Description
The United Nations (UN) is seeking Expressions of Interest (EOI) from qualified companies interested in an upcoming solicitation for the establishment of a contract for the provision of debit card services. The debit card solution is primarily intended to facilitate the payment of Daily Subsistence Allowance (DSA) and travel-related expenses for participants attending conferences and meetings organized by the UN. The debit card can also be used for petty cash low value purchases. The cards will be used globally for: • In-person (point-of-sale) transactions • Online payments • Cash withdrawals at ATMs or over the counter The selected contractor will be expected to provide a comprehensive debit card solution. Specific Requirements/Information 1) Platform Requirements The contractor shall provide a secure, web-based platform enabling the United Nations to: • Remotely and simultaneously load multiple cards • Monitor and control card usage • View cardholder account balances • Access real-time transaction data • Generate and download reports (Excel and PDF formats) • Analyze card usage through reporting tools • Self-registration of cardholders • Acceptance of terms and conditions for service access • Role-based categorization (e.g., employees, delegates) • Profile management by cardholders • Visibility of user activity and usage data for the UN 2) Cardholder Capabilities The platform shall allow cardholders to: • Access their accounts securely using dual authentification • View balances and transaction details (in both card currency and transaction currency) • Upload and manage expense receipts and justifications • Generate and download expense statements (Excel format) • Block/unblock cards • View and reset card PIN securely - Ability to search for user ID and reset password 3) Security Requirements • Strong Customer Authentication (SCA) for platform access and PIN viewing • Authentication methods must support global mobile phone numbers • The contractor shall consult with the UN on acceptable authentication methods • Protection against unauthorized access must be ensured 4) Card and Account Requirements • Support for Visa and/or Mastercard schemes • Availability of both physical and virtual cards • Ability to ensure the following eight (8) actions: o Issue cards to cardholders o Set and amend spending limits o Temporarily block or permanently cancel cards o Issue replacement cards o Manage spending restrictions o Access and monitor transaction data 5) Accounts • Each account shall be identified by a unique IBAN • Accounts will be funded via the SWIFT network from UN house banks 6) Administrative Controls The system shall enable: • Assignment of user roles and permissions, including: o Employee (manage own card) o Manager (manage employee and delegate cards) o Administrator (create and manage card programs) o Account-level oversight role - Create specific containers to manage specific business entities • Full management of cards, users, and programs 7) Customer Support The contractor shall provide customer service support for: • Queries, disputes, chargebacks, and transaction issues • Be available 24 hours each day/7days a week in support of UN conferences for delegate cardholders • Business hours support for employee cardholders 8) Operational Requirements • Ability to ship debit cards worldwide • Support for multiple currencies (minimum requirement: USD)
