New clarification added: QUESTION #8Section: Stakeholder Engagement and Project Implementation Support – Please confirm whether ETP/MOIT will provide access to relevant policies, studies, reports, datasets, and other background documents necessary for developing a comprehensive understanding of the Energy Efficiency Fund (EEF) and related project components. Additionally, please confirm whether ETP/MOIT will facilitate coordination and engagement with key government agencies, financial institutions, development partners, and other relevant stakeholders during project implementation.ANSWER:ETP and MOIT will support the contractor by facilitating access to relevant non-confidential policies, studies, reports, datasets and background documents available to them and considered relevant to the assignment.However, the contractor will remain responsible for identifying information needs, reviewing available public sources, collecting additional data where required, and validating assumptions through consultations and analysis.ETP and MOIT will also support coordination with key Government agencies, financial institutions, development partners and other relevant stakeholders where appropriate. This may include introductions, validation of stakeholder lists, and support in convening meetings or consultations.Bidders should still propose their own stakeholder engagement and data collection approach, as access to documents and stakeholders will depend on availability, relevance, confidentiality considerations and stakeholder responsiveness.QUESTION #9Section: Proposal Submission – We kindly request consideration of an extension of the proposal submission deadline until 24 June 2026.ANSWER:As of now, we will not extend the deadline for proposal submission due to the tight timeline for this project as requested by the Ministry of Industry and Trade.Best Regards,

New clarification added: QUESTION #1Section: Guidance on Event/Workshop/Travel Organization – Please confirm whether ETP/MOIT will provide participant lists, issue invitations, and facilitate stakeholder engagement, or whether these activities are expected to be undertaken by the consultant.ANSWER:No. During the Inception Phase and throughout the project, the consultant has to closely working with the beneficiary (Agency for Innovation, Green Growth and Industry Promotion) to prepare detailed workplan, project implementation and stakeholders engagement strategies and get them approved by ETP and MOIT. Once the Inception report is accepted, the consultant is fully responsible for implementation. The MOIT and ETP will provide limited support (at high-level) for the consultant only.QUESTION #2Section: Guidance on Event/Workshop/Travel Organization (Reimbursable Costs) – Please provide the indicative number of local and international missions anticipated during project implementation and confirm whether costs associated with the regional workshop (travel, accommodation, visa, etc.) should be excluded from the financial proposal.ANSWER:If this is related with clause 69, it's for the bidders' offer for Stakeholder Consultation and Validation Workshop under Deliverable 7 and Final Workshop under Deliverable 8 as per TOR. The cost for consultants' need (travel, accomodation) must be included in the financial proposal. If bidder has another travel beside this requirement, bidder are allowable to offer as per bidder's approach and methodology for this project. Noting that the financial proposal will be higher.If this is related with clause 73 - The consultant must be available to attend 1 in-person workshop with ETP in the region, if needed during project implementation, as per specified, bidder are not required to budget this component in their proposal submission.QUESTION #3Section: Other Important Requirements (Regional Workshop) – Please clarify whether the in-person regional workshop is separate from the validation and final workshops to be organized by the consultant. If so, please confirm that workshop organization, travel, and accommodation costs will be covered by ETP.ANSWER:If this is related with clause 73 - The consultant must be available to attend 1 in-person workshop with ETP in the region, if needed during project implementation, as per specified, bidder are not required to budget this component in their proposal submission.QUESTION #4Section: Value of Investments on RE, EE and Grid Projects Facilitated (USD 150 Million Financing Unlocked) – Please clarify whether achievement of this indicator requires facilitation and identification of financing opportunities only, or securing formal financing commitments and demonstrating actual financing mobilization.ANSWER:For this assignment, the indicator refers to identification and facilitation of credible financing opportunities, not the requirement to secure formal financing commitments or demonstrate actual disbursement.Bidders are expected to support pipeline identification, financing opportunity assessment, stakeholder engagement, and preparation of pathways that could help unlock future investment. Formal financing commitments and actual mobilisation of USD 150 million are not required within the assignment period.QUESTION #5Section: Total Number of Attendees in Trainings and Knowledge-Sharing Events – Please clarify whether the target of 80 cumulative participants is to be achieved through the two workshops alone or through all stakeholder engagement and capacity-building activities under the project.ANSWER:The target of 100 participants (in two events. Please correct the number to 100) refers to participants in the formal workshops / knowledge-sharing events organised under the assignment, not all stakeholder consultations or bilateral engagement activities. Other stakeholder meetings, interviews and consultations should still be documented, but they are not the primary basis for this indicator unless otherwise agreed during implementation.Bidders should track attendance for each workshop, avoid double counting where the same participant attends multiple events, and provide sex-disaggregated participant data.QUESTION #6Section: Communication and Outreach Materials – Please clarify the consultant's responsibilities regarding preparation and dissemination of outreach materials and confirm whether ETP will provide communication channels/platforms for publication.ANSWER:The consultant will prepare the communication and outreach materials (including press release and invitations to the local news reporters) to promote events organized during the course of the project. The press releases will be reviewed and approved by ETP and MOIT in advance. ETP will report the press releases on ETP's and UNOPS's channels while the consultant is responsible for promoting the project's events on the local news. However, ETP does not pay for articles. The articles are pro bono.QUESTION #7Section: Technical Assistance to Entities – Please clarify the methodology for measuring support provided to at least 15 entities and confirm whether ETP/MOIT will facilitate identification and engagement of these entities.ANSWER:Support to at least 15 entities should be measured based on documented technical assistance provided during the assignment. Eligible entities may include Government agencies, financial institutions, industrial enterprises, ESCOs, industry associations, or other relevant stakeholders involved in EEF design, implementation readiness, financing, or project pipeline development. The contractor should maintain a simple tracking record showing the entity name, type of entity, date and form of support, topic covered, and relevant output or follow-up action.The contractor will have the primary responsibility for identifying, mapping, engaging and providing technical assistance, in line with the assignment objectives and approved workplan. ETP and MOIT will provide support by facilitating access to relevant Government counterparts and, where appropriate, introducing or validating priority stakeholders. However, bidders should not assume that the full list of entities will be provided by ETP or MOIT.

New clarification added: QUESTION:We would like to request clarification regarding the requirements for personnel participation in this tender.Specifically, could you kindly confirm whether there are any restrictions on personnel being proposed in more than one bid for the same tender? In particular, we would like to understand:Whether key or non-key personnel must be exclusively committed to a single bidder; andWhether the same individual may be included in multiple proposals submitted by different bidding entities, provided that their availability can be ensured in the event that a bidder is awarded the contract.ANSWER:It's allowable for the same personnel being proposed by different bidders, as long as the personnel is not under a firm that is part of bidders' Joint Venture modality.If it's an individual arrangement or the personnel is under a firm that's being the subcontractor, it's allowable. Noting that sub-contractor's expertise and organizational credentials will not be considered during technical evaluation.Hope this clarifies. Best Regards,

We don't have any separation between international and local experts. We evaluate the bids and the proposed personnel based on the criteria for each position. You can mobilize either international or local experts as long as they meet the criteria.2. The mobilization and the inputs of each position will be dependent on your judgement of the TOR and the tasks listed. Please make the project estimation based on your judgement of the TOR.Best regards
