Description
Conduct a Feasibility Study of a Municipal Solid Waste Management Project in Kurunegala, Sri Lanka. 


Sri Lanka faces growing challenges in municipal solid waste management (MSWM), particularly in urban and semi-urban areas. Inefficient waste collection systems, limited infrastructure for segregation and recycling, and unsustainable disposal practices contribute to environmental pollution, public health risks, and significant greenhouse gas (GHG) emissions. Rapid urbanization, population growth, and changing consumption patterns have further strained existing municipal waste management systems, making it increasingly difficult to manage waste in an environmentally and socially sustainable manner. Improving MSWM is critical not only for local environmental quality and public health but also for achieving Sri Lanka’s broader climate and sustainable development goals. The country’s Nationally Determined Contributions (NDCs) include specific targets for reducing GHG emissions from the waste sector, emphasizing the need for integrated, low-carbon, and sustainable solutions. Strengthening local authorities’ capacity to manage municipal solid waste efficiently and sustainably is therefore a national priority.

To address these challenges, UNDP Sri Lanka is implementing the project ‘Scale-up and Sustain the Low-Carbon Municipal Solid Waste Management and Resource Recovery in Sri Lanka,’ in partnership with the Ministry of Public Administration, Provincial Councils and Local Government (MoPAPCLG). The project aims to promote sustainable, low-carbon, and locally appropriate MSWM solutions in selected Local Authorities (LAs) in the Central and Sabaragamuwa Provinces including two pilot projects.

The Kurunegala Municipal Council (MC) is no exception to the growing challenges of municipal solid waste management. Waste generation in the municipality is approximately 15 tons per day. The Sundarapola dumping yard currently serves as the primary disposal site for this waste, operating largely as an open dumping facility with limited environmental safeguards. Over time, the site has faced increasing pressure due to space constraints and environmental concerns. The Kurunegala MC has sought UNDP Sri Lanka’s technical assistance to undertake an initial technical due diligence assessment.


  Objective;

The objective of this assignment is to conduct a feasibility and other supporting analyses in close collaboration with national and sub-national government entities, including the MoPAPCLG, the Ministry of Environment (MoE), the Central Environmental Authority (CEA), Provincial Councils, and private sector stakeholders. The engagement process will ensure alignment with national policies, regulatory requirements and international best practices.
