Description of the Assignment:


The main objective of this assignment is to develop a legally accurate, simplified and user-friendly Legal Aid Operational Framework that aligns the Legal Aid Act with existing Standard Operating Procedures (SOPs) that is accessible in both official languages (English and siSwati).


The assignment will specifically aim to:

  • Align law and practice: Review, map, and harmonize provisions of the Legal Aid Act with existing SOPs to ensure consistency between the legal framework and day-to-day legal aid operations.
  • Simplify and operationalize legal content: Translate complex legal provisions into clear, plain-language and actionable guidance that can be easily understood and applied by legal aid staff and service users, while preserving legal intent and integrity.
  • Enhance accessibility and inclusivity: Ensure that the resulting framework is linguistically, culturally, and contextually appropriate for legal aid beneficiaries and frontline staff, including through the use of visual and process-based tools.
The consultant shall undertake the following tasks:
  1. Review and Mapping of Existing Frameworks
  2. Drafting, Harmonization, and Simplification
  3. Translation and Quality Assurance
The ideal candidate should meet or exceed the below requirements;
  • Have a postgraduate qualification in a field related to this assignment (Law, Languages, Social Sciences or equivalent professional experience - with at least 6 years relevant professional experience.
    • The candidate must have a professional certification in writing/editing, translation or equivalent.
    • Strong analytical, editorial, planning and organisational skills.
    • Experience in developing simplified editions of documents and translation.
  • Proven ability to analyse legislation and Standard Operating Procedures (SOPs) for gaps, inconsistencies, or alignment with international human rights standards.
  • Drafting & Plain Language Proficiency.
  • Simplification / ability to convert complex clauses into simple English without losing legal accuracy.
  • SOP Optimization: Experience in drafting operational manuals that are practical for end users.
  • Structural Logic: Skills in organizing information so that it follows a user’s journey.
  • Ability to find or create equivalent terms for legal concepts that may not have a direct translation in the target language.
  • Understanding the socio-legal context to ensure the tone is respectful and accessible to Emaswati.
  • Exceptional communication skills – both written and verbal
