The United Nations Office for Project Services (hereinafter "UNOPS") invites you to submit documents for Prequalification (PQ) for the Provision of Global Explosive Threat Mitigation (ETM) Services for the UNOPS Peace and Security Cluster.
This Global ETM Pre-Qualification is a formal method of assessing an organisation against a set of pre-determined criteria. This process is not related to any specific solicitation process, but instead focuses on a general assessment of an organisations’ operational, technical and personnel capabilities. It also reviews an organization's internal processes, quality management and financial health.

New clarification added: Question (28): we have experienced our Country Offices being requested to submit individual country application for this Pre-Qualification by UNOPS. We find this request puzzling, as we understand the PQ application process to be global. Can you, please, clarify why UNOPS is approaching country offices requesting for individual country PQ-applications? And clarify why individual country PQ-applications are needed. Further, kindly note, that we submitted several questions through this channel on 26 June 2026, which we have not received clarification for. Answer: This Particular PQ is announced by the Peace and Security Cluster of UNOPS, which is a global cluster; however, we do not exclude that some regional or country office are also running Tenders/PQ Processes. Thus, please refer to the Terms of Reference of the particular tender. We aplogize for the delay in pubmishing our clarifications. Question (29): we kindly request an extension of the submission deadline.Answer: An extension to the deadline for applications submission will be made.

New clarification added: Question (26): we have noted that C5 and C6 appear to be copies of C3 and C4 respectively. They also do not appear in the Annex IV speadsheet. We would be very grateful for clarification about these additional sections. Many thanks.Answer: Kindly note that the PQ process has been amended and correct the technical error. Similar answer/question was provided before. Please refer to. Question (27): in Appendix III Stage 2 tab, F.2.1 it referes to providing CVs for technical categories - which looks like a copy of cell: E21 which is the technical staff resume. F.2.1 is in the PSEAH section and should refer to a Policy Document we think. Also under the GSM tab, F.2.1 specifically states a policy in the marking guide. Please confirm if this is a mistake and if so, confirm exactly what should be in F.2.1.Answer: please note that this was due to tehnical error - an amendment has been made to the PQ process. please refer accordingly.

New clarification added: Question (24): We would like to request clarification regarding the online submission platform.We have noticed the presence of additional tabs in the system "submission" which do not appear in Annex III of the tender documentation. Specifically, the following sections are visible on the platform: C5.1, C5.2, C5.3, C6.1, C6.2, and C6.3. These sections are a duplication of PSEAH (C.3) and Code of Conductions (C.4) sections in Stage 1.Could you kindly confirm whether these sections are mandatory for submission, and advise on the correct approach to complete them, given that they are not referenced in the official Annex III?We would appreciate your guidance on how to proceed in order to ensure full compliance with the submission requirements.Answer: Thank you - yes, they are duplicated, and removed accordingly. New clarification added: Question (22): Could you please clarify the following for Section F.2:F.2.1 - In the most recent version of Annex III, cell B.38 was updated to be a copy of E.21. Is this a mistake? If not, please clarify the expectations for F.2.1.F.2.3 - please clarify who the 'proposed personnel' are.As for F.2.4 - we have received legal advice that within our country of registration it would be unlawful to employ an inter-agency misconduct database. If we are able to document this, will it still be possible to achieve 5 points for F.2.4, provided we meet all other criteria? Answer: As fo F.2.1, an amendment will be made to correct the technical mistake and upload the correct version of Annex III - Evaluation criteria. Regarding F.2.3, please refer to our previous clarification for the personnel; and regarding F 2. 4 - Yes, please document it. This is not excluding criteria.Question (23): Regarding ANNEX III PQ Evaluation Criteria_Amendment 2 - please can you confirm if there is an error in cell B38 on the "Stage 2" sheet. The original criteria for question F.2.1 appears to have been changed in error. Please can you confirm?Answer: Yes, there was an error and thanks to all suppliers who notified us on this issue. An amendment will be made and we will upload the correct version for Annex III - evaluation criteria.

New clarification added: Question (19): Question: 1. Regarding SOPs, we would like to submit working SOPs that are relevant to a specific country we are currently working in for UNOPS, rather than generic 'global SOPs'. Please confirm this is acceptable.2. We are also going through a period of corporate restructuring, whereby we have a UK registered company that has been previously prequalified and is currently working for UNOPS PSC. We have registered a new parent company which is the 100% owner of the exisitng UK company with the same name as the UK company but it is incorporated in a different country. It is the new parent company that we wish to apply for prequalification through. Due to this, we plan to submit a 'belt and braces' approach regarding financial and past performance. We plan to show access to credit of $1.5m for the new company, and also the audited accounts for the last 2 years of the subsidiary company. We also plan to show past contracts from the subsidiary company and also CVs of staff so you can evaluate the parent company. We will also evidence the ownership structure between both companies. Please confirm if this is acceptable or if there will be anything else you require.3. Reference the access to credit of $1.5m. We have arranged a credit facility with an investment company rather than a bank. We will provide evidence of this credit facilty in the form of a company letter and a signed investment agreement between the two companies. Please confirm this is acceptable or if you require anything else.Answer: Please see below our answers to your questions: Applicants are required to submit copies of SOPs for each technical category applied for, compared against IMAS, UN IEDD standards, or similar best-practice guidelines, as applicable. There is no requirement that the SOP submitted be a "global" or headquarters-level document. where one SOP covers multiple categories, a clear explanation is provided As the new parent company is the entity applying for pre-qualification, you must apply using its own UNGM account, reflecting its own legal name and country of incorporation — not the UNGM account or registration of the existing UK subsidiary UNOPS may consider the subsidiary's past contracts and the CVs of relevant staff as supporting evidence of the parent company's capacity — but this will only be accepted where you clearly demonstrate operational continuity, i.e. that the same key personnel, management systems, and resources that delivered the subsidiary's past performance will be available to and directed by the new parent company for future UNOPS contracts. A narrative explanation of how the restructuring affects staffing, management, and operational control should accompany the past contracts and CVs submitted. In addition to evidencing the ownership structure between the two entities, please include a signed letter from the new parent company (in the spirit of the declaration required under B.1) confirming that it assumes full responsibility and liability for the experience, past performance, and any other track record being relied upon from the subsidiary, and explaining the operational relationship going forward between the parent and the UK subsidiary. Please note this is a corporate structure not explicitly addressed under the standard PQ criteria, and your submission will be reviewed accordingly by the evaluation panel on its individual merits. UNOPS reserves the right to request additional supporting documentation as needed to properly assess the application, including further evidence of operational control or resource-sharing arrangements between the two entities. 3. Your proposal to demonstrate $1.5m in credit access is the correct route for a newly formed entity and is welcomed.

New clarification added: Question (18): we kindly ask clarification to the questions below:Form A includes items a-h, as well as confirmation, that the undersigned is authorised to sign the bid. These seems to be relevant standard text for when bidding for a RfQ, and not for submitting an application for Pre-Qualification. These parts were not included in Form A in the 2023 pre-qualification round. Can you, please, clarify, why this part is included in the form? And can you confirm, that we can delete this for our submission, given that is an application and not a bid, and it does not make sense to indicate a validity period of the application? Further, several of these points are included in Stage I of the Annex III, where we already confirm we accept these, e.g. accepting the Supplier Code of Conduct.It was our understanding from your response to question 9, that confirming a validity period of the application is not required, and that this would be removed from amended Form A. But it still appears in amendment 2 of Form A of the Returnable forms.Form A includes the following standard technical category: "Mechanical Demining - Ground Preparation, Hazard Detonation and Hazard Detection". Can we delete "Hazard Detection" in this category, if we currently do not employ this technology? Or will not being able to fully comply with the full standard technical category mean, that we are excluded from including this category in our application?We understand that Form E (Performance Security / Bank Guarantee) is not required as part of the pre-qualification (PQ) submission, but is instead provided for information purposes and would only need to be completed and submitted in the event of a successful tender for a contract. Could you please confirm whether this understanding is correct?Answer: While noting obsolete lines, please still sign form A to avoid any system-related exclusion and since it has a few important disclaimers. Its correct validity period is not stipulated in particulars. Unless you withdraw the application, it is considered valid when you apply till the decision. Regarding form B, yes we confirm that the process falls under sourcing, not solicitation. We appreciate your suggestion and applicants are required to complete and submit it along with their application.No, the sub-category of (Mechanical Demining - Ground Preparation, Hazard Detonation and Hazard Detection) cannot be split. Yes, your understanding is correct. Performance Security is not required at this stage. It is just for the future and applicant’s consent. However, an acceptance statement of this term must be submitted. Yes, performance security is only for reference. It is not required at this stage.There is no inconsistency. If the applicant accepts the performance guarantee (UNOPS standard template), they are required to confirm either (Yes, or No)Regarding the performance guarantee or bank guarantee, which (might be) requested from the supplier, this will be reviewed case by case. UNOPS may request PS from suppliers regardless if they are NGO or Commercial Supplier. Conclusion, UNOPS usually request Performance Security in order to mitigate any potential risks during the project contract implementation if the supplier did not perform as per the contract condition. As mentioned before, it is reviewed case by case subject to project complexity.

New clarification added: Question (15): We are currently preparing our submission for the UNOPS prequalification process and would like to seek clarification regarding the documentation requirements. With respect to Section D.2 concerning Standard Operating Procedures (SOPs), could you kindly confirm whether only one file must be uploaded for each technical category, or whether several SOP documents may be submitted under the same category?[Our company] developed several SOPs that, in some cases, correspond to the same technical category. We would therefore like to understand whether these SOPs should be consolidated into a single file prior to submission, or whether multiple SOP files may be uploaded under a given technical category.In addition, regarding sections D.4, D.5, D.6, E.5 and E.6, could you please confirm whether, alongside the required internal policy documents, it is permissible to submit supporting SOPs that are referenced by, or directly related to, those policies? We would like to ensure that our submission provides sufficient detail while remaining fully compliant with the requirements.Answer: Concerning Standard Operating Procedures (SOPs); you should be able to submit more than one SOP. You also should be able to submit SOPs for the other sections as evidence.Question (16): In reference to Annex III PQ Evaluation Criteria, item A.2, which requires 'please confirm your acceptance to submit a performance guarantee with a total of 5% of the contract', please confirm that in order to meet this requirement that companies must only complete the referenced Annex IV, Form A and that additional documentation from a bank or other finanical institution is not required.Answer: You are not required to complete nor submit any performance guarantee. This is a requirement if any contract should be signed with UNOPS.Question (17): To clarify the UNOPS answer to Question #11, companies may qualify if the company provides 1 relevant contract within the last 2 years plus other relevant contracts within the last 5 years for a total of 3 or more relevant contracts?Answer: Please refer to our previous answer above

New clarification added: Question (12): Annex I Guidance Notes and Annex III PQ Evaluation Criteria both list "Small Arms Light Weapons (SALW) Disposal": once under Standard Mine Action &Clearance Services and also under Risk Education, Community Support & Management Services. Can UNOPS please confirm if the reference in the second category is purely for evidence of SALW risk education capability and past performance?Answer: Please refer to our previous answer above and please note relevant amendments.Question (13): Good afternoon, in the Returnable Forms Annex IV, Form C, part III we noticed a line which calls for certified true copies of all qualifications and certifications. However this element is not specified in Annex III where key specs are listed (E3.) Is it sufficient to state that certified copies of qualifications are all available on request. If not, and certified copies are required to be submitted, please clarify if this only applies to the qualifications relevant to that application category.Answer: It is not mandatory to submit certified true copies of qualifications and certifications at this stage. A statement confirming that certified copies are available upon request is acceptable for the purposes of this pre-qualification. UNOPS reserves the right to request certified copies of qualifications at a later stage, including at the time of tender or before contract award. Question (14): Please elaborate on the expectations to meet the criteria under D.3. It is not realistic to upload accreditations for every country in which we have mine action programming, would it be acceptable to provide a sample of accreditations accompanied by a full list, for example?Answer: As stipulated in the PQ evaluation criteria annex III, it says “ Applicants to submit copies of previously obtained accreditation (desk and field accreditations, for example, and preferably relevant to each of the categories applied for). When organisations do not hold previous accreditation, they shall, in their submission, expand on the experience of their key personnel and how that experience will enable them to successfully pass future accreditation. NB: UNOPS PQ certificate will not be considered”."UNOPS doesn't request to "upload accreditations for every country", but to demonstrate their capabilities to obtain accreditation

Please can you confirm so that bidders can ensure they are providing the appropriate evidence for review.Answer: Above 7 points are answered below: Annex III - evaluation criteria will be amended to remove the duplication.If a bidder does not wish to apply for one of services within the “standard Mine Action & Clearance Services” or any specific group, they are still able to apply for other services within this or that group.There is no minimum number of contracts. Here, UNOPS is keen to review the applicant's previous experience. Regarding the client reference letters to be provided, they shall be from clients outside UNOPS/UNMAS. However, projects implemented for UNOPS at any field office can be considered for inclusion. As answered previously, there is no minimum number of contracts. With regards to the evaluation criteria (Annex III) and the returnable forms (Annex IV), UNOPS wishes to clarify the following: Form B (Past Contracts Form) — which applicants are required to complete - specifies that organisational experience should be demonstrated within the last two (2) years. However, UNOPS confirms that where a Bidder has limited project activity within the last 2 years for a specific ETM category, the evaluation panel will also take into account the following, in line with the D.1 guidelines in Annex III:Broader organisational experience -D.1 guidelines reference achievements and accidents within the last 5 years, meaning supporting documents (e.g. client evaluations, project completion reports, references) from beyond the 2-year window but within 5 years may be submitted .Key personnel/senior management experience - D.1 explicitly states that the experience of key personnel will be considered, particularly where organisational project volume is limited. CVs must demonstrate a minimum of 5 years of relevant ETM experience.In summary, Form B must include the last 2 years. However, you may include supplementary evidence from the broader 5-year window and/or personnel CVs may be submitted alongside it and will be considered by the evaluation panel when scoring D.1." 6. The evaluation panel will look for explicit language in the submitted policy confirming that DEI commitments extend to all categories of personnel, regardless of contract type or duty stationPlease be mindful that this is a Pass and Fail criteria 7. The requirement is for evidence that the proposed personnel named in Section E.3 have completed PSEAH training within the last 12 months. This means individual-level evidence tied to the specific individuals in the bidder's organization who are being proposed for this bid, not a general project example where staff received training.Acceptable evidence would include training completion records, attendance registers, or certificates that show the names of proposed personnel and the dates on which training was completed. The training must have taken place within the 12 months prior to submission.

Could you please confirm whether completing Form D and attaching audited financial statements is sufficient to answer Part B. Financial Information? Answer: Thanks, please note that Annex IV returnable forms is amended especially for B.3.2, in the returnable form. Also, please note that Annex III - evaluation criteria is also amended to correct the typo for form D. As mentioned in our documents, please note "To be considered compliant NGOs must be compliant with either B.3.1 or B.3.2" Question (9): Form A: Application Form requires a bid validity period to be inserted. New clarification added: Question (7): Hello, to clarify, for Stage 2, do we have to upload evidence (max 6 documents) for each technical area that we want to apply to? So for example if we want to pre-qualify for 6 areas, we have to evidence across the 6?Answer: During your application submission; if for example, the evidence is applied to a different category, then please title your document that the evidence is applied to those categories. No need to submit the same document, but it is important to inform us that the document is applicable to category 1,2,3 for instance.

New clarification added: Dear bidders, please note the below raised questions and our official responses in connection to the reference case: PQ/2026/62435Question (1): Our organisation has a current pre-qualification with UNOPS valid until 3 August 2028 (and granted on 20 August 2025 within PQ Ref: PQ/2024/52035). Our understanding is that we do not need to apply to this present PQ and that subsequent pre-qualification processes will be launched later in 2027 for registration as from the 2nd semester of 2028. Do you please confirm this interpretation?Answer: If your company is prequalified in the PQ/2024/52035, you do not need to apply, considering the duration of this PQ will be aligned to the validity of other PQ vendors as per the mentioned PQ/2024/52035. However, please review the ETM categories, you may choose to apply for any category you did not qualify in PQ/2024/52035, and any new category, if your company is interested and has relevant capacity. Question (2): Please clarify which CVs are required in the case of an iNGO with mine action programming in several countries. Should we provide a sample of technical staff in different countries? Please also clarify whether CVs for HQ leadership need to be provided.Answer: As per the evaluation criterion E.3 which says “ 4 x CVs of current (preferably) and/or previous employees that have worked in a capacity for the technical categories that the organization is applying for. CVs should demonstrate at least 5 years of relevant experience. Note: Start-up organizations may submit CVs of their Key Personnel ( 2 x Management and 2 x Operations minimum). The CVs should demonstrate at least 10 years of relevant experience Key personnel such as Project Manager, Ops Manager, Technical Advisor, QA/QC Officers, or equivalent positions; CVs shall follow the format provided (Form C); Unofficial English translation is required if relevant”Question (3): Please confirm how to indicate 'Yes' or 'No' for requirements under A in Annex III? Given the scope of these changes and in the interest of enabling applicants to submit complete, accurate and high-quality applications, we would respectfully request that UNOPS consider extending the submission deadline by one month. We appreciate your interest in working with us.Question (6): Dear UNOPS Procurement Team, we would appreciate clarification regarding the Financial Information requirements under section B.1 of PQ/2026/62435. Both section B.1 and Form D (Financial Information) refer to the requirement to complete “Form F” in addition to providing audited financial statements. However, in Annex IV (Returnable Forms), we could only identify Forms A, B, C, D and E, and we were unable to locate a Form F. We assume this may be a typographical reference (F=D), but would appreciate your confirmation to ensure full compliance with the submission requirements. Thank you in advance for your guidance.Answer: Please note that it is a typo and there is no Form F. It is Form D.
