Description
This RFP refers to the procurement of Major Works for the Construction of a 600-bed multi-profile medical center in Karshi City, Kashkadarya Region, Uzbekistan, excluding selected works, namely: (i) earthworks; (ii) the lean concrete base for the main building; (iii) the structural works of the main building basement; and (iv) the structural works of the ambulance checkpoint.
Pursuant to an approved procurement practice exception, UNOPS discloses the ceiling price for this procurement. The approved ceiling price is revised to USD 44,370,000.00, comprising USD 40,400,000.00 for Schedule 4.1.A [Bill of Quantities] and USD 3,970,000.00 for Schedule 4.1.B [Supplementary Schedule and Rates]. The disclosed amount constitutes the approved ceiling price under the approved project framework and is provided to ensure that competition takes place within the approved and executable project parameters.
The disclosed ceiling price shall not be construed as a target price, recommended bid level, engineer’s estimate, or indication that UNOPS intends to award at or near that amount. Offerors remain fully responsible for conducting their own due diligence, market assessment, pricing analysis, and for submitting their best technical and financial proposal.
For evaluation purposes, UNOPS shall evaluate financial proposals based on the combined value of Schedule 4.1.A [Bill of Quantities] and Schedule 4.1.B [Supplementary Schedule and Rates]. For contracting purposes, only Schedule 4.1. A [Bill of Quantities] shall form part of the initial Contract Price. Schedule 4.1.B [Supplementary Schedule and Rates] establishes rates and prices for supplementary works and Dayworks that may be instructed by UNOPS during Contract implementation. Inclusion of items within Schedule 4.1.B [Supplementary Schedule and Rates] does not constitute a commitment by UNOPS to order or utilize any specific quantity of such works.
For award recommendation purposes, UNOPS shall first consider substantially compliant proposals whose evaluated prices are within the disclosed approved ceiling price. Proposals exceeding the disclosed approved ceiling price shall be considered for award recommendation only if there is no substantially compliant and awardable proposal within the disclosed approved ceiling price, and subject to the procedure set out in the Solicitation Documents.

New clarification added: Q1: The RFP discloses an approved ceiling price and also provides that proposals will be evaluated using cumulative analysis with technical and financial weighting of 80:20. Please clarify how UNOPS will treat a proposal whose evaluated price exceeds the disclosed approved ceiling price but which receives a higher technical score and, as a result, obtains a higher combined technical and financial score than a proposal priced within the disclosed approved ceiling price. For example, if one proposal is within the disclosed approved ceiling price but has a lower combined score, while another proposal exceeds the disclosed approved ceiling price but has a higher combined score due to a stronger technical proposal, which proposal would be considered for award? A1: UNOPS confirms that proposals will be evaluated in accordance with the cumulative analysis methodology set out in the Solicitation Documents, with technical and financial weighting of 80:20. For award recommendation purposes, UNOPS shall first consider substantially compliant proposals whose evaluated prices are within the disclosed approved ceiling price. Proposals exceeding the disclosed approved ceiling price shall be considered for award recommendation only if there is no substantially compliant and awardable proposal within the disclosed approved ceiling price. The RFP has been amended accordingly to reflect this approach in the relevant sections of the Solicitation Documents. Where a proposal exceeds both the disclosed approved ceiling price and any MoH-confirmed affordability threshold, the proposal shall not be recommended for award unless separate additional approval and funding confirmation are obtained. Submission of a proposal above the disclosed approved ceiling price does not create any obligation on UNOPS to award, negotiate, or secure additional funding. UNOPS may cancel the solicitation without award if no proposal can be recommended within the disclosed approved ceiling price or within any confirmed affordability threshold, subject to the Solicitation Documents and applicable UNOPS procurement procedures.
