New clarification added: Dear bidders,Kindly find the below clarification and UNOPS response:Q8: Please note that, due to the travel restrictions currently in place in Yemen, it will be difficult for us to manage the after‑sales services on site. This includes installation, preventive maintenance, and local technical support. Under these conditions, we cannot guarantee the implementation of our company policies and quality‑assurance standards to the level required.In light of this constraint, we kindly request your guidance on whether an alternative arrangement can be considered to ensure that your organization continues to receive the expected level of service.We remain fully able to supply all equipment, provide remote technical support, and ensure timely delivery of preventive‑maintenance tools and parts during and after the warranty period, as well as any other remotely manageable obligations through a locally nominated organization.UNOPS response: The tender requirement stipulates that if the bidder is not a Yemeni-registered company, the bidder must provide a local representative in Yemen for the purposes of installation, training, and after-sales services. Accordingly, the bidder is required to have a locally registered representative with the necessary technical and operational capacity to manage these activities in-country to ensure sustainability, continuity of support, and timely response during implementation and post-installation periods. Please note that remote technical support was previously attempted and proved ineffective within the Yemen context due to several operational challenges, including but not limited to unstable internet connectivity, communication constraints, language barriers, and limited accessibility to project sites. Therefore, the tender requirement is mandatory and must be strictly complied with as part of the bid submission and implementation arrangements.Best regards RegardsLudgero

New clarification added: Dear sir/madam,Q3: We are interested in putting forward a proposal for Lot 6. However, we do not have local representation in Yemen.We are able to offer products and services (on a remote basis) directly. (a) Would you accept a proposal direct from ourselves as manufacturers, not located in Yemen? We note that it is a pass/fail on your qualification criteria. (b) We could also offer incoterms FCA Tilburg, Netherlands or CPT Sanaa. If, (a) is acceptable are these incoterms acceptable.UNOPS response: The tender requirements stipulate that, for non-registered bidders, the appointment of a local representative in Yemen is mandatory to ensure installation support, training, and after-sales services. Accordingly:(a) We will accept proposals submitted directly by manufacturers, provided that they have an authorized local representative in Yemen.(b) Only Incoterm DAP delivery to the hospitals is acceptable.Q4: Please note that, due to the travel restrictions currently in place in Yemen, it will be difficult for us to manage the after‑sales services on site. Q7: Since the Eid holiday will start and continue for days and we need more time to submit complete offer,we wish to request you kindlyto extend the submission time for more than two extra weeks.UNOPS response: The tender will be extended for an additional week; accordingly, the clarification deadline will also be extended by one additional week.Best regards

New clarification added: Dear bidders,Kindly find the below clarifications and UNOPS responses:Q1: The equipments we propose are " Plug and Play" thus no need for local agent in order to install , so would you be satisfied witha manufacturer authorization only ?,knowing that warranty is assured by the manufcturer as well as bidder.UNOPS response: Even if the equipment is considered plug-and-play, the tender requirements stipulate that a local representative in Yemen (for non-registered bidders) is mandatory to ensure installation support, training, and after-sales services. Manufacturer authorization and warranty coverage alone would not replace this requirementQ2: Regarding the technical specifications for Item 8.1.42 (Online UPS) under Lot# 8 for the Dr. Ameen Nasher Higher Institute for Health Science project, we kindly request clarification on the following points:Brand & Specifications: Could you please specify the approved manufacturer, model, country of origin, and detailed technical datasheet for the required Online UPS? if no, please provie at least information about the point 2 Back up time.Backup Time Requirement: Please confirm if a 1-hour backup time at full load is the mandatory requirement for this project. We need to ensure the proposed UPS (including any necessary external battery packs) can sustain the Interactive Display for at least 60 minutes during power outages.UNOPS response: No specific manufacturer is required, and the 1-hour backup time is not mandatory, as the UPS's purpose is to give the operator time to shut down, 10–15 minutes is sufficient.Best regards
