New clarification added: C#5:Could you kindly clarify whether, within the framework of this intervention, non-governmental organizations (NGOs) are eligible to apply either solely on their own behalf or as part of a joint venture with a construction company? Specifically, we would appreciate confirmation on whether both application models are permissible under the current terms of this intervention.R#5:Bidders shall meet the following stipulated criteria: “The bidder has a Business License from the body that governs and regulates the construction industry in Afghanistan. In case of Joint Venture (JV), at least the leading member must meet this criteria.”In addition, NGOs as a bidder or as a Joint Venture partner shall be legally permitted by the Afghanistan law to participate in the tender and shall provide sufficient regulatory documents along with its bid.C#6:We would appreciate your clarification regarding the following BOQ item under the Structural Works section of Lot 2 of the project "Renovation, Retrofitting and Reconstruction of Four Health Facilities in Herat, Afghanistan":Micro Concrete for Column Jacketing – Sikacrete-114 PK or EquivalentQuantity: 73,058.42 KGThe specified quantity appears unusually high for a project of this nature. Therefore, we kindly request clarification on whether the indicated quantity represents:The total quantity of Sikacrete-114 PK (or equivalent micro concrete material) only; orThe quantity of the entire concrete mix, including all constituents used in the column jacketing works.We would also appreciate confirmation of this item for Lots 3 and 4, where similarly large quantities have been specified under the Structural Works section.R#6:The specified quantity of micro-concrete has been verified. For detailed technical specifications, bidders should consult the cross-sections for column retrofitting provided in drawing 4983-031 S 26103 00. The design utilizes high-strength concrete (54 MPa) for column jacketing, with a required thickness of 10 cm applied to 36 columns within Lot 2.Bidders are also advised to consult the pertinent drawings associated with Lots 3 and 4.

New clarification added: C#1:In LOT4 Annex 4_ BoQ Sang e Kotal.xlsx, Component 7: Solar Works, Items 7.01 and 7.02 refer to a total installed capacity of 35 kW, and Item 7.03 refers to 117 kWh battery backup. However, Item 7.05, PV Mount Roof Top Structure, refers to total installed capacity required of 55 kW. Kindly confirm whether the required PV mounting structure for Lot 4 should be designed and priced for 35 kW or 55 kW.R#1:It is confirmed that the total installation capacity for the PV modules is 35 kW. Additionally, the 117 kWh battery backup is confirmed. The PV mounting structure must be designed with the specific capacity to accommodate the number of PV units required to generate 35 kW. Please refer to annex 3 drawing number 4983-161 PV 4E17 00, 4983-161 PV 4E18 00, 4983-161 PV 4E19 00, 4983-161 PV 4E 20 00 and 4983-161 PV 4E 21 00.C#2:For waste disposal reference is made to “Municipality of Sinjar”. We believe this is a copy paste error since this project is in Herat not Iraq. Please confirm. (You may add this as a correction and not as our clarification question) R#2:This is a typo. The project location is Herat, Afghanistan.C#3:In the BOQs for Lots 1–4, Section 11, Item 11.01, Provision of Temporary/Rental Space for Healthcare Services, the item refers to temporary prefabricated 20-foot conex units and states that it is a Provisional Sum to be executed only upon written instruction, with payment based on approved actual quantities and agreed rates. Kindly confirm how bidders should price this item in the BOQ: should it be priced as a lump sum based on the minimum number of units stated for each lot, as a provisional allowance, or with a unit-rate breakdown for supply/transport/installation/monthly rental/maintenance/dismantling? Please also confirm the assumed rental duration, number or units and whether utilities, HVAC, internal partitions, furniture, water/sanitation connections, and security are to be included.R#3:Bidders shall quote "lump sum" for the item. Please for the details of the services in the same BoQ item for consideration of your price.C#4:The similar contract requirements stated requires completed construction or rehabilitation contract for a clinic, health facility, or hospital with value not less than USD 300,000 during 2021–2025. This is too specific with very high value in a small market like Afghanistan and would result in many capable companies to not qualify resulting in loss of quality and value for UNOPS. Can companies with complex construction experience (including plumbing, electrical etc…) other than clinics or health facilities apply? Please advise?R#4:The evaluation criteria for similar experience remains unchanged. The tender has been posted on an open competition basis and potential bidders are encouraged to submit bids.
