The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite competent and/or qualified Bidders/Contractors to submit their respective competitive proposal for the Provision of Video Production Services to Showcase TAMU Project Success Stories, Ethiopia in accordance with the UNOPS General Conditions of Contract and the “Schedule of Requirements” herein uploaded as “RFQ-Section_II” as set out in this Request for Quotation (RFQ).

The minimum technical requirements request valid evidence of legal authorization to conduct filming activities in Ethiopia. Could you please confirm whether a renewed advertising business license is acceptable for this requirement? Thank you for your assistance.Answer 6 :The requirement under Item No. 6 aims to verify that the bidder is legally authorized to provide the services outlined in this RFQ within Ethiopia. A renewed advertising business license may be accepted, provided that the license or the bidder's registered business activities explicitly authorize services such as audiovisual, video, film, or documentary production. Bidders should submit their valid business license, along with any supporting documentation that demonstrates their authorized scope of work covers the required production services. Please find below summary of your question with corresponding answers:Question 4: For shooting locations outside of Addis Ababa, is there any security provision (guards, escorts, or protection) available during field missions? Also, can I get the exact cities for the regions of Afar, Benishangul-Gumuz, Gambella, and Somali?Answer 4: Bidders will be responsible for their own security provisions. Shoots are expected to take place in regional cities, though specific locations are subject to change and will be determined during the script refining stage.Question 5: My company has been in the production and advertising business for the last 3 years, registered as a sole proprietorship. I am currently in the process of changing the entity to a PLC, which will involve a new company name and license. How should this be handled?Answer 5: : All bidders must be legally registered entities, possessing valid business registration, VAT, and TIN certificates. This requirement applies to all legal structures, including Sole Proprietorships and Private Limited Companies (PLCs). Please find below summary of your question with corresponding answers:Question 3 : We are writing to kindly ask for a clarification regarding the tender for the project in Ethiopia. Could you please confirm whether the call is open exclusively to Ethiopian production companies, or if international companies are also eligible to apply? We would be very interested in submitting a proposal, and we would like to make sure we fully understand the eligibility requirements before proceeding. Thank you very much for your time and support.Answer 2: Bidders may be based anywhere. We understand these are limited to regional cities (e.g., Semera in Afar, Asossa in Benishangul-Gumuz, Gambella city in Gambella, and Jigjiga in Somali). Please confirm if this assumption is correct or if travel to woredas is expected. If travel is expected, please specify the number of woredas per region.Answer 1Interviews and field-level shoots are currently anticipated to take place primarily at the Regional Health Bureaus in the respective regional capital cities (e.g., Semera, Asossa, Gambella, Jigjiga).
