Description
The United Nations intend to issue a solicitation in the next few months to establish a global system contract for the provision of the Ballistic Resistance Products to support the United Nations Peacekeeping Missions. The Global System contract allowing all UN entities to place Purchase Order directly with the contract awarded Vendor as per prices, terms and conditions stated in the final contract for the supply of products will be awarded for an initial period of three (3) years with an option to extend for two (2) additional 1-year periods (3+1+1) at the sole discretion of the UN and upon satisfactory performance of the contractor. The UN may request split award for the products A and B, specified below: A. Ballistic Resistant Obervation Towers and Cabins with resistance to following threat levels that are currently faced by UN Field Environments: The current threat levels faced by UN Field Environments are as follows: The threat levels for which ballistic protection required shall be according to NIJ 0108.01 or EN1522 (for glass EN 1063) or VPAM APR or UL 752 or any other equivalent international standards against: • Threat Level 7.62 x 39mm - FMJ/PB/FeC • Threat Level 7.62 x 51mm/308 Win - FMJ/PB/SC • Threat Level 7.62 x 51mm/308 Win - FMJ/PB/HC (FMJ - Full Metal Jacket, PB - Pointed Bullet, SC - Soft Core, HC - Hard Core) A1. Modular Ballistic Observation Towers of height 2 meters, 4 meters and 6 meters with full ballistic protection from top to bottom that is of cabin and tower structure with internal stairways. A2. Modular Ballistic Resistant Cabin with two (2) options: Option 1: Ballistic Resistant Cabin only and Option 2: Ballistic Resistant Cabin with prefabricated tower structure (not ballistic resistant) A3. Ballistic Resistant Modular Mobile Cabin that can be transported to a new/temporary location with minimal preparation and with standardized logistic equipment (trailer only, no crane), sufficient for 2 people. B. Overhead Side Protection Products with resistance to following threat levels that are currently faced by UN Field Environments: • O1: Indirect fire direct hit on top with mortars up to 82mm (equivalent to STANAG 2280 C3). • O2: Indirect fire direct hit on top with mortars 120mm and rockets 107mm (equivalent to STANAG C4). • O3: Indirect fire direct hit on top with 155mm artillery and 122mm rockets (equivalent to STANAG C5). For side protection, S1-4 are mandatory requirements, but can be designed in upgradeable modules. • S1: Direct fire hit on the side with assault rifles 7.62mm AP (equivalent to STANAG A2) • S2: Direct fire hit on the side with heavy machine guns 12.7-14.5mm AP (equivalent to STANAG A4) • S3: Direct fire hit on the side with shoulder-fired anti-tank weapons with shaped charge (equivalent to STANAG B4). • S4: Near miss (5m) with 155mm artillery and 122mm rockets. B1. Overhead and side protection solutions that shall be connected to existing prefabricated structures to protect from indirect fire and drone threats. B2. Overhead and side protection standalone solutions that acts as shelters/canopy for the existing prefabricated structures or tents to provide protection. The vendor shall be able to provide the solutions with proven design testing for different threats levels, design codes and standards, layouts, rapid deployability, and easy installation where applicable. The bidder must be either the manufacturer or an authorized supplier of products and shall have a minimum 5 (five) years of experience. The detailed Scope of Requirements (SOR), providing detailed performance and technical specifications, quantities, and delivery, along with other the detailed Evaluation Criteria and Pricing Matrix, will be sent out to all bidders responding to this Expression of Interest (EOI). Specific Requirements/Information Companies that wish to participate in the upcoming tender are requested to submit their Expression of Interest (EOI) by submitting the electronic Vendor Response Form as per below instructions. Suppliers must be duly registered as a UN Secretariat vendor in the United Nations Global Marketplace (www.ungm.org) at the Basic Level or above to participate in the upcoming tender. Vendors are advised that this EOI does not constitute a solicitation. The UN reserves the right to change or cancel this requirement at any time during the EOI and/or solicitation process.
