Development of a Costing Methodology and Costing Standards for Prioritized Child- and Family-Focused Social Welfare Services under the Project Innovative Social Protection Inclusion of Vulnerable
The purpose of this assignment is to support the Government of Uzbekistan and UNICEF Uzbekistan Country Office in developing a practical and institutionalized costing framework for prioritized child- and family-focused social services under the INSON project. This will include the development of a costing methodology, estimation of unit costs, and establishment of cost standards aligned with agreed service concepts, minimum quality standards, and service delivery models for each prioritized service, including staffing, supervision, referral, and quality assurance requirements developed under parallel INSON workstreams. These outputs will provide a structured and evidence-based foundation for planning, financing, and delivery of social services, ensuring that service standards are translated into clear and actionable costing parameters.
