Description
Design, Development and Operationalization of a Digital Recyclable Waste Monitoring and Coordination System for Western Province of Sri Lanka. 


UNDP Sri Lanka, in collaboration with the Ministry of Public Administration, Provincial Councils and Local Government (MoPAPCLG) and the Western Province Waste Management Authority (WPWMA), is implementing a plastic waste management initiative under the regional programme titled “Management of Plastic Waste and Circular Interventions in South, Southeast Asia, and the Pacific”, funded by The Coca-Cola Foundation (TCCF).

The project aims to strengthen plastic and recyclable waste management systems across selected Local Authorities (LAs) in the Western Province, many of which channel collected waste to the Karadiyana Waste Management Centre (KWMC). A key constraint identified during project implementation and requested by the responsible authorities is the absence of a centralized, structured, and real-time digital system to track waste quantities, monitor material flows, connect value chain actors, and supporting data-driven planning and decision-making

At present, waste quantity data collection across LAs, resource banks, collectors, and Material Recovery Facilities (MRFs) remain fragmented, inconsistent, and manual. This limits visibility across the value chain and constrains effective coordination. There is no single integrated digital platform that enables:

•    Real-time data collection and reporting from waste collectors and resource banks; 
•    Stronger linkages between waste generators, collectors, and recyclers (including MRFs); 
•    Integrated monitoring and tracking of waste flows across the Western and other provinces.

Addressing these systematic gaps, UNDP intends to engage a service provider to design, develop, and operationalize a Digital Waste Monitoring and Coordination System


  Objective;

The objective of this assignment is to design, develop, and operationalize an integrated digital system to support structured data collection, monitoring, coordination, and reporting of all recyclable waste including plastic waste across the Western Province, with potential for replication in other provinces
