LTA Configuration

UNDP intends to establish Multiple Vendor Long-Term Agreements (LTAs) without secondary competition  Using Workload Allocation Mechanism for Multiple LTAsfor the provision of Customs Clearance, Freight Forwarding, Warehousing (optional), and Inland Transportation services under both Air Freight and Sea Freight modalities

1.      Number of LTAs to Be Awarded

UNDP may award two or more LTAs per modality (two or three Air Freight and two or three Sea Freight) or both modalities, meaning engaging vendors capable of providing both service, based on:

  • Supplier capacity and geographic coverage,
  • Value‑for‑money considerations,
  • Risk management needs, and
  • Market competitiveness.

Each LTA will operate under the same TOR, performance framework, and pricing structure, unless otherwise stated.

Workload Allocation Mechanism (No Secondary Competition)

Because this is a multiple‑vendor LTA without secondary competition, call‑offs will not require additional bidding or mini‑competitions.

Instead, workload will be allocated using transparent, predefined criteria, including:

  1. Ranking based on preferential pricing (lowest evaluated cost for specific service categories).
  2. Quota allocation or target share for each vendor over a defined period.
  3. Availability and capacity at the time of need.
  4. Geographical coverage and operational presence in specific provinces.
