Tender description: The United Nations Office for Project Services (UNOPS) is pleased to invite prospective bidders to submit a bid in response to this Invitation to Bid (ITB) for the establishment of Long-Term Agreements (LTAs) for the supply of PE100 HDPE pipes, steel pipes, fittings, and valves in support of the Water Emergency Relief Project (WERP) in Kabul, Afghanistan.

New clarification added: Dear Bidders,Please take note of the following questions and responses from UNOPS:Question 1:What is the standard length of each PE100 HDPE pipe section in Lot 1? Are lengths of 6m, 9m, 12m or other lengths acceptable? Are there any maximum bundle weight or bundle diameter restrictions?Response 1:The technical specifications explicitly require PE100 HDPE pipes to be supplied in straight lengths of 6 meters and/or 12 meters, with a length tolerance of ±1%. Other lengths, such as 9 meters, are not acceptable. Regarding packaging, there are no maximum bundle weight or diameter restrictions specified; however, pipes must be securely bundled with uniform length and diameter per bundle using non-metallic (plastic) straps, and mixed-size bundling is strictly prohibited.Question 2:Will the tests of each production batch of finished pipes be performed by a third-party laboratory designated by UNOPS, or can they be performed by the supplier's in-house laboratory? If in-house testing is permitted, what qualifications or accreditations are required?Response 2:In-house testing is not permitted for the finished pipe testing. As indicated in section II of this tender, the tests must be performed by an independent third-party laboratory. Bidders must propose a list of three independent, accredited local testing laboratories (holding recognized accreditations such as ISO/IEC 17025) with no conflict of interest for UNOPS to select from. The supplier must bear all associated costs for this testing.Question 3:For Class 150 carbon steel flanged fittings, is ASTM A105 acceptable? If there are other specific requirements, please specify.Response 3:Yes, ASTM A105 (Carbon Steel Forgings for Piping Applications) is an acceptable material specification for the steel flanged fittings.Question 4:What is the required bolt length? Should the supplier determine the length based on flange thickness? If specified in a standard, please indicate.Response:The required machine bolt lengths (accommodating two washers each) must strictly comply with ASME B16.42-2021 or an equivalent ISO standard. You can find the specific lengths in the "Templates for Drilling Class 150 Ductile Iron Flanges" table located within the provided document "Annex A: Dimensions for Fittings, Valves, and Joints".Question 5:Please clarify the required bolt length.Response 5:Please refer to Response 4 above. Bolt lengths must comply with ASME B16.42-2021 or an equivalent ISO standard.Question 6:What is the required gasket material? (e.g., rubber sheet, non-asbestos, PTFE, spiral wound?)Response 6:The required gaskets are nonmetallic flat gaskets. They must comply with the dimensions and requirements of ASME B16.21-2021 and ASME B16.5-2025 or an equivalent ISO standard.Question 7:Is there a specific standard requirement? (e.g., ASTM, ISO, FSA standard?)Response 7:As indicated in the solicitation documents (specifically under Item 1 of the UNOPS Minimum Requirements in 'Form D (Lot 5)' and within the dedicated Rubber Expansion Joint table in 'Annex A'), Rubber flexible couplings (expansion joints) must comply with the FSA-PSJ-703 standard and ASME B16.5 Class 150, or an equivalent ISO standard.Question 8:Kindly confirm whether the specified pipe diameter should be DN 380 or DN 400.Response 8:The reference to "DN 380" in Form C (Lot 1), BOQ line 1.12 of the Price Schedule, was a typographical error. The pipe diameter has been corrected from the non-standard 380 mm to the correct size of 400 mm to align with the required ISO 4427 standards and the corresponding fittings specified in Lot 3.UNOPS has issued Amendment 2 to correct this error. Please ensure you download and use the revised financial offer spreadsheet, specifically "Revision 01_Form C (Lot 1)_ Price Schedule (Financial Offer)", when preparing and submitting your financial offer for Lot 1.Question 9:Which pressure rating or standard shall be considered for bidding and supply purposes: Class 150 or PN 16?Response:For the steel pipes and flanged fittings, the required pressure rating to be considered for bidding and supply purposes is strictly Class 150.While Annex A includes references to "PN 16" in certain table headers, this serves as a shared dimensional reference and does not override the explicit requirement in the Form C, Form D, and Schedule of Requirements to supply and mark these specific components as Class 150.Question 10:In the event that both standards are intended, please provide the applicable requirements and relevant item references.Response 10:Please refer to response 9 above.Question 11:Please confirm the required pipe material, specifically whether the specified steel pipes and fittings shall be Carbon Steel or another material grade.Response 11:For the steel pipes and flanged fittings, the required material is broadly specified as Steel. The requirements do not restrict the supply exclusively to Carbon Steel, provided that the offered material grade strictly complies with the specified manufacturing and dimensional standards as per the Form Ds and Annexes. Please note that per Form D (Lot 2), whatever steel grade is offered, all flanges, fittings, and valves must still be permanently marked with the applicable ASTM material specification chosen by the manufacturer. Note: If you are also submitting an offer for Lot 4 (Flow Control Valves), please be aware that Annex A explicitly requires the Foot Valves to have a Carbon Steel flanged body style.

New amendment added #2: Dear Bidders,Kindly find the amendment to this tender for your reference:A typographical error has been identified in the bidding documents for Lot 1 (PE100 HDPE Pipes). Specifically, in BOQ line 1.12 of the Price Schedule, the pipe diameter has been corrected from the non-standard 380 mm to the correct size of 400 mm to align with the required ISO 4427 standards and the corresponding fittings specified in Lot 3.Please find attached the revised financial offer spreadsheet, "Form C (Lot 1)_Rev1". You must download and use this revised document when preparing and submitting your financial offer for Lot 1.To allow sufficient time to accommodate this change and source quotes for the correct 400 mm pipes, the bid submission deadline has been extended to Monday 15 June 2026 at 10:00 UTC. New clarification added: Thanks for clarification. We have some following querry1) In case of HDPE length you neeed it in 6 Mtr OR 12 Mtr. Do you accept length 11.80 Mtr which is easy for logistic purpose. We assure you that we will supply correct quantity which you mentined. 2) In todays pre bid meeting you informed that delivery period 60 days for Lot 1 & 30 days for other Lots. Sir in case of HDPE fittings you are asking High dimension fittings. And it also takes time for manufacturing it. This fitting is not fast moving items and not always in inventry. Logistics time also required for delivery . So we request here for 60 days delivery period for all Lots. Thanks Once again.Dear Bidder,Thank you for your inquiry. Regarding the HDPE Pipe Length: The technical specifications explicitly require PE100 HDPE pipes to be supplied in straight lengths of 6 meters and/or 12 meters, with a strict length tolerance of ±1%. For a 12-meter pipe, the maximum allowable negative tolerance of 1% permits a minimum length of 11.88 meters. Therefore, a length of 11.80 meters falls outside the acceptable tolerance and is not permitted. Bidders must strictly comply with providing the 6-meter or 12-meter lengths as specified.2. Regarding the Delivery Period: First, please note there is a misunderstanding regarding the Lot 1 timeline in your query. As officially stated in Section II: Schedule of Requirements and confirmed during the pre-bid meeting, the delivery lead time is a maximum of 90 days for Lot 1.For Lots 2, 3, 4, and 5 (which includes the HDPE fittings), the delivery timeline of a maximum of 30 days remains unchanged. This equipment is vital for the launch and early site work of the WERP solar irrigation systems, and our strict project deadlines require rapid Call-Off Orders. Any supply delays beyond 30 days for these lots will disrupt construction and create operational bottlenecks, so we cannot grant an extension to 60 days.
