New clarification added: Regarding Items: Lot 1 (Items 1.2, 1.3, 1.4) and Lot 2 (Item 2.2) – Steeply curved steel bends DN600.Issue: The current technical specifications for the steeply curved steel bends specify steel wall thicknesses of 14.0 mm and 12.0 mm (specifically, DN600x14.0/800 and DN600x12.0/800). At the same time, the main line pipes for these exact lots have a standard wall thickness of 8.0 mm. A wall thickness of 10.0 mm or 12.0 mm for these bends provides more than sufficient structural strength, perfectly aligns with standard engineering practices for DN600 networks, and ensures a smoother hydraulic transition.Proposal: To optimize the project budget and ensure technical consistency across the network, we propose to allow the submission of equivalent technical alternatives for the bends, specifically:For items requested with a 14.0 mm thickness — allow offering 12.0 mm (or 10.0 mm).For items requested with a 12.0 mm thickness — allow offering 10.0 mm.Please confirm if the Employer accepts steel bends with wall thicknesses of 12.0 mm and 10.0 mm as fully compliant and acceptable equivalents for the aforementioned positions.Dear BidderThank you for your request. New clarification added: Regarding clause: Section II, Technical Specifications, Clause 2.2.11 (Requirements for ST/PE casing). Issue:The requirement for simultaneous compliance with both DSTU B V.2.5-31:2007 and EN 253:2009 creates a technical contradiction. These standards specify different tolerance tables and minimum values for the nominal PE-casing wall thickness for identical diameters. This discrepancy makes proper quality control, manufacturing alignment, and certification impossible. Proposal:To eliminate this ambiguity, we propose to amend Clause 2.2.11 as follows:"2.2.11. The casing of ST/PE pipelines shall be manufactured in accordance with DSTU B V.2.5-31:2007, taking into account the requirements of EN 253:2009." Dear BidderThank you for your request. New clarification added: Dear UNOPS Procurement Team,During our technical evaluation of the bidding documents for Lot 1 and Lot 2, we identified market unavailability regarding specific seamless steep-curved bends with the specified wall thicknesses.To ensure feasibility of supply, cost-effectiveness, and ease of installation, we kindly request your approval for the following technical optimizations:LOT 1Items 1.2, 1.3, 1.4: We request approval to utilize welded bends (відводи зварні) size 630/800 instead of seamless steep-curved bends, due to the critical unavailability of the latter on the market for these specific dimensions.We also request approval to standardize the wall thickness of these bends to 8.0 mm. New clarification added: Dear UNOPS Procurement Team,LOT 4During the technical review of the bidding documents, specifically regarding Item 4.6: "Single-sided gland compensator PN16 DN600 L=1250 mm Δх=250 mm - 4 PCS", we have identified a technical discrepancy in the required parameters.According to standard engineering manufacturing series (specifically Series 5.903-13 and Series 4.903-10, which govern the production of such gland/sleeve compensators), the combination of pressure PN16 , length L=1250 mm, and compensation capacity Δх =250 mm does not exist as a standard product.To ensure compliance and avoid potential delays during project execution, please clarify which of the following standard technical solutions is acceptable for this project:· Option A (Based on Series 5.903-13, issue 4): Supply of a compensator with DN600 , length L=1250 mm, and compensation capacity Δх =250 mm, but with a higher nominal pressure rating of PN25 instead of PN16. New clarification added: Dear UNOPS Procurement Team,During our technical review of Lot 3, specifically regarding Items 3.1, 3.2, 3.3, and 3.4, we noticed that the bidding documents specify compliance with EN 253 / DSTU EN 253.We would like to draw your attention to a technical discrepancy: EN 253 / DSTU EN 253 strictly regulates pre-insulated pipes with a polyethylene (PE) casing intended for directly buried (underground) networks.However, for Items 3.1–3.4, the technical specification explicitly requires ST/NM piping (pre-insulated pipes with a protective metal/galvanized outer casing, also known as Spiro casing) intended for above-ground installation. In Ukraine, the manufacturing, dimensions, marking, and testing methods for above-ground pre-insulated pipe systems with protective metal jackets are governed by the national standard DSTU B V.2.5-31:2007.In order to ensure correct manufacturing, certification, and appropriate quality control in accordance with the effective regulations of Ukraine, we kindly request you to amend the technical requirements for Lot 3 by replacing EN 253 / DSTU EN 253 with the applicable national standard DSTU B V.2.5-31:2007.Dear BidderThank you for your request. New clarification added: Dear UNOPS Procurement Team,During our technical review of the tender documentation regarding the section "Technical requirements for fixed support straight with thermal insulation of foamed polyurethane", we identified a discrepancy regarding fastener requirements in the following clauses:· Lot 1 & Lot 2: Clause 2.7.2· Lot 4: Clause 2.6.2These clauses specify requirements for fasteners, stating: "The fasteners (bolts and nuts) shall comply with: DIN 933, DIN 931... The strength class shall be not lower than 4.6 for bolts and not lower than 4 for nuts..."Please note that pre-insulated straight fixed supports are fully welded structural components. By their technical design, they are entirely solid welded elements and do not utilize any bolted joints, flanges, or separate fasteners (bolts and nuts).Therefore, to ensure clarity and avoid any confusion during product manufacturing, compliance verification, and quality control, we kindly request you to remove/exclude Clause 2.7.2 (for Lots 1 and 2) and Clause 2.6.2 (for Lot 4) from the technical specifications, as these requirements are not applicable to fixed supports. Therefore, we are only in a position to submit a commercial offer on Incoterms DAP, Kharkiv, Ukraine terms.Could you please confirm whether offers submitted on DAP terms will be accepted?Thank you.Dear BidderThank you for your request. As specified in the RFQ Particulars (tender requirements): "All quotations shall be submitted incl. VAT and all applicable taxes as well as customs duties, excise duties and any other expenses needed to meet the delivery requirement DDP Ukraine Incoterms. The project within which this RfQ is conducted is not tax exempt. The bidders which are non-residents and don’t have an official presence in Ukraine shall ensure due partnership with an entity which has an official presence in Ukraine and can provide logistical and customs clearance services for the delivery of the goods, customs clearance of the goods in Ukraine and payment of all required duties and taxes. The bidder will be responsible for covering the demurrage costs, if any". This is also one of the qualification criteria set for the RFQ: "The bidders which are non-residents and don’t have an official presence in Ukraine shall ensure due partnership with an entity which has an official presence in Ukraine and can provide logistical and customs clearance services for the delivery of the goods, customs clearance of the goods in Ukraine and payment of all required duties and taxes". As specificed in the Chekclist the Bidder must provide "Evidence of the due partnership with an entity which has an official presence in Ukraine and can provide customs clearance of the goods in Ukraine and payment of all required duties and taxes (mandatory for non-residents only)". The delivery requirements (DDP Kharkiv, Ukraine) can not be changed.Thank you.
