New clarification added: QUESTION:We would like to respectfully request clarification and, if deemed appropriate, a post-earthquake assessment of the project site and its surrounding facilities in light of the recent seismic activity affecting Cotabato and nearby areas.We note that the proposed covered walkway will be constructed within and connected to existing facilities of the Bangsamoro Government Center, including the Bangsamoro Parliament Building and the Shariff Kabunsuan Cultural Complex (SKCC). Given that portions of the Bangsamoro Government Center originated from earlier government infrastructure and have undergone various renovations and expansions over time, we believe it would be prudent to verify whether the recent earthquake has affected any existing structures, foundations, utility corridors, drainage systems, access roads, or surrounding site conditions that may impact the execution of the project.We further understand that the recent earthquake's epicenter was reported within the Cotabato area and surrounding regions. As such, we respectfully request that UNOPS consider investigating and advising bidders whether any of the following may have been affected:Existing buildings and structures adjacent to the proposed covered walkway alignment;Existing foundations, pedestals, drainage canals, catch basins, and utility corridors within the project area;Existing roads, access routes, and circulation paths that will be utilized for the transport and movement of construction materials, equipment, and heavy vehicles;Soil conditions, settlement, cracks, subsidence, or other ground movements that may affect excavation, footing construction, drainage installation, and structural anchorage;Existing concrete pavements, roadways, and loading areas that may be subjected to construction traffic during project implementation;Any additional engineering, structural, geotechnical, or safety considerations that bidders should incorporate into their technical and financial proposals.As responsible bidders, we wish to ensure that our cost estimates, equipment deployment plans, construction methodologies, and risk assessments properly reflect actual site conditions. Any post-earthquake findings may have a direct impact on construction sequencing, equipment access, temporary works, logistics planning, and overall project costing.Should any assessment, inspection, or structural evaluation already have been conducted by UNOPS, BARMM, or the concerned authorities, we would greatly appreciate any reports, findings, advisories, or supplemental information that may be shared with prospective bidders.ANSWER:In close coordination with BTA–BARMM, and based on the Post-Earthquake Inspection conducted by the BTA–BARMM Engineering Team on 08 June 2026 following the magnitude 7.8 earthquake, it was observed at the time of inspection that no structural damage was identified in the BTA Building, PMB Conference Hall, SKCC Hall, and adjacent facilities.No structural cracks, settlement, or deformation affecting the main structural components were noted. Minor surface cracks observed are considered non-structural in nature and are attributed to normal wear and tear and usage.All surrounding infrastructure was likewise observed to be in functional and operational condition at the time of inspection.Based on the findings of the inspection, no earthquake-induced conditions were identified that would adversely affect the proposed covered walkway implementation.

New clarification added: QUESTION:Considering the recent seismic event and the importance of ensuring accurate and responsible bid preparation, we respectfully request an extension of the submission deadline to allow sufficient time for us to review the requirements and incorporate the necessary engineering considerations into our proposals.ANSWER:The tender extension is granted until 21 June 2026, 23:59 (Manila time).
