Reference: Provision of High-Speed Light Craft Patrol Vessel for Maritime Law Enforcement Operations The United Nations Office on Drugs and Crime (UNODC), through its Global Maritime Crime Programme (GMCP), provides technical assistance to strengthen maritime security, safety at sea, and protection of marine resources. As part of this initiative, UNODC intends to support maritime law enforcement and marine conservation operations conducted by the National Agency of National Parks of Gabon (ANPN) through the provision of high-speed patrol vessels and associated equipment. This notice is NOT a solicitation, and no pricing information is requirested at this stage. Technical specifications are not attached to this document and will be shared only with vendors invted to submit an offer thorugh an Invitation to Bid (ITB) Scope of Supply The planned procurement includes the supply and delivery of four (4) high-speed aluminum patrol vessels together with associated equipment and services, including but not limited to: • Road transport trailers compatible with the vessels; • Navigation, communication, and safety systems; • Spare parts and maintenance consumables; • Technical documentation; • Training for end-user personnel; and • Inspection, testing, and acceptance activities. Operational Use The vessels shall be capable to support: • Maritime patrol operations; • Protection of marine parks and aquatic reserves; • Prevention of illegal, unreported and unregulated (IUU) fishing; • Maritime interdiction operations; • Search and rescue operations; and • Monitoring and surveillance of protected maritime zones. Indicative Technical Characteristics Indicative vessel characteristics: • High-speed patrol vessel approximately 8.5–9.5 meters in length; • Maximum speed of approximately 45 knots; • Operational range suitable for coastal and offshore patrol operations; • Capacity for approximately 4–6 personnel; • Twin outboard propulsion systems; • Enclosed or protected cabin configuration; • Integrated navigation and communication systems; • Marine-grade aluminum hull construction or equivalent; • Foam collar flotation system or equivalent buoyancy arrangement; and • Safety and rescue equipment suitable for maritime operations. Standards and Compliance The vessels shall comply with recognized international marine standards applicable to vessels of similar type and operational profile, including ISO, ABYC, IEC, COLREGS, or equivalent standards. Supporting evidence may be requested during subsequent solicitation stages. Training The scope of the services to be provided by the supplier includes on-site training for end-user personnel covering: • Vessel operation and maneuvering; • Navigation and communication systems; • Safety procedures; and • Preventive maintenance and basic troubleshooting. Purpose of this REOI The purpose of this REOI is to: • Identify qualified manufacturers and suppliers; • Assess market capabilities; and • Support preparation of a future competitive solicitation process. UNODC intends to use the results of this REOI to identify vendors demonstrating sufficient technical and operational capability to participate in a subsequent solicitation process. Participation in this REOI does not constitute a solicitation or guarantee participation in any subsequent procurement process. Specific Requirements/Information The supplier shall have the capability to supply high-speed aluminum patrol vessels suitable for maritime law enforcement operations. The vessels shall be capable to support maritime patrol, interdiction, search and rescue, and protection of marine protected areas. I. Qualification requirements Suppliers shall meet the following minimum requirements: 1. Legal Status and Supply Capability Suppliers shall be legally registered entities authorized to supply marine vessels and shall demonstrate established manufacturing or supply capability for aluminum patrol boats or similar high-speed craft. Interested vendors may be requested to provide: • Company profile and overview; • Information on manufacturing facilities and production or supply capability; and • General information regarding vessel models currently produced or supplied. 2. Quality Management and Manufacturing Standards The manufacturing facility of the vessels shall operate under a recognized quality management system. Vendors shall be capable to demonstrate: • ISO 9001 certification or equivalent quality management system; and • Experience in manufacturing marine-grade aluminum vessels in accordance with recognized international marine standards. Equivalent certifications or standards may be accepted. 3. Relevant Experience Vendors shall demonstrate experience in the manufacture or supply of patrol vessels or comparable high-speed marine craft. Vendors shall be capable to demonstrate: • Minimum five (5) years of experience in manufacturing or supplying patrol vessels or comparable high-speed marine craft; and • Successful completion of at least three (3) comparable contracts within the last seven (7) years involving supply of patrol boats, law enforcement craft, rescue boats, or similar high-speed vessels. Interested vendors may be requested to provide: - Information on similar patrol vessels or high-speed craft delivered within the last seven (7) years, including: - vessel type/model; - approximate vessel size; - customer type; and - number of units delivered. - Information regarding experience with deliveries to government agencies, coast guards, maritime law enforcement, security organizations, or rescue services is desirable. 4. Technical Capability Vendors shall have the capability to manufacture or supply high-speed aluminum patrol vessels approximately 8.5–9.5 meters in length suitable for coastal and offshore maritime operations. The vessels are expected to include, among others: • Twin outboard propulsion systems; • Marine-grade aluminum hull construction; • Foam collar flotation system or equivalent buoyancy arrangement; • Integrated navigation and communication systems; • Operational range suitable for maritime patrol operations; and • Maximum speed of approximately 45 knots. Equivalent technical solutions meeting operational requirements may be considered. 5. Standards and Compliance The vessels shall be designed and manufactured in accordance with recognized international marine standards applicable to vessels of similar type and operational profile, including ISO, ABYC, IEC, COLREGS, or equivalent standards. 7. Interested vendors may be requested to provide supporting documentation demonstrating compliance with applicable standards and classification requirements, including the following • Company profile and corporate information; • Information on manufacturing facilities and production capability; • Quality management certifications; • Information on comparable vessel projects completed within the last seven (7) years; • Product brochures or general technical information for existing vessel models; and • References or customer information for similar projects, where available. 8. Submission Instructions Expressions of Interest shall be submitted exclusevely through the United Nations Global Marketplace (UNGM).
