Description
This RFP refers to procurement of Major Works for the Construction of the Karshi District Medical Association in Beshkent, Kashkadarya region (Uzbekistan), excluding selected works, namely the construction of (i) the two-storey Infectious Diseases' Department building, (ii) the structural works of the main building as well as (iii) the structural works of the Medical Gas Preparation Station building.
Pursuant to an approved procurement practice exception, UNOPS discloses the ceiling price for this procurement. The approved ceiling price is USD 29,210,000, comprising USD 23,240,000 for Schedule 4.1.A [Bill of Quantities] and USD 5,970,000 for Schedule 4.1.B [Supplementary Schedule].
The disclosed amount constitutes the approved ceiling price under the approved project framework and is provided to ensure that competition takes place within the approved and executable project parameters.
The disclosed ceiling price shall not be construed as a target price, recommended bid level, engineer's estimate, or indication that UNOPS intends to award at or near that amount. Offerors remain fully responsible for conducting their own due diligence, market assessment, pricing analysis, and for submitting their best technical and financial proposal.
For evaluation purposes, UNOPS shall evaluate financial proposals based on the combined value of Schedule 4.1.A and Schedule 4.1.B. For contracting purposes, only Schedule 4.1.A shall form part of the initial Contract Price. Schedule 4.1.B establishes rates and prices for supplementary works and Dayworks that may be instructed by UNOPS during Contract implementation. Inclusion of items within Schedule 4.1.B does not constitute a commitment by UNOPS to order or utilize any specific quantity of such works.

New clarification added: Q7: As we understand, the technical documents, including technical specifications, drawings, and BOQ, are substantially the same as those issued under the previous cancelled tender, except for the exclusions made under the current tender. Please confirm whether there are any technical changes in the scope of this tender compared to the previous tender documents. A7: Except for the exclusions that are expressly stated in the current tender, there are no technical changes in the scope of this tender compared to the previous tender documents. The current tender explicitly excludes selected works, namely the construction of the two-storey Infectious Diseases’ Department building, the structural works of the main building, and the structural works of the Medical Gas Preparation Station building. Offerors shall prepare their proposals based on the current Solicitation Documents issued under RFP/2026/63039, including all amendments, revised documents, and clarifications issued by UNOPS.

New clarification added: Q6: Considering the scale and complexity of the construction works under this RFP, please clarify whether the advance payment cap may be reconsidered and increased, as the current limit of 10% of the total Contract Price or USD 500,000, whichever is lower, may be insufficient to support the required mobilization and timely execution of the Works. A6: The request regarding reconsideration of the advance payment cap is currently under review by the relevant UNOPS delegated authorities in accordance with applicable UNOPS procurement and financial regulations, rules, and procedures. Should any revision to the advance payment provisions be approved, Offerors shall be formally notified through an Amendment to RFP/2026/63039 and the relevant Solicitation Documents, including the Tender Particulars. Any such Amendment shall be issued in accordance with the applicable solicitation procedures.

New clarification added: Q5: Please clarify whether UNOPS reserves the right, during Contract implementation, to instruct the Contractor to execute selected items or portions of Schedule 4.1.B based on the submitted unit rates, including in circumstances where such works have not been completed by others or become necessary for implementation of the Works. In such case, please clarify whether the unit rates for Schedule 4.1.B may be adjusted depending on the actual scope and quantities instructed during Contract implementation. A5: During Contract implementation, UNOPS may instruct selected items or portions of Schedule 4.1.B [Supplementary Schedule and Rates] in accordance with the Contract. Where such items are instructed, the rates and prices submitted by the Contractor under Schedule 4.1.B shall apply. Offerors are therefore required to price Schedule 4.1.B based on their own market assessment, pricing methodology, and due diligence. The submitted rates and prices shall not be subject to revision merely because the actual quantities instructed are lower, higher, or different from the indicative quantities included for tender evaluation purposes, unless adjustment is permitted under the applicable Contract provisions.

New clarification added: Q4: The tender documents state that the structural works of the main building under Schedule 4.1.B are outside the initial scope of Works and will not form part of the initial Contract Price. However, Offerors are still required to submit prices for Schedule 4.1.B, and UNOPS will evaluate financial proposals based on the combined value of Schedule 4.1.A and Schedule 4.1.B. Please clarify why Offerors are required to price Schedule 4.1.B if these works are excluded from the initial Contract Price, and why the financial evaluation is based on the combined value of Schedule 4.1.A and Schedule 4.1.B while only Schedule 4.1.A will form part of the initial Contract Price at Contract signature. A4: Following Amendment No. 2, Schedule 4.1.A [Bill of Quantities] contains the main Works to be awarded under the initial Contract, while Schedule 4.1.B [Supplementary Schedule and Rates] is included to establish priced rates for supplementary or associated works and/or Dayworks that may be required during Contract implementation, if instructed by UNOPS in accordance with the Contract. Certain works reflected in Schedule 4.1.B may have already been completed, may be partially completed, or may be under implementation by others at the time of this solicitation. However, UNOPS requires the ability to instruct selected supplementary or associated works and/or Dayworks under the Contract if this becomes necessary during implementation. For tender evaluation purposes, Schedule 4.1.B is included to ensure that financial proposals are compared on a common and transparent basis using the same indicative quantities. New clarification added: Q3: If a proposal is submitted by a Joint Venture (JV) or consortium and the Contract is awarded, may the required bank guarantee(s), including Performance Security and Advance Payment Security, if applicable, be issued by the lead partner on behalf of the JV/consortium? A3: With reference to Sections 11.1.5 [Performance Securities] and 11.1.6 [Review and Handling of Bank Guarantees and Securities] of the UNOPS Procurement Manual, bid securities, if applicable, Performance Security, Advance Payment Security, if applicable, and any other required guarantees must be submitted as single guarantees covering the obligations of the JV/consortium. Separate guarantees issued by individual JV/consortium members for separate portions of the Contract shall not be acceptable. The Performance Security and Advance Payment Security, if applicable, must be issued as single, unconditional, on-demand bank guarantees either in the name of the JV/consortium itself or by the lead partner on behalf of the JV/consortium, clearly stating that the guarantee is issued for and on behalf of the JV/consortium.

New clarification added: Q2: If a proposal is submitted by a Joint Venture (JV) or consortium and the Contract is awarded, shall the Contract Agreement be signed by all JV/consortium members jointly, or may it be signed by the designated lead entity on behalf of the JV/consortium? A2: With reference to Sections 6.5.3.4 [Evaluation Criteria for Joint Ventures] and 11.1.7 [Signature, Issuance and Documentation] of the UNOPS Procurement Manual, all members of a Joint Venture, consortium, or association shall be jointly and severally liable for performance of the Contract. Accordingly, the Contract shall be signed either by all members of the Joint Venture/consortium jointly, or by the designated lead entity, provided that the proposal includes a legally valid authorization, signed by the authorized signatories of all JV/consortium members, granting the lead entity authority to sign the Contract and bind all members jointly and severally.

New clarification added: Q1: The Structural Works BOQ appears to have been included in the previous tender documentation and referenced in the Implementation Plan. However, it does not appear to be included in Schedule 4.1.A [Bill of Quantities] under the current tender. Please clarify whether the BOQ and quantities for Structural Works form part of the current tender scope. A1: Following Amendment No. 2, the financial schedules are structured as Schedule 4.1.A [Bill of Quantities] and Schedule 4.1.B [Supplementary Schedule and Rates], while the Implementation Plan is structured as Schedule 4.2. The structural works are not included in the initial scope of Works under Schedule 4.1.A [Bill of Quantities] and shall not form part of the initial Contract Price. Certain structural works are included under Schedule 4.1.B [Supplementary Schedule and Rates]. Schedule 4.1.B is provided for the purpose of establishing rates and prices for associated works and/or Dayworks that may be instructed by UNOPS during Contract implementation, in accordance with the Contract. The rates and prices submitted under Schedule 4.1.B shall apply only if and when the relevant associated works and/or Dayworks are instructed by UNOPS. New amendment added #1: Considering that this solicitation is a re-tender of ITB/2026/60998 and RFP/2026/61311, and taking into account the urgent operational implementation timelines required by the Project stakeholders, UNOPS hereby amends the solicitation timelines. The revised timelines are intended to support the timely completion of the procurement process and the earliest possible commencement of the Works, while maintaining a fair, transparent, and equal opportunity for all prospective Offerors to review the solicitation documents, submit requests for clarification, and prepare their Proposals. Accordingly, the revised deadlines are as follows: Deadline for submission of requests for clarification: 16 June 2026 Deadline for submission of Proposals: 22 June 2026 All other terms and conditions of the RFP remain unchanged.
