Development Objective(s)

To support the Government of Jordan in advancing the integration of comprehensive sexual and reproductive health and rights (SRHR) services within Universal Health Coverage (UHC) reforms through the development of an evidence-based SRHR financing and investment framework that contributes to equitable access, sustainable financing, and strengthened financial risk protection. The RFQ aims at further supporting the implementation of Jordan’s Economic Modernisation Vision (2022–2033), particularly the Second Executive Program (2026–2029) Key Projects related to Spending Efficiency, including the Comprehensive Review of Government Expenditure in the Health Sector, by generating strategic evidence and policy recommendations to improve efficiency, prioritization, and sustainability of SRHR investments by end of November 2026. That said, UNFPA Jordan is looking for qualified suppliers to undertake the said objectove.


Immediate Objective(s)

To produce and submit a comprehensive evidence-based SRHR financing and investment study within a five-month implementation period that includes: (1) a contextual review of existing SRHR costing assumptions and OneHealth Tool analyses; (2) a comprehensive financing gap analysis; (3) a fiscal space and financing sustainability assessment; (4) an SRHR investment case with alternative scale-up scenarios and cost-benefit analysis demonstrating the economic return of SRHR investments; and (5) actionable policy, financing, and implementation recommendations validated through national stakeholder consultations. The study is expected to support national decision-making, resource mobilization, expenditure efficiency, and the integration of SRHR services into Jordan’s national health financing frameworks and UHC reforms.
