UNICEF has now issued a Request for Proposal in order to select a supplier for the provision of Consultancy Service for Links to Work Programme.
This tender will be run through the UNICEF e-submissions system.
By clicking on the blue ‘Express Interest’ button in the UNGM tender notice, the full UNICEF e-submission system instructions to bidders document (including instructions on how to access the tender documents and submit an Offer) will be automatically emailed to the ‘contact persons’ included in your UNGM registration. Alternatively, the full UNICEF e-submission system instructions to bidders document is publicly available on the UNICEF supply internet pages here: https://www.unicef.org/supply/index_procurement_policies.html .
In the tender management site, if you navigate to the documents tab and opt in to confirm your intention to submit a Bid – you will then see the mandatory placeholders for documents that must be attached prior to submitting your Offer (you will also see if there are any mandatory questionnaires to complete). As such, you are recommended to `opt in` well before the submission deadline so you are clear exactly what documents are required to be uploaded prior to completing your submission.
Please note that in order to access the tender documentation through UNICEF’s e-submissions system, vendors must: (i) be registered with UNICEF in UNGM as a company/NGO; (ii) have successfully completed all mandatory information currently required by UNGM when registering.
Please ensure that any files submitted as part of your Bid are not corrupt or damaged in any way. Please exercise particular caution when using compressed files. Any corrupt or damaged files may lead to your Bid being invalidated.

See below clarifications on queries received.
1) We have reviewed the RFP requirements, including Section 4.2 (Joint Venture, Consortium or Association). Here are some clarification questions:
- Is this proposed structure – with a Kenyan-registered lead entity and an international technical partner – acceptable under the RFP's joint venture requirements? Yes, the proposed structure involving a Kenyan-registered lead entity and an international technical partner is acceptable under the RFP’s Joint Venture/Consortium/Association provisions
- Would a formal Joint Venture Agreement, signed by both parties and establishing joint and several liability, be sufficient documentation for this arrangement? A formal Joint Venture Agreement signed by both parties, clearly outlining roles, responsibilities, and establishing joint and several liability, will be sufficient documentation
- Are there any additional requirements for international partners (such as KEMMCOM) beyond the JV agreement and submission of our organizational credentials? International partners are not required to meet additional mandatory registration requirements beyond submission of their organizational credentials and inclusion in the JV agreement. However, all partners must demonstrate relevant technical capacity as part of the evaluation process and adhere to the GOK (Government of Kenya) guidelines.
2) Kindly confirm on the correct scoring criteria. Proposal evaluation no 1.2 has 80 points while Annex A no.8 has 70 points- please clarify which criteria we should use.
Please note that the correct scoring allocation is 70 points as indicated in Annex A.
Kindly disregard the 80 points referenced in section 1.2, as this is an inconsistency. The evaluation will be based on the 70-point criteria in Annex A.
