New clarification added: Esteemed Bidders,Please review the following clarification:13. Question: We kindly request clarification regarding the financial capability requirement which requires the submission of audited financial statements for the past three (3) years. Our company has access to financing from reputable local financial institutions to support contract execution. Should we be awarded the contract, we are also prepared to provide a Performance Bond of up to 40% of the contract value, issued by a licensed financial institution, in addition to complying with all other contractual security requirements. In view of the above, we would be grateful if you could advise whether UNOPS would consider alternative evidence of financial capacity in lieu of the audited financial statements, such as:A letter confirming an approved credit facility or financial support from our financial institution;A bank reference letter confirming our financial standing;A commitment to provide the above-mentioned Performance Bond upon contract award; andEvidence of successful execution of similar contracts. We would appreciate your guidance on whether such documentation would be considered acceptable for demonstrating our financial capacity during the evaluation process. Answer:Qualification criteria 3.1 requires that Bidders submit Audited Financial Statements for the past three (3) years in order to demonstrate: A Liquidity/Quick Ratio of one (1) or higher for each of the 3 years.Annual turnover of at least USD 200,000 for each of the 3 years. In the case of a joint venture, the offer must include the financial statements for all members and, for evaluation, the accumulated annual turnover of all members shall be used.Offers must comply with these minimum requirements to be considered compliant.Kind regards,

New clarification added: 5. Q&A SessionLots / Can you explain a bit more on the different lots and its respective requirements if possible? It was not possible to go lot by lot due to time available for the meeting. The lots are divided in two main groups based on the general purpose of the tools/machines. Lots 1 to 19 are generally available equipment not necessarily developed for P&O workshops. Lots 20 to 31 are machines or tools usually designed specifically for prosthetics workshops. For lots 1 to 19, Bidders must offer at least 15 different lots for the bid to be compliant. There is no such requirement for lots 20 to 31.All lots are expected to be used exclusively in P&O workshops.Mandatory optional items / Can you explain what you mean by "mandatory optional items"?For items marked as "mandatory options", Bidders must provide an offer for their bid to be compliant, even though they may not be included in every final call-off order.Evaluation Timeline / How long is the evaluation process? The evaluation process is expected to take approximately 40 to 45 days due to the volume of lots, followed by a two-week committee review. This is an estimation and can vary depending on the need to request clarifications from the bidders.Technical evaluation / What criteria will be used to evaluate quality, or is it based solely on price? How will you differentiate quality from offered lots that meet the tech. specs? The evaluation method will follow UNOPS policy for ITBs, where the evaluation method is “lowest priced substantially compliant offer”. Technical requirements will be evaluated on a "pass/fail" basis. Quality is assessed through compliance with minimum technical requirements and recognized standards like ISO certificates and must be supported by technical documentation. UNOPS intends to establish multiple (up to a maximum of 5) Long Term Agreements (LTAs) per item.Skills Upgrading / Are there plans for skills upgrading for P&O professionals? The training in this tender strictly covers the operation and maintenance of the specific tools (e.g., how to turn on/troubleshoot a router). It does not cover professional workforce education for manufacturing prosthetics.Samples / Will samples be required to check quality? No, samples are not strictly required due to the size and cost of the equipment. However, UNOPS may request a sample, references, video inspection or other assessments if necessary to evaluate the compliance of the equipment offered.Local Training / Is local training strictly required?Where listed as a mandatory option, bidders must provide an offer/ daily rate for the service. Travel and accommodation are not to be included in this rate and will be arranged at the time of placing an order.Misunderstood Questions & Adjustments / If a bid is non-compliant due to a misunderstood question, can we adjust it? Will you let us know the reason so that we can adjust it? Or will it simply be crossed off the list? The evaluation of the offer will be done based on the bid submitted at the time of closure of the ITB. It is not possible to modify an offer after the deadline. Non-compliant bids will be disqualified and the reason for disqualification will only be shared with interested bidders after the result is communicated. Bidders are strongly urged to ask all clarifying questions via e-sourcing before the July 10th deadline.Deadline Extension / Can you consider a deadline extension?Currently, no further extension is planned.Delivery Terms / Is the delivery term EXW?No, the delivery term is FCA (Free Carrier).Translation / Is it possible to have this translated into French?Official translation in French or other languages is not provided.

New clarification added: Meeting Minutes: Tools and Machinery for Prosthetics Workshops Pre-Bidding ConferenceMeeting DetailsDate & Time: July 1, 2026, 10:00 CETSubject: Pre-bidding conference for ITB/2026/62856: LTAs for Prosthetics Tools and EquipmentAgendaIntroduction to UNOPS and ATscale UNOPS ProcurementUN Web Buy PlusResources for SuppliersProject presentationITB DetailsTechnical requirementsQ&AThe presentation slides are available on this link and a pdf version of these minutes is available here.1. General introduction and contextFollowing a general overview of UNOPS, ATscale, and UN Web Buy Plus, the presenters shared information on UNOPS procurement and resources for bidders. The World Health Organization estimates that currently, 90% of those in need of assistive products globally do not have access to them. Prostheses are among the most complex assistive products to procure due to the need for specific technical compatibility, quality assurance, and associated service delivery equipment. To address this gap, ATscale and the UNOPS Geneva Office Advisory Services Portfolio (ASP) are collaborating to establish a centralized, global product catalogue for prosthetics on UN Web Buy Plus. The current tender is the first of 3 planned ITBs:ITB/2026/62856 - Tools and Machinery for Prosthetics Workshops - This tender is currently published and accessible via UNGMITB/2026/63171 - Components and Consumables for Lower Limb Prosthetics - To be published soonContainerized Workshop and Clinic - TBD2. Tender Overview & Lot StructureAn overview of the published tender ( ITB/2026/62856), accessible via the UNGM platform. The tender consists of 31 lots divided into two primary groups:Group 1 (Lots 1–19): General machinery with multiple purposes (e.g., belt sanders, drills, air compressors). Compliance Requirement: Bidders must offer at least 15 of these 19 lots to be considered compliant.Group 2 (Lots 20–31): Specialized equipment specifically fabricated for prosthetics. Compliance Requirement: Bidders may offer any number of lots at their discretion.3. Long-Term Agreement (LTA) FrameworkThe result of this tender will be the establishment of Long-Term Agreements (LTAs) to create a global catalog for buyers. Key characteristics include:Duration: Initial duration of three years, with a potential extension for an additional two years (five years total).Volumes & Destinations: There are no guaranteed minimum volumes or specified destinations initially. Call-off orders will be placed globally as needs arise.Multiple Awards: Multiple bidders may be awarded the same lot.Pricing: Prices are fixed for the first year. Annual price revisions are possible thereafter, subject to justification and UNOPS approval. Delivery terms requested are FCA (Free Carrier) to the closest seaport or airport.4. Submission and Evaluation RequirementsTechnical Bid (Form D): Bidders must specify exact product specifications in the yellow cells of the technical form and confirm compliance with minimum requirements.Supporting Documentation: References to supporting technical documentation, including specific page numbers, are mandatory. Searchable PDF documents are heavily preferred over scanned images to assist evaluators.Deviations: Any deviation from the minimum requirements should be noted in the designated row.Mandatory Optional Items: Certain items, such as on-site training and installation, are marked as "mandatory options." Bidders must provide an offer (e.g., daily rate for a trainer, excluding travel/accommodation) for these items for their bid to be compliant, even though they may not be included in every final purchase order.Deadlines: Requests for clarification are due by July 10th via the e-sourcing platform. The final submission deadline is July 20th at 18:00 UTC.

New clarification added: Esteemed Bidders,Please review the following clarification: 11. Question: Kindly confirm that the quantities are 1 (one) item per lot.Answer: No quantities are requested at this stage. The results of this solicitation process will be used to establish non-exclusive Long-Term Agreements (LTAs) for a period of three (3) years with a possible extension of a further two (1+1) years. Orders (with determined quantities) will be issued via individual Call-off orders (Purchase Orders) only when actual requirements arise. UNOPS commits to no minimum purchase volume or quantity.12. Question: We would like to seek your official clarification on two cost-related points for this tender project:Regarding installation and training fees: Will UNOPS settle these fees directly to the bidder, or to the local authorized agent instead? The tender stipulates that quotations shall exclude all travel and accommodation expenses. We kindly request confirmation whether such travel and lodging costs shall be fully borne by the local agent, or reimbursed on an actual-expense basis upon occurrence?Answer: All Purchase Orders (Call-off orders) and subsequent payments will be issued and settled directly to the contractually awarded LTA Holder (the bidder).Bidders must present an offer based on an all-inclusive daily rate excluding travel and accommodation costs. At the time of a call-off placement, if services are required, a consolidated quotation for travel and lodging will be requested directly from the LTA Holder based on the specific location of the final installation sites. These travel expenses will be incorporated into the Call-off Purchase Order issued to the LTA Holder.Kind regards,

New clarification added: Esteemed Bidders,Please review the following clarification: 10. Question: I still have a question regarding the delivery location. When reviewing the possible destinations for the equipment, I noticed that several countries are listed.Could you please specify the exact delivery location? This information will allow us to accurately calculate the shipping costs.Furthermore, could you also please tell us the exact quantity you wish to order? Par ailleurs, pourriez-vous également nous communiquer la quantité exacte que vous souhaitez commander ?Answer: Please refer to the 'Scope of Bid' and 'Additional Information' sections in the eSourcing system, as well as the delivery requirements in Section II: Schedule of Requirements. As this ITB is intended to establish Long Term Agreements (LTAs) for global use, please note the following:Prices must be quoted on an FCA (Free Carrier) basis.Delivery should be to the sea port or airport closest to the manufacturing or stockholding facility.Quantity, destination country and consignee details will be provided at the time the Purchase Order is placed. In most cases, UNOPS will appoint a freight forwarder to handle shipments and collect the items from the designated FCA points. UNOPS is not committed to any minimum purchase quantity; orders will be placed only as required.Réponse en français: Veuillez consulter les sections « Scope of Bid» et « Additional Information » du système eSourcing, ainsi que les exigences de livraison décrites dans la Section II: Schedule of Requirements. Kind regards,

New clarification added: Esteemed Bidders,Please review the following clarification: 2. Question: Regarding LOT 24 (Heavy-duty orthopedic workshop press), could you please provide us with a reference picture and the required tonnage?Answer: Tonnage for this kind of press ranges from 10 tons to 30 tons. An amendment to the ITB will be published in the next few days to include this requirement for Lot 24.A reference picture is available on this link: https://photos.app.goo.gl/g55723GrqLDmsf7y5Please note that the picture is just for reference and the offers will be evaluated against the criteria described in the solicitation documents.3. Question: You indicated delivery in 21 days , this is not possible unless it is air freighted and in such case are you willing to pay the extra very high price ? Sea freight would take at least between 50-80 days .Answer: The standard delivery time is required under FCA terms so it does not include transit times.4. Question: The way i understand your request is that you are asking bidders to put each unit price in page noted as "Price schedule and you are asking for related spare parts with every offered machine in the consecutive lots ! , right ? please adviseAnswer: This is correct. The base price for the machine must be entered in the sheet “Price schedule” within file “6 ITB_Form C_Price Schedule Form.xlsx” without including any of the optional equipment and services. Please note that you must complete the three volume-based price columns for the base machine: FCA Unit price (Qty 1-4), FCA Unit price (Qty 5-9), and FCA Unit price (Qty >9).The individual sheets corresponding to the lots (Lot 1 to Lot 31) must be filled out for the optional equipment and services. As stated in the Returnable Bidding Forms and Tender Particulars, Mandatory Optional Items and Services must be offered for the bid to be compliant. Non-Mandatory Optional Items may be offered or not at the Bidder's discretion.5. Question: By indicating "Unit Price / Daily rate " the time spent to install or to maintain any offered equipment ?Answer: For goods, enter the unit price. For services, enter the daily rate for the personnel necessary to perform the service. At the time of placing an order, this rate will be used together with the time required to perform the service to calculate the cost. The time required for the service will be agreed with the LTA holder before placing the order.6. Question: Regarding OPTIONAL EQUIPMENT AND SERVICES , some parts we need to offer , some others we are free to offer or not ?Answer: This is correct. Mandatory Optional Items and Services must be offered. Non-Mandatory Optional Items can be offered or not at the Bidders discretion.7. Question: Can you provide the specs of the needed PPE that you noted in some lots?Answer: There are no minimum requirements for this option and Bidders are encouraged to propose relevant equipment of appropriate quality for each machinery.8. Question: Some items if not the majority are " Plug and Play " thus offering installation or commissioning or maintenance is not applicable so please what should we do in such case ?Answer: Bidders are encouraged to provide a daily rate. The procurement of multiple different equipments for one location may justify the arrangement of installation and commissioning services.9. Question: Is this bid open for all nationality ?Answer: Yes, no nationalities are excluded from submitting a bid.Kind regards,
