The solicitation documents confirm that a secondary bidding process will be conducted among LTA holders for these Call-Off tasks; however, the evaluation methodology to be applied at the secondary bidding stage is not defined in the RFP documentation. Could UNOPS clarify whether secondary bids will be assessed solely on candidate profiles and proposed daily rates, or whether additional technical and/or commercial evaluation criteria will apply? This will allow offerors to ensure their LTA proposals are appropriately structuredIt is our understanding that the LTA will be signed with a single UNOPS office, and that all Call-Off tasks — regardless of the UNOPS operational office ultimately receiving the services — will be managed through this contracting office. Consequently, all invoicing would be directed to this single entity. Could UNOPS confirm this understanding?Could UNOPS indicate the geographical location of the office that will sign and administer the LTA? This has no bearing on our technical or financial proposal, but as a global firm it determines which of our legal entities would be the contracting party, and we would like to ensure the correct entity is named in our submissionForm F requires offerors to submit a 'Total Financial Proposal [USD]'. Schedule of Requirements part 2.2.1 it notes that you must submit a certified audited financial or income statements submitted (Average of the last 2 years will be checked for compliance with this criterion). As a small, privately owned business we do not perform an annual audit, but we do have an unaudited financial statement and unaudited/certfied income statement. Would it be ok to submit one of those instead of a certfied and audited version?A.22. Kindly confirm whether this information may be omitted for the profiles we intend to submit on this basis.A.13 No provision exists in the UNOPS legislative framework allowing the omission of nationality data based on data protection regulations. Even though this tender has no excluded nationalities, the process of conducting an eligibility check remains a mandatory regulatory gateway for the evaluation team As for the Data protection, please refer to clause 44 of Section II: Instruction to Offerors

New clarification added: Q 12. We would like to clarify whether a single reference can be used for multiple lots, or if each lot must have different references.A.12. We assume the question is about reference contracts: The requirement for case studies states "Submission of a minimum of two (2) completed case studies from the last five years or reference contracts of comparable complexity and scope to the Lot(s) applied for" and is explicitly noted as "Applicable per LOT." and must demonstrate equivalent technical outputs at a scale and complexity relevant to operational contexts applicable to each LOT.Since each lot covers a distinct technical domain (Remote Sensing, AI/ML, Platform Development, and Advisory), the standard of comparability would differ per lot. A reference demonstrating SAR satellite analysis would be relevant to Lot 1 but would not satisfy the comparability requirement for Lot 3 (platform/pipeline development), for example.The RFP does not explicitly prohibit using the same reference across multiple lots, but given that case studies must demonstrate outputs comparable to each specific lot, it would be difficult in practice for a single reference to satisfy the comparability standard for more than one lot - unless the referenced project genuinely covered multiple technical disciplines and if it does, it will be assessed so.

Dear UNOPS Procurement Team,We would be grateful for further clarification regarding the expected use of the Long-Term Agreement and the anticipated nature of future call-offs / Purchase Orders under the framework.The RFP indicates that services will be requested through future Purchase Orders / call-off assignments under the LTA, and that vendors should be able to respond to secondary bidding requests within the required timeframe. However, in order to properly assess the feasibility of our participation, proposed team structure, resource availability, and pricing approach, we would appreciate any indicative guidance on the expected scale and frequency of assignments.In particular, could UNOPS please clarify, on an indicative and non-binding basis:Whether future call-offs are expected to be mostly short, discrete assignments, for example approximately 5–10 person-days, or whether UNOPS also expects larger consultancy-style task orders requiring a team over several months, for example 4–5 months of engagement.Whether call-offs are expected to involve individual experts only, or whether UNOPS anticipates task orders requiring multi-person teams composed of a Team Lead, Technical Specialist(s), and Junior Analyst(s).Whether UNOPS can provide an indicative estimate of the expected number of call-offs / Purchase Orders per year under each lot, or across the LTA as a whole.Whether UNOPS can provide any indicative information on the expected average or typical financial envelope / budget range for individual call-offs, even if only broad ranges are available.We understand that the LTA is non-exclusive and that UNOPS may not be able to guarantee any minimum volume of work. Many companies have a business model based on Software as a Service (SaaS) or in which the products are sold at a standard rate with services included. Can such companies who cannot provide an daily rate but the same level of service apply? The RFP format of the evaluation methodology looks at the quality of the submissions. Thus, any certification, diploma, or evidence supporting your proposal will economise time for clarifications at the evaluation stage.

With reference to the instructions in Form G: Technical Proposal Form, which states that the proposal 'must be organized to follow the format of this Technical Proposal Form' and that 'where a descriptive response is requested, failure to provide the same will be viewed as non-responsive', could you please clarify the following:Is it permissible for an Offeror to provide concise summary responses directly within the '[Insert response here]' fields of Form G whic cross-reference a separate, more detailed technical attachment (e.g., an Annex or Technical Narrative document) for in-depth explanations? Or is it a strict requirement that the full substantive technical response be contained exclusively within the fields of the Form G document itself?A 6. Offerors are required to complete all sections of Form G and provide responses in the designated fields. Concise summary responses within the Form G fields are acceptable, provided that they clearly address the requirement and reference the relevant supporting documentation attached to the proposal.Where additional detail is necessary, Offerors may supplement their responses through annexes, technical narratives, or other supporting documents.
