Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: This work aims to provide an evidence-based assessment of Sri Lanka’s labour market at a critical juncture in the country’s recovery. While Sri Lanka has achieved a remarkable macroeconomic turnaround since the 2022 economic crisis—marked by renewed growth, lower inflation, improved reserves, and debt restructuring—the benefits of recovery have not yet translated into broad-based improvements in employment, incomes, and living standards. Poverty remains significantly above precrisis levels, labour market recovery has been slow, and challenges such as skilled emigration, weak job creation, and persistent vulnerability continue to constrain inclusive growth. At the same time, emerging risks—including the impacts of Cyclone Ditwah and the ongoing crisis in West Asia—threaten key sources of employment, remittances, tourism, and export earnings, with potentially significant consequences for workers, particularly women and low-skilled populations. Against this backdrop, the study will generate a comprehensive, data-driven diagnosis of labour market conditions, trends, and vulnerabilities. Through rigorous analysis of labour market data, it will identify the key constraints and opportunities for productive employment creation and labour market recovery. The findings will support policymakers in designing employment-centred policies that strengthen resilience, promote decent work, accelerate poverty reduction, and ensure that economic recovery translates into more inclusive and sustainable development outcomes.
