Description
The United Nations Office at Nairobi (UNON), on behalf of the United Nations Human Settlements Programme (UN-Habitat) Afghanistan, invites qualified, experienced, and reputable road construction firms to submit Expressions of Interest (EOI) for participation in the upcoming tender for the Construction of a 16 KM in length and 8 meters wide with Zinda Jan and Guzarah District in Afghanistan. Background: Herat Province in western Afghanistan was severely affected by powerful earthquakes in October 2023, impacting nine districts and an estimated 275,256 people. The disaster caused extensive damage to civilian infrastructure, including housing, health facilities, schools, and water networks, leaving many vulnerable families in urgent need of support. In response, the Improvement of Living Environment for Vulnerable People in Urban Areas project will be implemented in Herat Province. The project focuses on upgrading community infrastructure using UN-Habitat’s Build Back Better (BBB) approach, emphasizing resilience, quality, and community participation. While the overall programme covers both Kabul and Herat, this specific Expression of Interest (EOI) is limited to works in Herat Province. Urban neighborhoods in Afghanistan face persistent challenges, including poor road conditions, inadequate drainage, and limited year-round access. These issues hinder mobility, increase public health risks from dust and stagnant water, and reduce resilience to climate-related shocks. Under the JICA-funded programme, UN-Habitat will implement PCC pavement and stone masonry roadside drainage solutions, ensuring strong quality control and community engagement to deliver durable, climate-resilient, and socially accepted infrastructure. Works Scope Summary: The scope includes excavation, sub-grade preparation, sub-base and base course construction, and construction of 50mm asphalt pavement road in the target area of Zind Jan as per the location map. The total length of road is approximately 16km in length and the width varying between 5 Metres to 8 meters.The road serves as the main access route to 21 villages directly benefiting from the road in Zinda Jan and Guzarah districts and to 20 villages benefiting indirectly from the road. The scope will include below: • Preparation & excavation of the sub-grade of the road as per the design plan and profile • Preparation of sub-grade, leveling, compaction to desired standard • Preparation of sub-base layer, leveling, compaction to desired standard • Preparation of Base layer, leveling, compaction to desired standard • Preparation and construction of stone masonry drainage protection wall as per the design drawings • Preparation, construction of 50mm asphalt surface layer (pre-mixed hot rolled) laid and compacted on the road, including all preparatory work, transportation of materials, hauling, bituminous mixture laying, rolling and finishing to the required standard as per construction documents • Backfilling, levelling of unpaved shoulder/area as per the carriageway and where it deems necessary • Supply and installation of handrail as per the drawing • Construction of slab culvert as per the design drawings with all associated work IMPORTANT: Please note that this REOI is not an invitation for submission of tenders. Its purpose is to identify companies that would be interested and eligible to participate in the solicitation when issued. UNON will examine the outcome of this request for REOI and will consider those companies that have expressed their interest. UNON reserves the right to change or cancel the requirement at any time during the REOI and/or solicitation process. Thus, submitting a reply to this Request for EOI does not automatically gurantee your company will be considered for receipt of the solicitation when issued. Specific Requirements/Information Interested vendors must posses the necessary technical expertise and capacity to provide the required services, as only suitably qualified vendors will be invited to participate. Vendors expressing interest must be registered with the United Nations Global Marketplace (UNGM) at minimum of Basic Registration Level. Vendors not registered in UNGM will not be eligible to paricipate in the tender exercise at a later stage. An expression of Interest does not guarantee paricipation in the request for proposal as only suitably qualified vendors will be invited to pariticpate.
