In this regard, we are issuing this Clarification Note No. 2, which should be considered when preparing your bid.Question No. 9: We request panel schedules / single-line diagram for electrical panels to confirm voltage standard. Answer: Please refer to the following drawings:- QEH-GEN-EL-558-R01-LOGIC DIAGRAMS- QEH-WSP-EL-533_R01-ELECTRICAL SCHEDULES- QEH-WSP-EL-522-R01-ONE LINE DIAGRAM Question No. 10: Clarify what "10 m" of firestopping (6.1.3.1) represents. Answer: Kindly refer to the Firefighting Technical Specification document, specifically Section 4: Fire Barrier Protection, page 8.Question No. 11: Confirm how HSSE plan preparation, off-site supervisor office, O&M manual production, and commissioning are to be priced. Answer: The costs associated with HSSE plan preparation, the off-site supervisor office, O&M manual production, and commissioning shall be incorporated into the bidder's indirect cost structure. Question No. 13: Item 2.2.2.9 covers "Corrosion and fire protection" as a single LS item. The technical spec requires intumescent coating on all exposed steel to achieve a minimum 60-minute fire-resistance rating. Given the quantity of structural steel (approx. 51,000 kg), this warrants a separate measurable item (typically m² of steel surface area treated) for proper pricing. A single LS conflates corrosion primer and intumescent coating, which have very different costs. Answer: Please be advised that the format of the Bill of Quantities (BOQ) will remain unchanged, and Item 2.2.2.9 will continue to be measured and priced as a single Lump Sum (LS). However, to ensure transparency and enable proper evaluation of your pricing, you must provide a breakdown of the Lump Sum in your Unit Price Analysis spreadsheet submitted with your bid. Question No. 14: Item 2.2.1.5 provides for a precast staircase (LS). There is no item for stair handrail, balustrade, or guardrail on the first-floor open edge. Answer: Please note that the lump sum (LS) rate for Item 2.2.1.5 'Precast staircase' is comprehensive. It covers all related components such as the stair handrail and balustrade, guardrail for the first-floor open edge, stringer beams, steps/treads, step supports, landings, support beams, and any other items required to complete this work. Question No. 15: Section V (3.2.E and 3.2.F) requires the contractor to supply and install PSEAH signage, HSSE safety boards, and communication mechanism boards. No allowance appears in preliminaries or architecture.Answer: The costs associated with PSEAH signage, HSSE safety boards and communication mechanism boards shall be incorporated into the bidder's indirect cost structure.Question No. 17: No Waterproof Plaster to Exterior CMU WallsAnswer: Please note that the cost for plastering the exterior CMU walls must be included under BOQ Item 1.2.2.1.1 (Solid wall M01 - Interior-Exterior CMU wall, 200mm)Question No. 18: The technical spec (Section 4.2.1.1) requires exterior CMU walls to receive a weather-resistant waterproof cement plaster system, minimum 20 mm, in multiple coats. Answer: As per Amendment no. 1, Tender Section Particulars - Duties and taxes, the following statement has been included: "The Ministry of Health and Wellness of Barbados (MHW), through the Queen Elizabeth Hospital (QEH), will facilitate duty-free exemption letters for all materials and equipment imported to execute this Contract that are intended for the permanent works. To coordinate with the QEH procurement department and secure these exemptions, the Contractor must submit detailed specifications of all planned imports to UNOPS and the Engineer for prior approval. The Contractor is solely responsible for all related costs, including customs brokerage fees and associated expenses. All items imported under this provision must be used exclusively for this contract; any other use will constitute a breach of contract.Tax exemptions will not be granted for equipment or materials purchased locally or those already imported."
