New clarification added: Clarification:Dear Sir,We would like clarification on the following:As explained in Wednesday's meeting, there is a discrepancy between the bill of quantities, the drawings, and the technical specifications regarding the Steel Gate. The drawings clearly state "WIDE WOODEN BOARD 230X35 MM" with the dimensions, but the bill of quantities does not provide a full breakdown of this detail as shown in the drawings, and it is also not mentioned in the gate's technical specifications.Is the pricing based on the bill of quantities and technical specifications, disregarding the drawings? Or is the pricing based on the drawings and technical specifications, disregarding the bill of quantities?Furthermore, in the drawings, on the right, under the heading "main gate plan," there is a drawing of an M.S. FRAME. Could you please explain what this is exactly?Thank you for your understanding and patience.UNOPS REPLY:Please note that the Steel Gate shall be priced and executed based on the complete tender documentation, including the drawings, technical specifications, and bill of quantities, which shall be read together as complementary documents and not separately.Please note that the reference to “Approx. 220/230 × 35 mm Wide Wooden Board” shown in the drawings was included unintentionally as a drafting/typographical error and shall not be considered part of the project scope. Accordingly, bidders are requested not to include wooden cladding/wooden boards within their pricing for the steel gate item. A tender amendment will be made to remove the wooden board soon.The gate shall instead be fabricated and covered using steel sheets with a minimum thickness of 2 mm fixed to the steel frame, as indicated in the drawings and in accordance with the BOQ item and technical specifications.Furthermore, the notation “M.S. FRAME” shown in the drawings refers to “Mild Steel Frame,” which represents the structural steel frame/post supporting the gate leaves and associated hardware. The dimensions indicated (e.g., 100 × 100 mm or 150 × 100 mm) refer to the size of the steel frame sections as detailed in the drawings.Accordingly, bidders are requested to consider all components necessary for the complete supply, fabrication, finishing, and proper functioning of the gate system in accordance with the tender drawings and specifications.

New clarification added: Clarification:Dear UNOPS Procurement Team,We would appreciate clarification regarding the payment provisions under this tender.According to the tender documents, the Advance Payment Amount, Advance Payment Security, and Advance Payment Repayment Period are all indicated as "N/A". We would therefore like to confirm whether no advance payment will be provided to the Contractor under this contract.In addition, could you please clarify the following:What is the intended payment mechanism for the works (e.g., monthly progress payments, milestone-based payments, or other)?What is the expected timeframe for certification and payment of Interim Payment Certificates (IPCs) after submission?Is there any mobilization payment or other form of upfront financing available to the Contractor?Could you confirm the conditions and timing for the release of retention monies, including the remaining retention balance after the Defects Notification Period?UNOPS REPLY:The payment method under this contract is based on the "Measure and Pay" approach, as specified in the tender documents. Under this arrangement, the contractor is entitled to submit a payment application upon completing a portion of the works. The completed works must first be tested, inspected, and accepted by UNOPS. Payment is then made based on the actual quantities of work completed and approved.The IPC process takes up to 30 days.There is no upfront or mobilization payment under this contract.As specified in the tender documents, the Defects Notification Period is 12 months. 50% of the Retention Money is released upon Taking-Over of the Works or a Section thereof, while the remaining 50% is released upon expiry of the DNP. New clarification added: Clarification:Regarding the Fallujah lot, could you please confirm whether the GPS coordinates provided indicate that all 56 houses/shelters are located within the same site, or whether the shelters are distributed across multiple locations?UNOPS REPLY:The bidders are requested to plot the GPS coordinates on the map and identify the locations of each house. The houses are scattered in many locations, which is why the GPS coordinates are provided.

New clarification added: Clarification:We would like to ask whether it is acceptable to submit our bid only for the LOTs related to Ninewa Governorate (Sinjar District) without participating in the Anbar-related LOTs.UNOPS REPLY:Bidders are allowed to participate in one LOT or several LOTs; the evaluation will be done per LOT, as mentioned in the tender particulars. See below for ease of reference: ''Bidders shall be allowed to quote prices for one or more lots identified in this tender. However, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot. Evaluation will be done per lot. (Tenders with number of lots below 150 Lots).''

New clarification added: Clarification: Dear Sir/Madam, I hope this email finds you well. We are currently reviewing the tender documents and drawings for the aforementioned project. To ensure an accurate technical and financial proposal, we would like to request clarification on the following points: 1. Bill of Quantities (BOQ) – Items C1 and C2Under sections C1 and C2, there are descriptions provided for the excavation and backfilling of sub-base material. However, we noticed two different quantities assigned to these items. Could you please confirm if these quantities are correct or if there is a specific layering requirement we should account for? 2. Structural Drawings – Stirrup SpacingIn the provided drawings, the reinforcement detail indicates 2 stirrups every 20 cm (as highlighted in yellow). We would like to verify if this spacing and quantity are accurate according to the structural design requirements, as this deviates from standard spacing patterns. 3. Detail Discrepancy – 10 cm Height AdjustmentThere is a specific area in the drawings marked in yellow indicating a 10 cm height. Since the standard block size used is 15 cm, we would like to clarify how this gap should be addressed: Should it be filled using a Damp Proof Course (D.P.C.)? Is it intended to be a thin layer of masonry/concrete? Or is there an alternative material specified for this 10 cm section? UNOPS REPLY:1. Bill of Quantities (BOQ) – Items C1 and C2Item C1 is intended for backfilling along the entire fence alignment after completion of the works, in order to maintain and adjust the required level differences/elevations.Item C2, however, is related only to backfilling within the footing casting area. Therefore, the two quantities are not duplicated; they refer to different scopes and locationswithin the works.2. Structural Drawings – Stirrup Spacing The stirrup spacing shown in the structural drawings is @200 mm center-to-center (c/c).3. Detail Discrepancy – 10 cm Height AdjustmentThe 10 cm height shown in the drawings represents the surrounding ground level difference and does not indicate an additional construction layer. The fence shall be constructed using CMU blocks directly on the footing, with no D.P.C. or other intermediate material required. The total fence height shall remain 2.00 m as indicated in the approved drawings.

New clarification added: Clarification:Clarification Request regarding Tender ITB/2026/62894Subject: Inquiry regarding Lot Bidding and Contract Award StructureDear Procurement Team,With reference to the tender ITB/2026/62894 for the Construction of Boundary Walls in Anbar and Ninewa, I would like to request clarification on the following points:1-Partial Bidding: Is it mandatory for a bidder to submit a proposal for all five (5) lots, or is it permissible to bid for specific lots only (e.g., bidding for only one or two lots)?2-Contract Awarding: Will the project be awarded as a single package to one contractor for all lots, or will UNOPS consider awarding separate contracts to different vendors per lot?3-Maximum Awards: In case partial bidding is allowed, is there a limit on the maximum number of lots that can be awarded to a single bidder?UNOPS REPLY:Bidders shall be allowed to quote prices for one or more lots identified in this tender. As mentioned under tender particulars.The award will be made to the lowest-priced substantially compliant offer for each lot; this means that one or several bidders might be awarded the lots. This depends on the price & passing the evaluation stages.No limits for the number of lots to be awarded; however, the bidder must meet the criteria requested under each LOT in order to pass the evaluation.
