Dear Bidder, The International Labour Organization (ILO) is seeking a consultant/team to undertake a strategic review of ILO engagement with the Employers Confederation of the Philippines (ECOP) and the wider private sector in the Philippines. The consultancy will assess current ILO–ECOP engagement approaches, identify operational and coordination challenges, and analyse how evolving governance frameworks — including ESG/RBC, supply-chain due diligence, trade-related labour requirements and OECD-related developments — are shaping employer engagement and demand for support services. Building on this analysis, the consultant/team will develop practical and replicable systems, operational models and strategic recommendations to support more coherent, scalable and sustainable ILO engagement with employers and the private sector.
