New clarification added: Q.2: I would like to ask about the final destination, who will arrange for the enterance of the goods to Gaza field?UNOPS Reply: UNOPS will facilitate the process of obtaining approval from the Israeli Coordinator of Government Activities in the Territories (COGAT) to allow entry of the goods. The successful supplier will be responsible for arranging the logistics, including the border crossing to Gaza and further transportation from the border crossing to the final destination.Q.3: Can we submit our price and ecoterms will be DDP jerusalem or West bank?UNOPS Reply: As mentioned in the RFQ documents Incoterms is DAP ( A warehouse of the Ministry of Health of Palestine in Gaza or hospitals in Gaza).Q.4: do we need to hand in samples for evaluation purposes, if yes please indicate the quantities, the deadline, and location.UNOPS Reply: There is no need to bring samples for evaluation purposes.Q.5: in case of Lots where we can offer more than one brand, what would be the recommended way to present this in the returnable forms and the financial offer details section? or shall we submit as 2 seperate Submissions?UNOPS Reply: Please submit one offer in line with the UNOPS minimum technical requirement, alternative offers are not acceptable.Q.6: We would like to seek clarification regarding the tender requirement that all items within a single lot must be available and supplied by the same company.While we understand the intention behind this requirement, we would like to express our concern that this condition may significantly limit competition, particularly for consumable items, where it is often difficult for a single supplier to maintain availability of all products included in a lot. In addition, this requirement may lead to higher pricing for the contracting authority, as suppliers may need to factor in the additional risks and sourcing costs associated with providing a complete lot. Allowing partial awards or evaluating items individually could potentially increase competition among suppliers and result in more competitive pricing and better value for the organization. We would therefore appreciate your clarification on whether suppliers are required to offer all items within a lot, or whether partial offers for selected items within the lot may be considered.UNOPS Reply: The lots should stay as they are to avoid the upcoming logistics challenges.Q.7- The tender documents indicate that the place of supply and delivery is the Ministry of Health warehouses or hospitals in the Gaza Strip. Could you kindly confirm whether delivery to locations in the West Bank would also be acceptable?UNOPS Reply: The delivery location is the Ministry of Health warehouses or hospitals in the Gaza Strip, not the West Bank. Q.8- Is it mandatory to submit an offer for all items included within a single lot, or are partial offers covering only selected items within the same lot acceptable?UNOPS Reply: Bidders shall price all items under each particular lot. New clarification added: Dear Sir,Please find below clarifications received from potential bidders and UNOPS replies:Q.1: We would appreciate your clarification regarding the following statement in the tender particulars: "Bidders shall be allowed to quote prices for one or more lots identified in this tender. However, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot. Evaluation will be done per lot."Could you please confirm whether this means that bidders are not permitted to submit bids for only selected items within a particular lot, and that if a bidder chooses to participate in a specific lot, they must submit offers covering all items in a certain lot?UNOPS Reply: Bidders shall price all items under each particular lot.
