Description
1. United Nations Procurement Division (UNPD) seeks Expressions of Interest (EOI) from qualified retail electricity suppliers for the supply of all electricity supply commodity components to the United Nations Headquarters in the Consolidated Edison (ConEd) New York service territory with the intention of prequalifying suppliers for a later solicitation.
2. Suppliers who are successful in this EOI/prequalification exercise (see Specific Requirements below) will be invited to participate in the upcoming solicitation (sealed-bid auction) for the provision of renewable electricity supply at UNHQ in NY. The sealed-bid auction shall be carried out by UNPD utilising the Ariba online procurement platform.
GENERAL REQUIREMENTS:
3. It is envisaged that the successful supplier will supply the full requirements of such electricity for the entire contract term. All quantities required to be supplied to the UN facilities shall be considered firm requirements ('firm' means electricity supply that will not be interrupted unless such interruption is due to Force Majeure) for delivery by the supplier to the Delivery Point.
4. The following is a list of service locations to be included in the upcoming solicitation with estimated annual usage totals of 34,940,000 kWh (estimated annual kWh usage based on 2025/2026):
a. UNITAR (345 E 45 ST ENT): annual usage 75,000 kWh
b. Albano Building (305 E 46 ST): annual usage 2,200,000 kWh
c. Main Campus (425 E 42 ST): annual usage 32,500,000 kWh
d. UNITAR (343 E 45 ST): annual usage 165,000 kWh
5. During the upcoming solicitation, suppliers will be requested to submit proposals for Product 1 and Product 2. The pricing in response to the solicitation shall incorporate the following components:
Product 1: Fixed with RES/CES, ZECs, PPT, and TOTs, Ancillaries and GRT passed through PLUS 100% RECs>

6. During the solicitation, suppliers will be requested to submit pricing for 12, 24 and 36 month terms.
7. The service shall commence on a Meter Reading Date in November 2026.
8. All billing will be under Dual billing with 30 days net payment terms. To confirm, the UN is exempt from Gross Receipts Tax (GRT) and this shall not be a price component.
Specific Requirements/Information
9. Interested suppliers must meet the following prequalification criteria in order to be considered for participation in the upcoming solicitation (these will be checked during the later solicitation process).
a. Must be listed with the New York State Department of Public Services as an Energy Services company (ESCO) and submit evidence of such;
b. Must submit the evidence/confirmation of supplier's application for the registration at Level 2 with the United Nations Global Marketplace (www.ungm.org); As noted below, registration at Basic and Level 1 is required prior to application for Level 2.
c. Must confirm agreement to the United Nations General Conditions of Contract (UNGCC) and an acceptance in principle to the Terms & Conditions of the draft Contract for Services and submit written confirmation of such. UNPD may be able to accommodate reasonable minor amendments to the Terms & Conditions of the enclosed draft Contract for Services. Amendments to the UN General Conditions of Contract shall not be considered.
10. The UN reserves the right to issue the final solicitation documents only to those prospective vendors that respond to the EOI, and are deemed pre-qualified upon completion of an objective evaluation of their submissions, or to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee participation in the eventual solicitation.
11. Interested suppliers are strongly encouraged to commence registration with UNGM (www.ungm.org) as soon as possible and immediately upon receipt of this REOI. Registration to Level 2 may take some time to finalise and follows registration at Basic Level and Level 1. Suppliers must select 'UN Secretariat' in the UNGM list of UN procurement entities upon initial application. Suppliers may also select and apply to other UN entities upon application but this solicitation shall not involve such other UN entities.
12. Suppliers are required to submit their responses to this EOI, by email, by 5:00 PM (New York time) 19 June 2026. Interested suppliers should respond to the EOI as soon as possible, confirming (a) ESCO registration details and acknowledging (b) intent to register at UNGM Basic Level, Level 1 and Level 2.
