New clarification added: We would like to respectfully draw your attention to the fact that during the previous procurement process, our clarification requests were rejected without substantive review — the response was provided within a timeframe that did not physically allow for proper examination of the questions raised. We believe this contributed directly to the cancellation of that procurement and the unnecessary expenditure of UNOPS resources, an outcome that could have been avoided had the questions been duly considered. We therefore kindly request that the clarification requests submitted herein receive thorough and timely review. We also wish to note that a number of the current technical parameters are either technically unfeasible as stated, or are narrowed to the specifications of a single manufacturer of low-quality chassis of Chinese origin. This situation raises serious concerns regarding the integrity of the specification drafting process, and risks resulting in the procurement of substandard goods at inflated prices. The proposals set out below are intended to broaden competition and enable the participation of reputable European manufacturers of high-quality, technologically advanced chassis. We trust that UNOPS shares this objective and will give these proposals the consideration they deserve.Dear BidderThank you for your request. Please find the answer below. The requirements for the vehicles are fully operationally justified and represent the minimal technical characteristics that the vehicles must be compliant with to ensure required operational performance and meeting the end user’s operational requirements and at the same time are not limiting the international competition. The justification for each of the parameters are provided in the previous clarifications - changes to these requirements will compromise the operational capacity and suitability of the required vehicles (the ability to meet the performance requirements of the end user).Thank you.

New clarification added: 2.14 Please note that a folding seat, under road traffic regulations, cannot be used as a seat for carrying a passenger. A passenger seat must be installed in accordance with regulations and equipped with seat belts; otherwise, the carriage of passengers in it is not permitted. We therefore propose replacing the folding seat with a full-specification passenger seat compliant with applicable regulations.2.16.1 Please clarify whether the dimensions 5600×2300×2000 mm refer to the internal or external dimensions of the van body. If external, please clarify the reference point for the height measurement:From the top of the chassis frameFrom the van floor levelFrom the lower edge of the van body cladding (excluding the chassis longitudinal beams)2.16.2 Leading manufacturers today have largely moved away from conventional painted steel for body construction, as it remains susceptible to corrosion over time. More advanced and reliable materials are available, such as metal composite panels and special reinforced automotive plastic, which are more technologically sophisticated and resistant to external impact, resulting in a significantly longer service life of the body. We kindly request expanding the list of permitted materials to allow the offering of external cladding made of metal composite panels or special reinforced automotive plastic with a thickness of not less than 2 mm.2.16.4 Please note that a folding seat, under road traffic regulations, cannot be used as a seat for carrying a passenger. A passenger seat must be installed in accordance with regulations and equipped with seat belts; otherwise, the carriage of passengers in it is not permitted. We therefore propose replacing the folding seat with a full-specification passenger seat compliant with applicable regulations.2.20.2.2 Please confirm whether the requirement for a hydraulic winch specifically is essential. At the specified tractive force of 9000 kg, electric winches are available on the market that are significantly less expensive and easier to maintain. We kindly request clarification as to whether an electric winch with equivalent technical characteristics may be offered, given that the use of a hydraulic winch is generally justified only at tractive forces of 20 tonnes and above.Dear BidderThank you for your request. Please find the answers below.Lot 1. Clause 2.14. The requirements will be amended to be read as follows: “Capacity: at least 6 passengers (not including driver). In the cab — driver + 2 passengers. The passenger compartment of the van must be fitted as standard with 4 passenger seats equipped with seat belts. The technical department must be equipped with metalworking benches for metalworking tasks, including at least two vices (with serrated jaws at least 200 mm wide and a maximum jaw opening of at least 200 mm)”.Lot 1. Clause 2.16.1. Requirements refer to the internal dimensions of the body. The requirements will be amended to be read as follows: “Welded frame, isothermal two-section, minimum 5600x2300x2000 mm (applies to the van internal dimensions)”.Lot 1. Clause 2.16.2. The proposed expansion of the list of exterior cladding materials to include metal composite panels or special reinforced automotive plastic is not accepted. In the event of scratches, impacts or local mechanical damage, metal cladding is much more practical in operation, as it: better withstands local mechanical loads; allows straightening, welding and local repairs; can be restored without replacing a large panel; has higher maintainability in field or service conditions; provides better durability under intensive daily use.Metal composite panels or reinforced plastic may have individual advantages in terms of corrosion resistance, however, in the event of impact loads, cracks, delamination or punctures, their repair is usually more difficult, more expensive and often requires replacement of the entire damaged section. The requirements remain unchanged.Lot 1. Clause 2.16.4. The requirements will be amended to be read as follows: “The passenger compartment of the van must be fitted as standard with 4 passenger seats equipped with seat belts”.Lot 1. Clause 2.20.2. The requirements will be amended to be read as follows: “Hydraulic (or electric) winch for technological work, front-mounted, tractive force not less than 9000 kg, cable length not less than 30 m, Cable diameter not less than 11 mm”.Thank you.

New clarification added: 2.10 We kindly request relaxing the front overhang angle requirement to within 16–30 degrees, as this is more than sufficient for a 4×2 chassis used in urban conditions — a higher approach angle is only necessary for off-road chassis. Moreover, if the approach angle is measured for all European chassis manufacturers from the lowest point including the bumper (rather than from above the bumper), no European manufacturer achieves more than 16.5 degrees. The same applies to the departure angle — we kindly request relaxing this parameter to not less than 9 degrees. If measured from the lowest point of the completed vehicle rather than from the chassis frame, this parameter cannot exceed 9 degrees when building a van body of not less than 5600 mm in length with a crane-manipulator and cylinder compartments installed in accordance with safety regulations, as these increase the rear overhang and consequently reduce the departure angle.2.11 We kindly request relaxing this requirement to not more than 2500 mm. When building a van body of not less than 5600 mm in length with a crane-manipulator and cylinder compartments installed in accordance with safety regulations, the rear overhang cannot be equal to or less than 2000 mm. In such configuration, the rear overhang will be not less than 2480 mm.2.12 We kindly request relaxing the departure angle requirement to not less than 11 degrees. If measured from the lowest point of the completed vehicle rather than from the chassis frame, this parameter cannot exceed 11 degrees when building a van body of not less than 5600 mm in length with a crane-manipulator and cylinder compartments installed in accordance with safety regulations, as these increase the rear overhang and consequently reduce the departure angle.Dear BidderThank you for your request. Please find the answers below.Lot 1. Clause 2.10. The specified parameter is technically justified in view of the purpose of the vehicle and its operating conditions. The vehicle is intended not only for movement in standard urban conditions, but also for carrying out work on the restoration and maintenance of critical infrastructure facilities, including in conditions of damaged road surfaces, entrances to facilities with uneven terrain, curbs, technological platforms, dirt or partially destroyed access roads. The front overhang angle within 25–30 degrees is necessary to ensure safe access to such facilities without the risk of damage to the front of the vehicle, bumper, installed equipment, winch or other elements located in the front of the car. Reducing this parameter to 16 degrees will significantly limit the vehicle's cross-country ability and may lead to the impossibility of its use for its intended purpose in real operating conditions. It should also be noted that the requirement for the front overhang angle is not established with the aim of restricting competition, but taking into account the functional purpose of the vehicle, safety requirements, durability and reliability during emergency repair work. Participants can offer any technical solution or chassis of any manufacturer, provided that it meets the established minimum operational characteristics. The requirement for a rear overhang angle of at least 12 degrees is technically justified and is established taking into account the actual purpose of the vehicle, which is to be used for emergency repair and technological work, including at critical infrastructure facilities. Such operating conditions include movement not only on public roads, but also on access roads with uneven surfaces, technological platforms, areas with slopes, curbs, damaged road surfaces or limited maneuvering conditions.Reducing the rear overhang angle to 9 degrees significantly increases the risk of the rear of the vehicle contacting the road surface or obstacles when driving down slopes, overcoming irregularities, entering technological areas or driving on damaged areas. This can lead to damage to the specialized body, rear compartments, fastening elements, rear underrun protection, electrical or pneumatic connections, as well as other installed equipment. The reference to the fact that the installation of a van with a length of at least 5600 mm, a crane-manipulator and cylinder compartments increases the rear overhang is not a sufficient basis for reducing the minimum operational requirements. It is precisely with the presence of specialized equipment and the need to protect it during operation that the requirement for the minimum rear overhang angle is established. The participant must provide such a layout of the body, equipment, compartments and attachments that will ensure that the vehicle meets the established parameters without impairing its cross-country ability and operational safety. The requirements remain unchanged.Lot 1. Clause 2.11. Increasing the permissible rear overhang to 2500 mm creates a risk of non-compliance with the requirement for a rear overhang angle of at least 12°, worsens the geometric cross-country ability of the vehicle and increases the risk of damage to the rear of the specialized body and equipment during operation. The requirements remain unchanged.Lot 1. Clause 2.12. Reducing the rear overhang angle to 11 degrees significantly increases the risk of the rear of the vehicle contacting the road surface or obstacles when driving down slopes, overcoming irregularities, entering technological areas or driving on damaged areas. New clarification added: Dear Customer,Please find below our clarification requests and proposals regarding the technical specification for Lot No. 1:2.2.1 Please clarify what exactly is meant by a payload capacity of not less than 3 tonnes:Chassis payload capacityPayload capacity of the completed vehicle without additional equipmentPayload capacity of the completed vehicle with all equipment specified in the technical specification2.2.2 Please note that the maximum permissible vehicle height in Ukraine is 4000 mm, and limiting the overall vehicle height to 3500 mm (4×2) and 3600 mm (4×4) severely restricts the internal height of the van body in which personnel are required to work. Performing critical infrastructure restoration while crouching or with a bent head is highly impractical. We therefore kindly request increasing the maximum permissible height for the 4×4 chassis vehicle to at least 3700 mm. Our company is able to offer a height of 3700 mm; however, our goal is not merely to formally comply with the specification, but to deliver a product that is genuinely high-quality, comfortable, and safe to use.2.8 We kindly request relaxing this requirement to not less than 180 mm for the 4×2 chassis (the 4×4 requirement to remain unchanged). A ground clearance of 180 mm is more than sufficient for urban operating conditions and would allow the use of an optimal chassis without over-spending the UNOPS budget on a larger chassis with clearance that will simply not be utilised.2.9.1 Please clarify from which reference point the front overhang is measured:From the centre of the front axleFrom the front edge of the front wheelIf measured from the centre of the front axle, we kindly request increasing this parameter to 1400 mm. The difference is only 100 mm, but this would allow participation with high-quality chassis from European manufacturers. Currently competition is severely limited and no European manufacturer's chassis meets this requirement.2.9.2 Please clarify from which reference point the front overhang is measured:From the centre of the rear axleFrom the rear edge of the rear wheelIf measured from the centre of the rear axle, we kindly request increasing this parameter to 1850 mm. The difference is only 150 mm, but this would allow participation with high-quality chassis from European manufacturers. Currently competition is severely limited and no European manufacturer's chassis meets this requirement.Dear BidderThank you for your request. Please find the answers below.Lot 1. Clause 2.2.1. As clearly specified in the requirements the payload capacity of 3 tons is required for transportation of personnel and cargo and is the capacity of the completed vehicle with all equipment specified in the technical specification (after installation of the specialized body and additional equipment).Lot 1. Clause 2.2.2. The requirements for clause 2.2.2 will be amended to be read as follows: “Vehicle dimensions (LxWxH), mm for a vehicle with a 4x2 wheel formula: not more than 8200x2400x3600 (applies to the completed vehicle without winch). Vehicle dimensions (LxWxH), mm for a vehicle with a 4x4 wheel formula: not more than 8600x2400x3700 (applies to the completed vehicle with winch)”.Lot 1. Clause 2.8. The requirement for ground clearance of at least 240 mm is technically justified taking into account the purpose of the vehicle and the real conditions of its operation. The vehicle is intended to be used not only on flat city roads, but also for emergency repair and technological work on critical infrastructure facilities, where damaged road surfaces, uneven access roads, curbs, soil areas, technological sites, construction debris and other obstacles are possible.Ground clearance of 180 mm may be sufficient for a standard road vehicle in urban conditions, but for a specialized vehicle with a body, tools, equipment, cargo and personnel, this indicator is insufficient. After installing a specialized body, additional equipment and a full load, the actual ground clearance may decrease, which increases the risk of damage to the lower elements of the vehicle, including suspension elements, fuel system, pneumatic and electrical lines, compartments, fasteners and the lower part of the body. The requirements remain unchanged.Lot 1. Clause 2.9.1. The front overhang is measured from the centre of the front axle.Lot 1. Clause 2.9.2. The front overhang is measured from the centre of the front axle.Thank you.

New clarification added: Could you please confirm if we can offer brand new vehicles, but model year 2024?Dear BidderThank you for your request. Please find the answer below.According to clause 2.1 of the Section II Schedule of Requirements (for both lots) “The vehicles must be new, undamaged, and manufactured no earlier than 2025”. “Manufactured not earlier than 2025” does not mean that the year of introduction of the model of the vehicle should be 2025 or 2026 - the requirement refers to only the year of manufacturing (production) of the offered vehicles. Thank you.

New clarification added: Dear Sirs, 1) In lot No1, please clarify clause 2.2.1 - The carrying capacity of the vehicle is at least 3 tons, since it is not entirely clear if this includes the weight of the crew of 7 people * ±100kg = 700kg, then what will remain for the transportation of materials is just 2.3 tons, or should there be a carrying capacity of the cargo of at least 3 tons?In the segment of special equipment (trucks), there are three weight parameters.DEFINITION of how to calculate the load capacity:1. The curb weight of a vehicle (or curb weight) is the weight of the vehicle when fully fueled (including all fluids, coolant, full tank of fuel, and standard equipment and inventory), but without the driver, passengers, and cargo. *according to the technical requirements-criteria specified in your chart, the preliminary weight of the "Standard Equipment and Inventory" is more than 2300 kg.2. Gross vehicle weight is the maximum permissible weight of vehicle, taking into account the weight of the vehicle itself, the driver, all passengers and the transported cargo, established by the manufacturer.3. Vehicle load capacity is the maximum weight of cargo that a vehicle can safely carry. It is calculated as the difference between the permissible gross weight and the unladen weight of the vehicle.2) In lot No.1, please specify clause 2.2.2 - dimensions for vehicles with a 4x4 wheel formula: no more than 8600x2400x3600 (applies to a finished vehicle without a winch). If the winch is stationary, the length must include the winch having been installed. Please specify the permissible length including the winch.DEFINITION:Vehicle dimensions are its physical dimensions: length, width and height, accounting for the extreme points without mirrors.Dear BidderThank you for your request. Please find the answers below. The vehicle must be based on a chassis with a rated load capacity capable for transportation of the personnel and cargo (after installation of the specialized body and additional equipment). Payload capacity for transportation of personnel and cargo – not less than 3 tons. It is clear that the payload capacity of not less than 3 tons is required for the personnel and cargo. This is the typo. The requirements should specify the length of the vehicle with a winch for item 2 (the parameter must be reflected in the manufacturer’s technical documentation for the vehicle). The requirements for the clause 2.2.2 will be amended to be read as follows: “Vehicle dimensions (LxWxH), mm for a vehicle with a 4x2 wheel formula: not more than 8200x2400x3500 (applies to the completed vehicle without winch). Vehicle dimensions (LxWxH), mm for a vehicle with a 4x4 wheel formula: not more than 8600x2400x3600 (applies to the completed vehicle with winch).Thank you.
