Should the schedules be submitted under the name of the Lead Partner only, or should the names of both JV partners be included?UNOPS response: The bidder name appearing in the returnable schedules should be the Lead Partner's name (as the entity submitting the bid on behalf of the JV). However please note in the 0.3 Joint Venture Partner Information Form in ITB_Small Work _Section VI_Returnable Schedules, the details of all JV partners must be provided. The Lead Partner remains the designated contact point and authorized representative for the JV throughout the solicitation process and contract executionQ2) 4.1.B Daywork Schedule: In this section - Item description, Rates, Payment schedule (Daily/Weekly/Monthly) are mentioned. New clarification added: Q: UNOPS has indicated that an NBR VAT Exemption Token/Certificate will be provided for the project. Kindly clarify whether the exemption facility may be utilized by the Contractor for the direct procurement of locally sourced construction raw materials & services (e.g., reinforcement steel, cement, electrical, plumbing, HVAC and other project-related materials and services) from local suppliers, enabling such purchases without payment of VAT by using the VAT Exemption Token/Certificate/SRO and when this NBR VAT Exemption Token/Certificate/SRO will be shared with the nominated client? If applicable, please confirm the procedure and limitations, if any, for using the VAT Exemption Token during procurement.UNOPS answer : VAT exemption facility cannot be utilized for any direct procurement by the contractor. After successful payment for each of the IPC, UNOPS will facilitate the VAT exemption coupon through DGHS to exempt the VAT amount.

To better understand the site conditions and project requirements, we kindly request permission to conduct a site visit to the project area. Please advise whether a site visit can be arranged and provide the available schedule and contact person detailes, meeting point, and any access or safety requirements.UNOPS answer: Please note that a site visit was already arranged on 8 June 2026. Is it used under zinc alum color coated profile sheet?UNOPS Response: The mentioned foam insulation refers to roof heat/thermal insulation. It is used to reduce heat transmission through the roof.Generally, this refers to closed-cell PE/XPE foam insulation. It is a type of foam sheet/roll that does not easily absorb water and helps reduce heat transfer.Yes, it is intended to be used under the zinc-alum colour-coated profile sheet. In other words, the zinc-alum colour-coated roof sheet will be on top, and the foam insulation will be installed underneath as part of the roofing system.

Question: In Electrical BOQ, Item No. 1.1.3 (1.1.3.1 to 1.1.3.5) PVC pipe: Pipe size mention up to 40 mm dia. But for some Electrical Cable wiring (like 35 sqmm, 185 sqmm, 240 sqmm NYY Cable) need PVC pipe which size is 50mm, 100 mm & 125 mm respectively. Do we need to add the cost of PVC pipe during estimation of cable price for these 3 size?UNOPS Answer: PVC Conduits for Power Cables:The PVC conduit items listed under BOQ Item No. 1.1.3 (Items 1.1.3.1 to 1.1.3.5) are intended for CCTV, telecommunication, and other ELV system installations.For electrical power cable installations, including 35 sq.mm, 185 sq.mm, and 240 sq.mm NYY cables, the required protective PVC conduits have already been considered within the respective cable installation items. Therefore, no separate BOQ item or additional rate for PVC conduits is required for the installation of these power cables.Question: Fire Pump not consider in BOQ:We have reviewed the both BOQ and drawing and found that no Fire Pump Set has been included in either document. Kindly confirm whether a Fire Pump is already existing at site or it is to be considered within our scope of work. If need to add Fire Pump, Pls share details drawing & specifications.UNOPS Answer: The Fire Pump Set is not included within the current project scope. As indicated in Fire Protection Drawing FPS-IV and the Site Layout Drawing, an existing fire hydrant system is available at the site.The scope of work is limited to providing a connection to the existing fire protection network through the 150 mm diameter connection point shown in the fire protection drawings. Therefore, no new fire pump is required to be included in the BOQ. The Contractor shall connect the proposed fire protection system to the existing fire hydrant network at the designated location as indicated in the approved drawings.Question: 4.1.B Daywork Schedule and4.2 Programme - need to clarify both are same or different?UNOPS Answer: Day work schedule and Programme is different and should be submitted separately.

New clarification added: Q3. Material Specifications:There appears to be a discrepancy between the material specifications stated in the BoQ and those indicated in the drawings. For example, Item No. 68 in the BoQ specifies built-up sections conforming to ASTM A572, whereas the drawings indicate built-up sections conforming to ASTM A36 Grade 36 or equivalent. Kindly confirm which specification should be followed.UNOPS Response: Please follow the drawing for this particular item. The updated BOQ will be posted as an amendment shortly.Q4. Painting:We have considered standard surface preparation along with one coat of 40-micron DFT Alkyd Grey Oxide Primer. Please confirm whether intermediate and topcoat painting will also be required. If so, kindly provide the paint system specifications, including the paint type and the required dry film thickness (DFT) for each coat. UNOPS Response: The painting system shall be done in accordance with the Technical Specification and shall comprise:* One (1) coat of anti-corrosive primer on properly prepared steel surfaces. Minimum DFT 40 μm* Two (2) coats of Premium Synthetic Enamel Paint in approved colour. Minimum DFT 80 μm (40 μm for each coat)The enamel paint shall be Berger, Robbialac Super Gloss Synthetic Enamel /Elite Lucky Seven, Asian Apcolite Premium Paint, or approved equivalent as specified in the tender documents.The Contractor shall carry out all necessary surface preparation, cleaning, drying, and application works in accordance with the manufacturer's recommendations and the Technical Specification. The cost of primer, enamel paint, thinner, labour, equipment, and all incidental works required to complete the painting system shall be deemed included in the quoted rates.Q5. Clarification Request – BOQ Items 5.1 & 5.2 (Cold Storage AC)The BOQ describes the Cold Storage AC as "Duty/Standby" with a quantity of 2 Sets for each item, while the schematic drawing shows a Duty and Standby arrangement for each cold room.For proper rate analysis and uniform pricing by all bidders, kindly clarify whether the quoted rate for one (01) Set shall include:Both Duty and Standby condensing units (i.e., one complete Duty + Standby system); orOne condensing unit only, considering that the BOQ quantity of 2 Sets may collectively satisfy the Duty and Standby requirement shown in the drawing.UNOPS response: It should be noted that in our BOQ, as described, a single set consists of one indoor unit, one outdoor unit, and one control panel. These three components form one complete set. The duty and standby designation will be finalized during installation, at which time we will explicitly identify which unit is on duty and which is on standby. Since the set is priced as a complete unit, we ask all bidders to quote based on this definition, ensuring consistency in their pricing approach.
