New clarification added: Vendor's Clarification QuestionWe are participating in the tender for the Pre-Qualification of Grade One to Grade Five General Water Works Contractors (GWWC) for the Construction and Rehabilitation of Water Works Across Ethiopia.We would appreciate clarification regarding the evaluation criteria and the document checklist specified in the Returnable Schedules. Under the mandatory documents section, there is a requirement to provide evidence for Women-Owned Business (WOB) or Women-Led Business (WLB).Could you kindly clarify whether this requirement applies only to companies participating as a Joint Venture (JV), or whether it is also mandatory for a single-entity firm submitting a bid independently without a joint venture arrangement?UNOPS Response: Please note the requirement to submit evidence for Women-Owned Business (WOB) or Women-Led Business (WLB) is only applicable ( is mandatory) for the contractors who submit their application as Joint Ventures ( JVs). However, submission of this document is not mandatory for contractors who submitted an application as a single-entity firm I.e,  who submit application independently without a joint venture arrangement. 

New amendment added #1: This amendment is provided for the following reason: In the document  “ Section II- Invitation For Pre- qualification ( Scope & Evaluation criteria) For Water Works Pre-qualification “ the following amended texts have been provided. Lot 2- General water works Contractors Grade I, II, III, IV &  V        Note for Grade I to III contractors regarding their participation for lot 2: Grade I to III contractors who are sure that they meet the evaluation criteria for Lot 1 are not required to submit their application for Lot 2 because Grade I to III contractors who meet the criteria for Lot I will be pre-qualified automatically for Lot 2 as they already met the higher criteria for Lot 1. Grade I to III vendors who are sure that they don’t meet the qualification criteria for Lot 1, can apply for Lot 2 and they will be pre- qualified for Lot 2 only if they meet the criteria for Lot 2. 2. Under the qualification criteria for Lot 2 both in the document section II and also under the e-sourcing evaluation criteria, qualification criteria related to  Certificate of Competence (CoC) is amended to read as below:  Applicant should be registered in Federal Republic of Ethiopia by authorized Government Entity to engage in  General Water Works and should submit Certificate of Competence (CoC) as General Water Works Contractor (GWWC)  FROM GRADE One to FIVEWith regard to the above amendment , please see the amended document with file name " Amendment 1-  Section II- Invitation For Pre- qualification ( Scope & Evaluation criteria) For Water Works Pre-qualification" re-uploaded under the document section and please note all the amendments are highlighted in yellow in this document. 3. The bid submission deadline has been amended to 2026-06-15 11:00 UTC4. The deadline for clarification is amended to 2026-06-10 11:00 UTC5. Under the check list section,  submission of “ Documents for evidence For WOB ( Women- Owned Business) or WLB ( Women- Lead business)”, is amended to be optional as these documents should be submitted only if the application is submitted as a Joint Venture.  6.
