Consultancy: Review and Formulation of Lao PDR Decent Work Country Programme (DWCP) 2027–2031 The ILO seeks an experienced consultant to support the review of the Lao PDR Decent Work Country Programme (DWCP) 2022–2026 and the formulation of the new DWCP 2027–2031. The assignment will contribute to shaping ILO’s strategic framework for promoting decent work in Lao PDR, aligned with the UN Sustainable Development Cooperation Framework (UNSDCF) and the country’s 10th National Socio-Economic Development Plan (2026–2030). The consultant will undertake a comprehensive Country Programme Review (CPR) to assess achievements, challenges, lessons learned, and the overall contribution of the current DWCP to national development priorities, including employment, social protection, skills development, labour rights, and social dialogue. The review will apply participatory and evidence-based approaches, including desk review of reports, outcome harvesting, and consultations with ILO constituents and key stakeholders. Building on the findings, the consultant will lead the design and drafting of the DWCP 2027–2031. This includes facilitating tripartite consultations with government, employers, and workers’ organizations to define priorities, outcomes, and outputs, and ensuring alignment with ILO strategic frameworks and UN programming processes. The consultancy covers all stages of the DWCP development process: preparatory review, drafting, validation, and finalization. Deliverables include a CPR report, prioritization inputs, draft DWCP documents with results framework, and final validated programme document. The consultant will work closely with the ILO Country Office (CO-Bangkok), technical specialists, and national stakeholders. Strong expertise in programme evaluation, strategic planning, labour and employment issues, and stakeholder facilitation is required. The assignment is expected to be carried out between June and December 2026.
