Tender description: The United Nations Office for Project Services (UNOPS) is pleased to invite prospective bidders to submit a bid in response to this Invitation to Bid (ITB) for the establishment of Long-Term Agreements (LTAs) with multiple vendors per lot without a secondary bidding process for the supply of black and galvanized steel solar mounting structures, electrical materials, AC/DC cables, and fencing in support of the Water Emergency Relief Project (WERP) in Kabul, Afghanistan.

New clarification added: Question 6: Can you provide the estimated quantities or the financial evaluation methodology that will be applied to the submitted rates in Form C? Response 6: Estimated quantities are not provided. However, as specified in the Tender Particulars, the financial evaluation panel will calculate the average unit price across the four quantity ranges (Batch 1–10, Batch 11–30, Batch 31–60, and Batch >60) for each individual line item. These calculated item averages will then be summed to determine the total evaluated price for the lot.Question 7: Would UNOPS accept Q355B (GB/T 1591) as an equivalent material to ASTM A572 Grade 50 for the structural steel in Lots 1 and 2? Response 7: Yes, UNOPS can accept the equivalent.Question 8: What is the required minimum coating thickness for hot-dip galvanizing (per ISO 1461 or ASTM A123) for material with a thickness of 3.0mm in Lots 1, 2, and 5? Response 8: Hot-dip galvanizing shall comply with the minimum mean coating thickness requirements defined for the respective material thickness within ISO 1461 or ASTM A123/A123M standards.Question 9: Regarding Lot 5, does the specified mesh ("2.0m high, 5m length, 2.5mm wire diameter, 50mm mesh aperture") refer to welded mesh or woven chain-link mesh? Response 9: The specification refers to woven chain-link mesh, as detailed in the Form D (Lot 5) requirements for chain-link fabric.Question 10: For the UV-resistant cable ties in Lot 3 (Items 1.3 and 1.4), do the specified dimensions of "200mm" and "300mm" refer to the total length or the width of the cable ties? Response 10: The specified dimensions of 200 mm and 300 mm for the UV-resistant cable ties refer to the total length of the cable ties. The width is not specifically prescribed and may vary according to the manufacturer's standard product range, provided that the cable ties are suitable for outdoor use, UV-resistant, and capable of meeting the intended application requirements.Question 11: For the switches and protection devices in Lot 3 (Items 3.1–3.11), are there any additional electrical parameters required (such as breaking capacity, short-circuit withstand rating, or pollution degree) beyond the rated voltage and current already specified? Response 11: The referenced standards, including IEC 60947 for rotary isolators and MCCBs, IEC 61643 for SPDs, IEC 61008 for RCDs, and IEC 60898-1/IEC 60947-2 for MCBs and circuit breakers, already cover key performance and safety requirements such as rated breaking capacity, short-circuit withstand capability, insulation coordination, dielectric performance, and suitability for the intended operating environment.Question 12: Could you please clarify the four unit price columns in the BoQ Price Schedules and explain what the different unit prices are for? Response 12: Because this tender establishes a Long-Term Agreement where Call-Off Orders will be issued without a secondary bidding process and since exact quantities for each order are not predefined, bidders are required to provide firm, fixed unit prices across the four different quantity ranges (Batch 1–10, Batch 11–30, Batch 31–60, and Batch >60) for each line item.Question 13: Would it be possible to extend the delivery period to 90 days for Lots 1, 2, and 5, and to 60 days for Lots 3 and 4? Response 13: UNOPS unfortunately cannot modify these delivery periods due to the tight schedule of the project implementation. The delivery timeframes remain as stipulated in Section II: Schedule of Requirements, which requires delivery within a maximum of 60 days for Lots 1, 2, and 5, and 30 days for Lots 3 and 4 after the issuance of a Purchase Order/Call-off Order.Question 14: Can the bid submission deadline be extended by two weeks to 8 July 2026? Response 14: Any extension to the bid submission deadline will be communicated via the eSourcing portal.

New clarification added: Dear Bidders,Please take note of the following questions and responses from UNOPS:Question 1: Could you issue a revised Bill of Quantity for Lots 1 and 2 converting the quantities from linear meters into the number of sets, or alternatively, specify the total installed capacity (kWp) of the project? Response 1: No. Bidders shall quote based on the steel quantities specified in the BOQ in linear meters. Conversion to sets is not applicable, as the steel structure design will be adjusted according to site-specific requirements and a generic mounting structure is not acceptable. Furthermore, the installation of the steel structure may be carried out by separate implementing partners, while UNOPS will only supply the materials.Question 2: What is the expected total installed capacity (kWp) of the solar system, and will the lots be shipped to one single large site or distributed across multiple smaller sites? Response 2: As this is a Long-Term Agreement (LTA), the exact total installed capacity (kWp) is not defined and may vary depending on future project requirements. Following the award of the LTA, Call-Off Orders will be issued as needed, specifying the exact quantities and delivery locations for various project sites. Because exact quantities for each order are not predefined, overall estimated quantities are not provided. Instead, bidders are required to submit firm, fixed unit prices based on the Unit of Measure specified in the Price Schedule (Form C) across the four different quantity ranges (Batch 1–10, Batch 11–30, Batch 31–60, and Batch >60). For financial evaluation purposes, the average unit price across these four ranges will be calculated for each line item.Question 3: Could you provide the missing fabrication drawings or detailed specifications for Lot 5 (Fence), specifically regarding foundation details, gate hinge and latch details, and bracing connection details? Response 3: Please note that the requirements in this tender is for the supply of fencing materials only, while installation and site-specific adaptations will be carried out by separate implementing partners. Therefore, detailed fabrication/shop drawings, including foundation, hinge/latch, and bracing connection details, are not included in the bidding documents. Bidders shall quote based on the minimum technical specifications and dimensions provided in the ITB and ensure compatibility with standard chain-link fence installation practices.Question 4: What is the required minimum dry film thickness (DFT) for the zinc-rich primer and the total anti-corrosion coating system for the steel structures in Lots 1, 2, and 5? Response 4: The required dry film thickness (DFT) for the paint and zinc-rich anti-corrosion coating system applies only to the black steel in Lot 1. As per the technical specifications, the primer and coating system for Lot 1 shall be applied in accordance with the manufacturer's recommendations and applicable international standards as specified in From D (Lot 1) to ensure adequate corrosion protection. Please note that Lots 2 and 5 are strictly hot-dip galvanized structures and are not painted; therefore, paint/primer DFT minimums do not apply to them.Question 5: Regarding the Lot 5 Price Schedule (Form C), should the prices under the different quantity ranges be quoted per individual unit (Nos.) and per meter (m) for their respective items? Response 5: Yes, bidders must quote their fixed unit prices based exactly on the Unit of Measure specified for each line item in Form C. For Lot 5, this means quoting per individual unit ("Nos") for items like posts, caps, and gates, and per meter ("m") for items like the chain-link mesh and tension wire.
