamber walls and forms an integral part of the sterilization space; therefore, instruments placed within this area are effectively sterilized and should be considered part of the usable sterilization capacity.Furthermore, the concept of "Useful Capacity" or "Useful Volume" cannot be accurately assessed based solely on chamber volume, as it depends on the type of medical devices being sterilized, including pouches, containers, and flexible endoscopes. For example:When sterilizing containers, useful capacity should be measured by the number of sterilization containers that can be processed per cycle. Practical comparisons demonstrate that the STERRAD 100NX ALLClear system accommodates the same number of containers as other competing systems. When sterilizing flexible endoscopes, useful capacity should be measured by the number of endoscopes processed per cycle. In most commercially available systems, the capacity is limited to two flexible endoscopes per cycle. When sterilizing pouched instruments, useful capacity varies according to the device type. For instance, the STERRAD 100NX ALLClear system can process up to 40 stainless-steel lumens per cycle, compared to approximately 20 lumens in several competing systems.Based on the above, we believe that evaluating Total Cost of Ownership (TCO) using a fixed calculation of "80,000 L ÷ Useful Volume" may not accurately reflect the actual clinical performance, productivity, and throughput of the sterilizer. Therefore, we respectfully request that the specification and the associated TCO calculation methodology be revised to reflect actual clinical capacity and workload performance rather than relying solely on nominal chamber volume measurements.UNOPS Answer:a. Item 1: (if applicable was added for consumables)b. Item 12: (if applicable was added for consumables)And the updated tender documents will be published soon under the e-sourcing portal- Documents tab2. Form C – Price Schedule Form (LOT 3 Evaluation Criteria) :This amendment is not accepted. Please commit to the technical requirements.Regards

New clarification added: Bidder's Question:We respectfully request clarification regarding the requirement stated in the tender documents:"Due to equipment standardization purposes, the following brands will be accepted only: A, B, C."We note that this restriction have been applied to all tender items , whereby only specific manufacturers have been designated as acceptable. While we fully recognize the importance of standardization in certain projects, we would appreciate further clarification regarding the specific standardization requirements applicable to this procurement and the basis upon which the acceptable brands for each item have been selected. As we understand that this tender relates to the establishment and/or expansion of a new CSSD department with newly supplied equipment, it is not clear why compatibility with specific manufacturers would be required!! ; We therefore kindly request clarification regarding the technical, operational, integration, or interoperability requirements that necessitate restricting participation exclusively to the specified manufacturers and excluding other internationally recognized manufacturers from participating in the competition in ( newly established CSSD department )We highly value UNOPS' commitment to transparency, fairness, equal treatment, and open competition. Therefore, we were surprised to encounter restrictions that appear to limit competition to specific manufacturers without a clear technical justification being provided within the tender documents.Accordingly we would appreciate clarification of the following:What specific standardization requirements justify limiting competition to the specified manufacturers only? Are there existing CSSD systems, sterilizers, washers, loading systems, accessories, carts, racks, software platforms, sterilization tracking systems, or other infrastructure with which the proposed equipment must be compatible? If this project involves a newly established or expanded CSSD department equipped with newly supplied systems, equivalent solutions from other internationally recognized manufacturers shall be considered, provided that they fully comply with all technical specifications, performance requirements, quality standards, regulatory requirements, and operational needs? What objective technical, operational, or performance criteria were used to determine the acceptable manufacturers listed in the tender and to exclude other internationally recognized manufacturers from participation? Furthermore, we would like to highlight the fact that this is a USAID-funded project. During the initial Request for Information (RFI) stage, preference was explicitly expressed for U.S.-origin products and manufacturers. Subsequently, and in the interest of promoting fair competition , participation was opened to additional origins through the clarification process. However, it is difficult to understand the rationale for subsequently introducing brand-specific restrictions that effectively prevent a globally recognized U.S. manufacturer from participating in the tender despite its extensive qualifications and proven track record. These projects continue to demonstrate excellent operational performance, reliability, and compliance with international standards. Should the evaluation committee wish to further assess the capabilities and performance of the proposed solutions, we would be pleased to facilitate site visits to existing installations in Jordan, allowing the committee to directly observe their operational effectiveness and successful implementation. The manufacturer's equipment is widely recognized for its quality, reliability, innovation, compliance with international standards, and long-term operational performance. The manufacturer maintains a strong global reputation and has successfully delivered solutions to leading healthcare institutions around the world. In the interest of transparency, fairness, equal opportunity, and achieving the best value for money while maintaining the highest technical and operational standards, we kindly request responding to our above inquiries , reconsideration of the brand-specific restrictions , and to remove this restriction to open the competition.UNOPS Answer:Thank you for your inquiry and your continued interest in this tender.Regarding your request for clarification on the brand-specific restrictions, please be advised that this requirement is strictly driven by the long-term operational and maintenance needs of the beneficiary. The standardization to these specific manufacturers is justified by the following operational realities:1-Existing Technical Capacity: The beneficiary’s engineering and maintenance teams are already exclusively trained and certified to service these specific models.2-Prior Operational Experience: The beneficiary has extensive, proven experience managing this equipment, ensuring immediate operational continuity and seamless maintenance upon the handover of the new department. While we fully recognize the high quality and global reputation of your proposed U.S. manufacturer, introducing an unfamiliar brand would necessitate extensive retraining and pose significant maintenance risks to the beneficiary’s current operations. Please note that this standardization requirement has been formally documented by the beneficiary and officially approved by the project's funding partners. Therefore, to ensure the long-term sustainability of the project, the requirement restricting acceptable brands to those listed in the tender documents remains unchanged. Equivalent solutions outside these brands will not be accepted for this item.We appreciate your understanding and value your participation in this competitive process.Regards
