Description
The United Nations Support Office in Haiti (UNSOH) seeks expressions of interest from qualified vendors for the provision of repeater site rental and associated services to support radio (including TETRA) and microwave communication systems across Haiti. The objective is to ensure reliable communications connectivity between operational locations through the deployment, operation, and maintenance of repeater sites and microwave links. The Contractor shall provide infrastructure, operation, maintenance, and lifecycle support for telecommunications equipment across multiple sites in Haiti. The contract is expected to be for an initial period of two (2) years, with options for extension subject to performance and availability of funds. Specific Requirements/Information 1. Scope of Services The Contractor shall provide: • Rental of tower/mast space for antennas and microwave systems • Secure equipment shelters/rooms for telecommunications equipment • Installation support including rigging, mounting, and cable routing • Operation and routine maintenance of site infrastructure 2. Geographic Coverage Requirements The Contractor shall demonstrate availability of infrastructure across major towns in Haiti, including: • Port-au-Prince • Cap-Haïtien • Gonaïves • Jacmel Priority Site: • Bouthillier (Port-au-Prince) shall be the primary reference site for initial deployment 3. Technical Requirements Each site must support: • Radio repeater systems (including TETRA) • Microwave transmission systems • Antenna mounting structures • Indoor telecom equipment and associated cabling • Power systems including batteries and controllers 4. Site Infrastructure Requirements Each site must provide at minimum: Infrastructure • Self-supporting tower/mast • Equipment shelter/room suitable for telecom installation • Grounding and lightning protection systems Power Supply • Minimum 8 hours of electrical supply per day • Backup power (generator and/or solar) Security • 24/7 site security • Access control and protection against unauthorized access Access • Unrestricted access for authorized UN personnel 5. Installation Support Services The Contractor may be required to: • Provide rigging and lifting services • Support mounting and alignment of antennas • Manage routing of RF, fibre, and power cables • Support equipment rack installation 6. Maintenance Requirements The Contractor shall provide: • Preventive maintenance of towers and infrastructure • Corrective repairs and emergency response • Maintenance of power systems (generators, solar systems, electrical systems) • On-demand maintenance support for UN-owned towers 7. Performance Requirements (KPIs) Vendors must demonstrate capability to meet performance standards including: • Site availability ≥ 98% • Power availability ≥ 99% daily • Fault response time ≤ 4 hours (critical issues) • Repair time ≤ 24 hours (critical issues) • Security compliance with no major incidents 8. Vendor Submission Requirements Interested vendors should provide: • Details of available sites (locations, specifications, capacity) • Photos of towers, site infrastructure, and facilities • Description of security arrangements • Power supply and backup capabilities • Maintenance plans and technical support capability • Evidence of multi-site coverage and scalability
