Call for External Collaborators- Independent project evaluation – EU support to inclusive labour markets in the Republic of Moldova , DWT-Budapest

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO seeks an independent evaluator to conduct the final evaluation of the project “EU support to inclusive labour markets in the Republic of Moldova”. Implemented from November 2023 to July 2026 with support from the European Union, the project aims to improve access to more and better employment opportunities in Moldova by strengthening the performance of key labour market institutions, including the Ministry of Labour and Social Protection, the National Employment Agency and the State Labour Inspectorate. The evaluation will assess the project’s relevance, coherence, effectiveness, efficiency, impact orientation and sustainability, including its support to employment services, labour inspection reform, occupational safety and health, labour law compliance and institutional capacity development. The evaluator will undertake a desk review, prepare an inception report, conduct stakeholder interviews and consultations, analyse findings against ILO/OECD-DAC evaluation criteria, and produce a draft and final evaluation report with conclusions, lessons learned, good practices and actionable recommendations. The assignment is expected to cover the inception phase, data collection, analysis and reporting.
