Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. The work consists of preparing a thematic brief examining the role of social dialogue in addressing labour and non-labour market barriers affecting older workers’ participation in the labour market. The brief will analyse how social dialogue institutions and mechanisms, including tripartite bodies, collective bargaining systems and workplace consultation mechanisms, shape policies and practices relating to older workers. The work will examine the policy and institutional landscape for social dialogue across different regions and institutional contexts, identify key barriers and challenges limiting the effectiveness of social dialogue in addressing older worker issues, and review evidence on effective social dialogue approaches and age-inclusive workplace practices. Particular attention will be given to the representation of older workers, including older women workers, within dialogue processes and bargaining structures. The brief will draw on relevant literature, international labour standards and comparative examples across regions and sectors, and will develop evidence-based recommendations for governments, employers’ organisations and workers’ organisations on strengthening the role of social dialogue in delivering better outcomes for older workers.
