New clarification added: Dear Bidders,please find below UNOPS response to bidders clarifications:Clarification:Referring to incoterms stated in tender terms it says DAP + unloading Incoterms 2020)- Delivery time is 40 days or less to the final destination.- MoLG warehouse in Ramallah, the West Bank, oPt, for items intended for the West Bank Lot 1. The exact location will be provided to the successful bidder.- MoLG warehouse in Gaza, oPt, for items intended for Gaza Lot 2. The exact location will be provided to the successful bidder.This incoterms make it equal chances for international bidders and local bidders where DAP means buyer "UNOPS" pays import customs, unloading, duties, taxes, vat, all import fees and delivery fees to warehouse addresses at your side. It means too full importing process done under UNOPS name no one else ... So adding more words to the international standard terms make it real confusing incoterm and mentioned details make it more confusing. It is very important that all responsibilities on each party must be clear; especially for suppliers who didn't work with UNOPS Jerusalem office before as this is very ambiguous term for us which cause miss-calculations in our offers.UNOPS Answer:UNOPS referred to the Incotermterm DAP + Unloading to simplify the requirement to bidders, which is equal to the incoterm DPU. However, under the required DAP+Unloading, UNOPS will be responsible only for obtaining the customs clearance and VAT exemption, any other requirements shall be the responsibility of the selected bidder(s).Thank you

New clarification added: 1) You mentioned delivery 40 days to final destination ... doest it mean you have all approvals from Israelli side to enter those steel containers in Gaza ?2) Who will cover the cost of local transportation from West Bank or Israel to Gaza?3) Will the delivery to Karm Abu Salem will be accepted?4) can we deliver all quantities to same warehouse in WB and then you transport it to Gaza when you get approvals?UNOPS Answers:1) The approval request will be submitted only after the Purchase Order is issued. The delivery timeline is indicative as the successful supplier needs to hold shipments until COGAT's approval is granted.2) Under DAP Incoterms, the supplier shall cover the cost of logistics to the final destination.3) For Lot 2, the final destination is the MoLG warehouse in Gaza.4) The successful supplier is requested to deliver all quantities both to WB and Gaza.
